As I see it – Yoweri Kaguta Museveni

In March 1986, a month after Museveni became president of Uganda, Africa Events magazine published some articles including two by Yusuf Hassan and Yoweri Museveni on Uganda. The two articles are so linked in their messages of hope that they need to be considered together to see the extent to which what they contained has been upheld.

Yusuf Hassan observed that the triumph of the National Resistance Army (NRA) signaled a return to sanity in Uganda, which was ushered in with unlimited joy and jubilation. The NRA conveyed “Its message of a comfortable today and a better tomorrow”. Suddenly there was freedom from fear and instant death. The NRA reintroduced respect for human life, property and democracy. And NRA’s message was loud and clear; “If you kill a citizen, we’ll kill you”. Museveni formed a broad-based government which included all political movements in the country. Hassan concluded by observing that the way the new Ugandan leadership went about its functions bode well for the future of Uganda.

Uganda’s diverse society needs diverse leadership

When Ugandans meet formally or informally, the political economy, future and diversity of Uganda come up. What has been recognized is that Uganda’s diversity is an asset and a strength that should be utilized properly to bring about equitable distribution of the benefits of that diversity. Many times, as discussions progress, my mind races back to what Kaunda former president of Zambia said about diversity in his country. He observed on several occasions that although merit is important in appointments and promotions, he had to use it carefully to meet the needs of Zambia’s diverse population. He stressed that in trying to strike regional balance, he picked the best trained and experienced from each region so that he maintained professionalism and regional balance.

In Uganda the concept of merit has been applied differently under the NRM government since 1986 with unanticipated adverse outcomes. There are cases where merit considerations applied by the appointing authorities have resulted in top or strategic positions going to people from the same family, same ethnic group or same region. The western region is believed to have benefited more than any other in Uganda. However upon closer scrutiny you find that within the western region some families or ethnic groups have benefited more than others. Further analysis has demonstrated that merit was not even strictly applied causing discomfort in various quarters.

NRM government is deliberately impoverishing Ugandans

It is not a secret that the NRM party and its government under the leadership of Museveni is primarily interested in retaining power indefinitely. Impoverishing Ugandans is seen as one way of doing so. There are four principle ways of making a country strong and prosperous or weak and poor. They are adequate food and nutrition security, quality and relevant education, good preventive and curative health care and remunerative full employment in decent work conditions. On these four areas NRM’s performance has been deliberately poor. Stabilization and structural adjustment imposed by the World Bank and the International Monetary Fund (IMF) gave the government an excuse to impoverish Ugandans and get away with it. But before outlining how impoverishment is proceeding, let us review the 20th century record by way of introduction.

There is sufficient record that before colonial rule Ugandans ate well, although they suffered from famines when the rains failed or pests or warfare destroyed crops and granaries. The young were orally trained, learned on the job from parents and obtained additional knowledge through interaction with relatives and neighbors. Traditional medicines handled local diseases pretty well. The introduction of foreign diseases required new medicines. There was no unemployment as gender specialization of labor kept everyone busy.

Museveni’s philosophy and mission for Uganda

Yoweri Museveni who is a Nilotic-Muhororo was born in Ntungamo district, some forty miles from Mbarara town in southwest Uganda. Just before becoming president in 1986, Museveni was interviewed by John Nagenda. The interview was published in March 1986 in New African magazine. He articulated his philosophy and mission for Uganda. He has been president for over twenty years and he is running again for re-election to another five-year term starting in 2011.

Yoweri Museveni reported that his movement and army adopted a correct political line based on the philosophy that the people of Uganda are sovereign and anybody who is against the people is an enemy of Uganda. He added that the people of Uganda were united because they have common interests – same problems caused by natural barriers and backwardness due to lack of development hence their desire to act in concert than in conflict. Tribalism and religious conflicts were induced by leadership which pushed artificial interests rather than those of the population.

Uganda needs harmony between government and the people

Uganda’s history since colonial days is characterized by forceful relations between the government and people – with the government applying instruments of force on the governed to get what it wants. Resistance to colonial rule ended through the use of force and foreign troops. Other examples of force used on Ugandans during colonial rule include the following:

1. Taxes in cash which were imposed to force Ugandans to become migrant laborers in areas growing export crops. 2. Uganda was forced to abandon industries and to grow cotton, coffee, tea and tobacco for export. 3. Labor reserve areas were forced to not grow export crops. 4. Different tribes with very little or nothing in common were forced into administrative units.

5. Indirect rule chiefs and advisers were imposed on the people. 6. Strict law and order was imposed through an elaborate system of police, prisons and the judiciary. 7. Ugandans were forced to abandon their gods and their traditions including medicine and culture. 8. Ugandans were forced to sell their raw produce cheaply to Asians who processed them and enjoyed the benefits of value addition and higher world market prices.

The population scare has raised its ugly head again

Since the 1950s when Third World people began to over-breed their European counterparts, the latter got scared. Europeans feared among other things that competition for developing countries raw materials would lower their standard of living. To avert this threat they recommended that Third World countries practice birth control through contraception. Researchers, commentators and policy makers at state and non-state levels painted a very bleak picture that needed to be addressed on an urgent basis. Statements likening population growth to a bomb by Paul Ehrlich and nuclear war by Robert McNamara occupied center stage in the development discourse. “Robert McNamara, president of the World Bank in the 1970s, compared the threat of unmanageable population pressures with the danger of nuclear war [McNamara had been secretary of defense before joining the World Bank]”(The Economist 2006). International conferences including those at the UN were held, expert reports were produced and institutions such as the Population Council and the United Nations Population Fund (UNFPA) were set up. Developing country governments were advised or forced to undertake urgent measures of birth control or they would not get international assistance. In the rush to prevent this ‘catastrophe’, inappropriate or wrong assumptions, omissions and commissions were made and the prevailing circumstances particularly in Africa that was decolonizing were not properly assessed much less understood.

Why has NRM rejected Keynesian economics when Uganda needs it badly?

What John Maynard Keynes wrote is that when a country is experiencing serious economic difficulties including unemployment the state should step in and increase spending to stimulate the economy, reduce unemployment which in turn create effective demand for goods and services and ultimately pull the economy out of the recession. Keynes advice was well received by politicians because it helped them deal with economic and social challenges that would have created political problems for them at the next elections. Governments have used Keynesian advice and it contributed significantly in tackling the economic depression of the 1930s and after WWII. Since the recession that began in 2007, governments around the world have intervened in national economies with stimulus packages.

In view of the deteriorating economic, social and ecological conditions in Uganda one would have expected the NRM government to fully embrace the Keynesian model and actively intervene in the economy especially as the country is preparing for multi-party elections early in 2011. As noted in a separate article the introduction of the five year development plan in April 2010 did not signal government determination to intervene in the economy. It appears this was a political game to hoodwink voters after which the plan will gather dust in the ministry of finance, planning and economic development.

State intervention in Uganda’s economy has become unavoidable

I stated in a July 2010 article on the difficulty of applying Malthus essay to Uganda’s population that population growth becomes a major issue in Uganda’s development discourse when the economy is in deep trouble. Amin ordered doctors to reduce population growth through contraception when the economy had run dry after all the stock from the expelled Asians had been used up. In Uganda today (July 2010) the economy is fast drying up and scapegoats are being created to justify the socio-environmental problems including rapid urban population growth, slums and wetland destruction. This is happening in large part because for over twenty years the NRM government has relied on market forces and laissez faire (let alone). Reporting on population ‘explosion’ has become an exercise in propaganda blaming Uganda citizens for over-breeding but remaining silent about massive migrations into Uganda and food exports since the beginning of the 20th century. What is happening in Uganda will not correct itself. Government intervention has become unavoidable to correct the imperfections of the invisible hand of market forces and laissez faire capitalism.

The difficulty of applying Malthus essay to Uganda’s population

Uganda’s population challenges enter the development discourse when there are serious economic and social problems. Amin condemned population growth when the economy turned sour and ordered doctors to deal with it through contraception which he had banned a few years earlier. Currently (in 2010) Uganda’s population ‘explosion’ is again at the center of the development debate, invoking Malthus’ idea of population racing ahead of food production.

Malthus stated that population was growing geometrically (1,2,4,8,16 etc) while food production was growing arithmetically (1,2,3,4,5 etc), implying that all the food produced would be consumed in the same country. He concluded that if not checked, the least able to procure food would starve to death. Those able would survive – hence the survival of the fittest concept developed by Charles Darwin based on Malthus’ essay. The essay was written for Europe and North America. He used statistics compiled by Benjamin Franklin whose figures had included migration into America where it has had no application. During the 18th century agricultural productivity had doubled which Malthus ignored when he published his essay on population in 1798. One of the principle recommendations to check population growth was delayed marriage.

Countries that neglect food and nutrition security are bound to decline

From time immemorial leaders, researchers, advisers and parents have worried about the dangers of food shortages at household, national and international levels. Food is therefore not only the most basic of basic human needs but also a national security issue. Steps including the British Corn Laws, agricultural subsidies in developed countries, the common agricultural policy of the European Union and the introduction of food storage and famine crops like cassava/manioc in developing countries have been implemented to ensure food availability at all times. The danger of population growth exceeding food supplies was expressed in ‘An Essay on the Principle of Population’ by Rev. Thomas Robert Malthus a British economist and Anglican pastor published in 1798. It has remained a standard essay to this day in 2010 even when the world has enough food.

Governments in developed and developing countries are putting more emphasis not only on the amount and frequency of food eaten by their citizens but on the quality as well. In some developed countries the challenge of obesity is being addressed because it is seen as a constraint to human development and national security.
