Why Uganda’s social and cultural fabric has crashed

Contrary to popular belief that Museveni and his National Resistance Movement (NRM) came to power to end the long suffering of Ugandans, the truth of the matter is that the long suffering has been used as a tool to keep NRM government in power indefinitely. This may sound cruel and unkind or even incredible but sadly it is true.

Museveni, his government and NRM members of parliament soon realized that it is easier to govern poor and vulnerable people because they are helpless and voiceless and can easily be manipulated through persuasion or intimidation or both. Museveni and his group also realized that Uganda elites and donors cannot be easily manipulated or intimidated because they have a voice. Therefore according to Museveni and his team the two groups needed to be accommodated and integrated fully into government actions so that they share credibility for success or responsibility for failure. To stay in power indefinitely two things have happened.

First, in 1986 Museveni created a government of national unity including representatives from all regions, all parties and all faiths. He created a political space for all categories of Ugandans including women, youth, disabled and the private sector etc. The big shots that could not be included in the cabinet, Museveni appointed them as his advisers or gave them other lucrative jobs.

Uganda’s democracy has become counterproductive

When you talk with people – Ugandans and non-Ugandans – who support the National Resistance Movement (NRM) government led by President Museveni, you are told that Ugandans must be grateful to their leaders because the days of Obote’s and Amin’s dictatorship are over and there is no turning back. They quickly add that Uganda has now become a full-fledged democracy. So what is democracy?

According to the World Book Encyclopedia democracy means rule by the people. It is a form of government that Abraham Lincoln described as “government of the people, by the people, for the people”. According to Robert Maynard Hutchins democracy is the only form of government that is founded on the dignity of man, not the dignity of some men, of rich men, of educated men but of all men (and women).

The citizens of a democracy take part in government either directly or indirectly. In a direct democracy people meet in one place and make the laws for their community. That is what happened in ancient Athens. In a large group it is impossible for all people to meet and pass laws. Consequently they periodically choose representatives to represent their interests. This is indirect or representative democracy.

Bahima and their culture of winner takes all

To understand why corruption has reached an unprecedented level in Uganda’s history and there are no signs that it is subsiding, Ugandans and their development partners need to understand the pastoral culture of Uganda’s present leaders. From time immemorial pastoralists including Batutsi, Bahima and Bahororo (Batutsi from Rwanda) live in hostile environments marked by shortages of pasture and water, droughts, epidemics like the 1890s rinderpest, bovine diseases and cattle theft.

In the Great Lakes Region pastoralists lived in fragile ecosystems which rendered them vulnerable and forced them to engage in fighting for survival. Most of the wars in the region since the arrival, in the 16th century, of the Nilotic Luo-speaking Bahima and their Batutsi and Bahororo cousins have been related to land and cattle. They have fought to expand territory and increase their herds, dispossessing the losers. Accordingly, they developed a mentality of winner takes all which has been carried over into governments in Uganda and Rwanda.

Reprinting chapter 9 of Speke’s book has reignited Bahima and Bairu (master-slave) controversy in South West Uganda

John Hanning Speke a Bitish explorer wrote a book “The Discovery of the Source of the Nile” published in 1863. It was reprinted in 2006. The book is now available in all institutions of learning around the globe.

In chapter 9 titled “History of the Wahuma [Bahima]” and sub-titled “The Abyssinians and Gallas – Theory of Conquest of Inferior by Superior Races – The Wahuma and the Kingdom of Kitara – Legendary History of the Kingdom of Uganda – Its Constitution, and the Ceremonials of the Court” (Speke 1863).

Speke described Bahima collectively as Abyssinians or Gallas. Speke added “It appears impossible to believe, judging from the physical appearance of the Wahuma, that they can be of any other race than the semi-Shem-Hamitic of Ethiopia” noting that Abyssinians in Abyssinia are more commonly agriculturalists, the Gallas are chiefly a pastoral people co-existing with each other just as he found the Wahuma kings and Wahuma herdsmen co-existing with the agricultural Wazinza of Uzinza, the Wanyambo of Karague, Waganda of Uganda, and the Wanyoro of Unyoro (Speke 1863).

Population dimension in development planning

The population dimension has featured prominently in the reviews of Uganda’s five-year development plan which was launched on Monday April 19, 2010. In considering this issue let us remember that:

First, individuals and couples have a human right to determine freely the number of children they need, when to start having them and how to space them. This is in line with the 1994 Cairo conference on population and development and the recently concluded 43rd session of the UN commission on population and development. Authorities should provide information and facilities to enable individuals and couples full fill their rights voluntarily.

Second, according to Article II (iv) of the Convention on Genocide (1948), imposing measures intended to prevent births within the group [e.g. of poor people] constitutes an act of genocide.

Third, population growth in a country is largely a result of poverty and migration. Poor people as we have in Uganda tend to produce many children because mortality rate in that group is still high, poor parents depend on children in old age, and a subsistence economy requires more hands than a modern one. Children of poor people drop out of school early and get married in their teens and begin to produce children right away. Reducing poverty and keeping girls at school beyond primary education and empowering women reduce fertility rates without controversy.

The UK is proud of Uganda’s progress

The article in Uganda’s New Vision dated March 10, 2010 written by Baroness Kinnock, UK’s Minister of State for Africa is a balanced one. It has touched on areas where progress has been made and where more needs to be done. I wish to highlight a few areas – not for criticism – but to inform the public.

The historic economic relationship between the UK and Uganda has been marked by inequality in the sense that UK determined that Uganda would produce raw materials (cotton, coffee, tea and tobacco) in exchange for manufactured products. Winston Churchill and Fredrick Lugard decided that Uganda’s comparative advantage was in agricultural raw materials although at that time Uganda had a vibrant manufacturing sector and was not producing any of the export raw materials just mentioned above.

Why this essay and why now?

Some readers of my blog www.kashambuzi.com and my two books titled (1) Uganda’s Development Agenda in the 21st Century and Related Regional Issues, and (2) Rethinking Africa’s Development Model, in which I wrote about ethnic rivalries in the Great Lakes region, have asked me to condense the scattered information into one very brief and user-friendly essay for easy reference and wider readership. Many commentators feel that there has been an overemphasis on events of the 1994 Rwanda genocide in which moderate Hutus and Tutsis were murdered but ignored war crimes against Hutus that took place inside Rwanda and in eastern DRC during and after the genocide and subsequent human rights abuses. There is also a strong feeling that ethnic relations should be studied in a comprehensive, historical, impartial and regional context to be able to draw informed conclusions and make appropriate recommendations. For example, the 1972 genocide in Burundi in which Hutus were murdered by Tutsis which may have encouraged the 1994 genocide in Rwanda was totally ignored by the international community including then Organization of African Unity (OAU).

Bahororo-led NRM government has failed Uganda

When individuals, parties or nations assume leadership responsibilities, they should expect and accept scrutiny provided it is objective and constructive.

The rise to power of Bahororo people from obscurity to national and international prominence has raised questions about who Bahororo are and how they emerged. Until they came to power in 1986, Bahororo were unknown because they registered or introduced themselves as Bahima. So who are Bahororo?

Bahororo are Batutsi people from Rwanda who founded the short-lived Mpororo kingdom (from about 1650 to about 1750 or earlier) which stretched from parts of present day northern Rwanda to parts of present day southwest Uganda.
