Uganda belongs to all Ugandans

The discussions taking place at home and abroad about the future of Uganda are encouraging. When people with diametrically opposed views begin to engage, that is a good sign. The meeting organized by FDC in London late last year (2011) that invited all political parties and groups is commendable and should be emulated. As we progress along this worthy path, we need to remind ourselves about the difference between principles and strategies. By and large principles remain the same; strategies change in response to prevailing circumstances. Let us begin with outstanding principles?

First, we must remember at all times that all Ugandans are born free and equal in dignity and rights. Nobody is born more equal and with more rights and freedoms than others. For example, all Ugandans have a right to adequate and balanced diet, equal and quality education and remunerative employment, decent clothing and shelter and pursuit of happiness. Every adult has a right to elect freely his/her representatives and to recall them before the next elections should that become necessary.

Second, Uganda belongs to all Ugandans. Ugandans must therefore share equitably what the country produces. A political party that wins elections must govern for all Ugandans. Apart from specific political positions, all other positions in government must be filled on the basis of competence. The winner-take(s)-all practice must be abandoned.

NRM policies are ruining Uganda

Let me start with this statement by way of clearing the air. Some have raised questions, even written to me, about my motive for writing so much in so short a time: who is behind it, who are my research assistants and who is funding it? Some have even suggested that I am driven by a desire to unseat NRM government and President Museveni in particular; that I am too radical, too assertive, too sectarian.

Let me make it very clear and hopefully for the last time. Because I was uncomfortable with the way geography, economics, population and history were taught in senior secondary school and at the undergraduate university level – because what they taught did not match the situation on the ground where I was born and raised in southwest Uganda – I decided very early that I was going to study in a multidisciplinary fashion and do multidisciplinary research in order to understand the interconnections and correct distortions in those subjects. It is therefore not by accident that I studied geography, demography (population), economics, international law, international relations, sustainable development and world history. And because I did not want to be influenced by anybody in one way or another, I never asked for or accepted sponsorship, or mentor or research assistance. So I have worked alone to this point.

NRM can easily be unseated on four conditions

The popularity of NRM among Ugandans at home and abroad including many in NRM itself has sunk to the lowest level. The uncaring attitude of NRM to the suffering of Ugandans particularly women and children especially during the current economic hard times so soon after NRM was re-elected for another five-year term has driven the point home that Museveni – who is the de facto government of Uganda – does not care about Ugandans. He only uses them in pursuit of his imperial ambitions including changing the demographic composition of Uganda by increasing immigrants, ultimately turning indigenous population into a minority in their own country.

The rule of the jungle in Uganda is coming to an end

We are writing these stories, incredible or controversial as they may be, for the sole purpose of finding a lasting solution to Uganda’s daunting challenges so that all Ugandans have peace and stability in which to create wealth and enjoy happiness. This requires a comprehensive understanding of the history of Uganda and philosophy of our leaders. Those who reason that going into history is unnecessary or counterproductive and we should therefore forget about it and move on forget that the past impacts the present in significant ways. There are also those who argue that we should not focus on one leader but the institution. They too forget that history is full of examples of one man rule who decides what to do and how to do it and the rest just toe the line or get sidelined or fired or worse if they don’t. Therefore understanding Uganda’s problems begs a comprehensive analysis of its history and the philosophy of its leaders. Failure to understand Amin as a man of split personality with a brutal past and medical problem resulted in some 300,000 loss of lives in the 1970s.

NRM has become a liability for its sponsors and supporters

The National Resistance Movement (NRM) came to power with domestic and external sponsors (those who fund and champion its cause) and gained supporters (those who are won over). The original sponsors and supporters of NRM inside Uganda had suffered political losses under Obote’s government – Catholics had lost elections twice to UPC and Buganda had lost the kingdom and ‘Lost counties’ referendum. Those who sponsored and supported NRM outside Uganda did not trust Obote despite his pledge to introduce capitalism under structural adjustment. They believed he was still a socialist and could not be trusted. The common characteristic is that those against Obote and UPC were in a hurry and could not wait for the next elections in 1985 or 1986 to defeat UPC that won the 1980 elections. They chose a military option for quicker results. Various guerrilla groups were formed, some of them merged into the NRM. NRM captured power in 1986 exactly five years when elections were due. So the results were not quicker but were clearly very destructive of lives, property and infrastructure and many deficits still remain unresolved.

Women that changed history and why – lessons for Uganda women

Ugandans especially women are impoverished, unemployed/underemployed, sick, functionally illiterate, tired, frustrated, hungry, many in exile, voiceless and powerless and understandably angry at the NRM regime that has created these outcomes since 1986 contrary to its promises because of wrong policies and uncaring dictatorship. Ugandans had hoped to change all this by defeating NRM at the 2011 presidential and parliamentary elections. But as the majority know and international observers reported there was lack of a level playing field and NRM stole the elections and formed an illegitimate government with over 70 ministers. Having lost faith in the ballot box, Ugandans are searching for a formula to unseat an illegitimate regime (some claim it is a legitimate government), establish a transitional government to organize free and fair multi-party elections.

Success or failure is a matter of strategy

Too often people involved in the struggle for change confuse the goal and the strategy or the means to achieve the goal. The goal remains the same but the strategy adapts to changing circumstances. Let us take South Africa as an illustration. The African National Congress (ANC) was formed in 1912 to end a white minority system of government (the goal) by non-violent means based on Gandhian principles and tactics (the strategy). However, following the massacre of peaceful demonstrators at Sharpeville in 1960, ANC changed the strategy from nonviolent campaign to armed struggle. The goal or the principle remained the same. The war got prolonged and became very destructive and expensive on both sides. Under the mature and wise leadership of Mandela and de Clerk and perhaps assisted by a hidden external hand, ANC and apartheid government decided to negotiate a settlement. The ANC suspended the guerrilla war and began negotiations (a new strategy) to end the white minority system of government (the original goal). In 1994 after hard negotiations of give and take the white minority government system was defeated at the negotiating table and black majority rule was achieved with Mandela as president, Mbeki as first deputy president and de Clerk the last president under the white minority government as second deputy president. In the course of the negotiations the whites were assured that they would not be thrown into the ocean. Three further observations are in order. First, it is important to note that negotiations cannot take place until both sides have agreed to the solution. A third party working covertly or overtly may be needed to create an environment for a decision to be taken and negotiations to begin. Second, negotiations must be conducted with honesty by all stakeholders and implement the agreement reached. Third, negotiations must continue notwithstanding obstacles that may even lead to a temporary breakdown until an agreement is reached.

NRM can be unseated by peaceful strategies

There is general consensus that NRM has reached a point of no return. It has been bedeviled by rampant corruption, sectarianism, human rights abuses and infighting. It is therefore rotting away and features of decadence are there for all to see. The economy is in a comma – or very close – and social sectors are dying – if not dead already witness some hospital wards that have turned into hospices – and the environment is drifting towards desert conditions as warned by a United Nations agency not so long ago. NRM propaganda based on economic growth and expected social benefits from oil has not convinced the public so has the argument that external factors are responsible for Uganda’s economic, social and ecological illness. NRM has lost the will and capacity (in part because the government is broke) to adjust to the wind of change. Ipso facto, it has tenaciously clung to the discredited and subsequently abandoned neo-liberal economics which failed in many respects including trickle down mechanism to distribute equitably the benefits of economic growth.

Uganda: Let us mean what we say about national unity

We have heard calls for national unity for a very long time. Yet national unity has not been realized. If anything national division has become the norm witness the division of Uganda from 18 districts at one time to over 100 districts today operating virtually as independent entities. One day you hear some commentators on radio or in private conversation claiming they belong to their tribe or region first and the next day they preach Uganda first.

National unity should be preached out of conviction, not out of convenience. There is enough evidence that “unity of convenience” to solve immediate problems has caused medium and long term troubles, some of them very serious. We should constantly remind ourselves of these experiences in order to do better. Elections for whatever office, assignments and promotions should be based on merit, on what individuals have accomplished and what they can offer to Uganda not on empty promises or who they are or where they come from or what faith they follow or their age or their gender.

UDU condemns arrest and detention of Uganda political leaders

United Democratic Ugandans (UDU) condemns in the strongest terms the arrest of Uganda’s political leaders for expressing their opinions. Ugandans like other citizens of the world have a right to assemble and express their opinions freely without intimidation, harassment, arrest and detention. These rights and freedoms are enshrined in national, regional and international legal instruments.

The arrest of Ugandans for expressing their views is frustrating efforts by all concerned to resolve disputes and conduct reforms by peaceful means. It must be understood that no amount of violation will force Ugandans to abandon the struggle for liberty, justice, equality and dignity.

We call on Uganda authorities to release those arrested and detained without further delay. We also call on the international community to take concrete actions to demonstrate their concern over the gross abuse of human rights and fundamental freedoms in Uganda.
