In Uganda minority has dominated majority through the barrel of the gun

Ugandans and development partners searching for a lasting solution to endemic problems in Uganda need to revisit the country’s history for some clues. Under normal circumstances it is the majority that dominates the minority. In Uganda it is the reverse. And that is why democracy and elections which express the will of the majority have not worked because the privileged minority has sabotaged the democratic process.

In pre-colonial times the movement and interaction of people – the so-called agriculturalists and pastoralists – produced two communities. The agriculturalists known as Bantu people entered Uganda from the west. Their economic activities were dominated by crops and livestock (goats, sheep and short horn cattle) and poultry and manufactured products using abundant resources including iron ore and timber. Because they settled in large areas with fertile land, good weather and plenty of wild game and fruits and vegetables they multiplied quickly. Because there was plenty of everything including foodstuffs that increased resistance against diseases, there was no cause for conflict and wars. Absence of war minimized mortality and also contributed to rapid population growth. When conflicts arose, some communities simply moved away or the disputes were solved by diplomatic means through negotiations. Accordingly Bantu people did not have standing armies for offensive or defensive purposes.

Ugandans are hurting as 2011 draws to a close

As 2011 draws to a close, let us take stock of where we are as a guide on the way forward.

Uganda’s story begins with the colonial rule whose mission was “to bring peace, prosperity and justice to the less fortunate peoples [of Uganda]”.

Peace is understood to mean absence of conflict, torture and wars; prosperity to mean absence of poverty and its offshoots of hunger, disease and ignorance; and justice to mean fairness and equal opportunity for all.

All independence governments committed themselves to do the same.

While conducting a guerrilla war (1981-5) NRM was most critical of the failures of colonial and independence governments to fulfill promises in peace, prosperity and justice. NRM presented a blue print known as the ten-point program as an alternative to past failed policies and practices.

It’s now twenty six years since NRM came to power through barrel of the gun, having failed to gain power through the ballot box in 1980. Instead of enjoying the promised peace, prosperity and justice, the people of Uganda have experienced too much suffering and are hurting badly.

Christmas sermons have called for new leadership in Uganda

The tradition of religious sermons in Uganda involved a prayer wishing the president and his government wisdom to govern justly, peacefully and lift everyone out of poverty and vulnerability. These messages were particularly forceful during the Christmas and New Year celebrations.

Of late, however, this tradition has changed as human condition has degenerated to sub-human level witness human sacrifice and trafficking and biting poverty in a country that is overwhelmingly religious and potentially rich where citizens are taught to care for one another, respect and protect human life.

Initially religious leaders expressed their discomfort with failing NRM policies indirectly, hoping that the government would take a hint and make appropriate changes. However, as time passed, the situation got worse – liberty, justice and dignity came under attack by government policies and military action. Those who demanded improvements in their rights and freedoms including the right to work and freedom to walk to work through peaceful demonstrations were attacked by the government using disproportionate force which resulted in deaths, wounded and detained innocent people some of them charged with treason punishable by death.

Uganda’s challenge for 2012

There is understandable frustration among Ugandans who are agitating for a quick regime change. They are complaining that opposition parties are not doing enough in large part for selfish reasons that prevent them to come together and fight as one.

Some are arguing that opposition parties are ineffective in large part because the leadership is from NRM or opposition parties have been infiltrated by NRM agents.

There are those who are getting impatient with a non-violent and diplomatic strategy of effecting political change and are calling for outright war because fire must be met with fire.

There are those who are tired of the elite that have done nothing under the NRM to break the chains that have kept Ugandans trapped in poverty. Instead they have lined their pockets with looted public money.

There are those who are complaining that many in the leadership – NRM and opposition parties – are not patriotic enough because they are not Ugandans.

There are those who are praying for emergence of de Clerk and Mandela in Uganda to hammer out an agreement for a new Uganda.

These voices of frustration are getting louder.

In Uganda eradicating poverty and implementing the 50 year master plan are mutually exclusive

Let me end 2011 with this short message in part as a response to Museveni’s end of year message.

First, Ugandans must understand the simple truth: Museveni is committed to implementing Bahororo 50 year Master Plan which was adopted at his Rwakitura residence under his chairmanship on March 15, 1992.

To realize the Master Plan, non-Bahororo Ugandans must be kept poor economically, socially and politically by denying them what would empower them such as quantity and quality education, jobs, nutrition and access to resources. It is a zero-sum game. Because of this game, poverty has remained very high – over fifty percent – and some 20 percent in the lowest income bracket have got worse.

To explain high levels of poverty, youth unemployment, hunger, disease etc, Museveni has always blamed external forces and “Acts of God” beyond NRM’s control or the opposition. And he gets away with it! It is mainly NRM’s commissions and omissions that are overwhelmingly responsible for too much suffering in Uganda – a country so well endowed to make everyone happy with a surplus. In true democratic countries Museveni and NRM would have been voted out of power a long time ago.

2011 was a troubling year for Uganda

Twenty eleven was a year in which, inter alia:

1. “The Pearl of Africa” fell and faded again at home and abroad;

2. The costs of elections exceeded benefits;

3. Graduates from Dar es Salaam eclipsed those from other universities in strategic areas;

4. Corruption became so rampant that cabinet ministers and senior officials pointed a figure at the source;

5. NRM government demonstrated insensitivity and non-caring for Ugandans in the midst of unprecedented high prices, youth unemployment, poverty and collapse of institutions that made Ugandans proud like Mulago national referral and teaching hospital;

6. NRM dangerously drove the East African economic integration and political federation bus with a potential for permanently changing the demographic map of Uganda;

7. The economy of Uganda became unhinged reflecting NRM’s failure to adjust to a shift from pure neo-liberalism to public-private partnership;

8. Bahororo ruling clique in the NRM tightened its hold on power and is preparing the young generation to take over and continue to implement the 50 year master plan to be realized by denying other Ugandans access to good education, good and strategic jobs and resources resulting in mass poverty, vulnerability, powerlessness and voicelessness in the political, economic and social arena. Lack of opposition in Uganda, collaboration with Rwanda and possibly Kenya will pave the way for realizing the Tutsi Empire dream in the Great Lakes region disguised as East African political federation with Museveni as the first head;

All Ugandans will live happily ever after

The National Resistance Movement (NRM) engaged in a destructive guerrilla war (1981-85) with the overall objective of ending the long suffering of all Ugandans. This message runs through the articles compiled in “Mission to Freedom: Uganda Resistance News 1981 – 1985”. It is also the main theme in the ten-point program. Ending suffering by NRM would guarantee living happily ever after.

This goal was to be realized largely through forging national unity and good neighborly relations as well as ending corruption and sectarianism, promoting equitable and sustainable economic growth and social services using a mixed economy model.

The outcomes would have included stimulation of effective domestic demand for goods and services which in turn would have stimulated investment, employment and higher incomes and further stimulated effective demand (or raising individual purchasing power) so that everyone has the means to meet the basic needs and end the suffering that Ugandans have experienced for so long.

The goal and means of ending the long suffering of Ugandans contained in the ten point program was abandoned in 1987 and replaced with structural adjustment program (SAP) that focused on the invisible hand of the market forces, laissez faire capitalism and trickledown economics.

Conferences will not develop Uganda’s economy and society

Uganda has become a conference country. Ugandans are attending conferences or workshops at home and abroad and hosting international conferences. The international conferences are hosted largely to boost Uganda’s sagging image but are very costly in human and financial terms.

This article is a response to a request at the UDU Boston conference (October 2011) to provide information that may help to understand why Uganda despite all its endowments and generous external support poverty remains high and is deepening for some 20 percent in the lowest income bracket.

By and large, these meetings are organized or attended to analyze Uganda’s development challenges, draw lessons and recommend solutions.

A closer examination since 1986 indicates that Uganda’s development problems have been analyzed in detail, lessons learned and recommendations articulated as outlined below. Consequently, conferences could be significantly reduced, resources saved and the focus reoriented to address emerging challenges.

First, Uganda’s development challenges have been exhaustively analyzed and solutions adequately articulated. The analysis and recommendations in the ten-point program later extended to fifteen remain valid as subsequently elaborated and expanded or refocused in research findings and other documents like UDU’s National Recovery Plan (NRP) which was officially transmitted to the government and Uganda’s development partners. It’s time to rethink the East African integration and federation project

The Burundi summit of East African heads of state held late in 2011 instructed the East African Community secretariat to issue new guidelines as a basis for further discussions on economic integration and political federation. Prior to the summit many meetings were held at the community headquarters in Arusha, Tanzania and in national capitals to review progress and challenges and forge a common front on the way forward.

The decision to issue new guidelines has therefore provided an opportunity to rethink the entire project by revisiting its history, purpose, benefits and challenges along the way. The idea for closer union goes back to 1899 when Harry Johnston, commissioner to Uganda, visualized unifying Uganda and Kenya under British protection. Lord Delamare and Cecil Rhodes also entertained the idea of unifying white-settler communities in Eastern and Central Africa. From 1905 white settlers held meetings regularly in this regard.

The idea of union gathered momentum after Tanganyika came under British sphere after WWI. East African governors, colonial secretaries such as Churchill, Amery and Lyttleton as well as commissioners including Ormsby-Gore and Young were active participants.

Museveni’s New Year message omitted crucial information

President Museveni delivered his New Year message on December 31, 2011 from his Rwakitura country residence. Overall, it is uninspiring and defensive largely blaming everyone else but his government and himself as head of state and government and governing party for what went wrong in 2011. He even blamed torrential rains as if they alone are responsible for Uganda’s poor roads!

His message lacked vibrancy and confidence that characterized past messages when the going was relatively smooth and the international community presented Uganda as a success story.

Museveni focused on a glass half full, completely ignoring the empty half and the purpose of economic growth. He also avoided mentioning areas that would have caused him trouble such as the stolen 2011 presidential, parliamentary and local elections, the security situation in view of peaceful demonstrators and innocent people killed, wounded and detained during walk to work and other demonstrations, and the East African economic integration and political federation project which he has singled out as a top priority for his administration.

Regarding the latter, the Burundi East African community summit which was not attended by two heads of state raised troubling issues that led to a request for new guidelines to be issued, amounting to a return to the drawing board.
