All Ugandans will live happily ever after

The National Resistance Movement (NRM) engaged in a destructive guerrilla war (1981-85) with the overall objective of ending the long suffering of all Ugandans. This message runs through the articles compiled in “Mission to Freedom: Uganda Resistance News 1981 – 1985”. It is also the main theme in the ten-point program. Ending suffering by NRM would guarantee living happily ever after.

This goal was to be realized largely through forging national unity and good neighborly relations as well as ending corruption and sectarianism, promoting equitable and sustainable economic growth and social services using a mixed economy model.

The outcomes would have included stimulation of effective domestic demand for goods and services which in turn would have stimulated investment, employment and higher incomes and further stimulated effective demand (or raising individual purchasing power) so that everyone has the means to meet the basic needs and end the suffering that Ugandans have experienced for so long.

The goal and means of ending the long suffering of Ugandans contained in the ten point program was abandoned in 1987 and replaced with structural adjustment program (SAP) that focused on the invisible hand of the market forces, laissez faire capitalism and trickledown economics.

Ugandans need patience, honesty, optimism and constructive engagement

The massive rigging of 2011 elections has forced many Ugandans to conclude that NRM won’t be unseated through the ballot box. They have decided to put elections on hold until the playing field has been leveled after NRM is gone. To unseat NRM other means have to be applied. Consequently, Ugandans in the opposition are trying to find a common ground on the purpose and how to implement it.

Given Uganda’s history of divide and rule, north-south divide, master-servant relations, differences in religion, economic and political injustice, different cultures and personal ambitions, it is taking longer to establish a common platform and methods of engagement.

Thus we still have people in our midst who believe that without them in the lead nothing will get done. When they do not lead, they do what it takes to frustrate the efforts of others.

We still have in our midst some who believe that they were born to rule and others to labor for them. When those believed to be servants rise to leadership positions they are frustrated by those who think that God ordained them divine leaders, only answerable to Him.

Ugandans are not cursed by nature, we are impoverished by policies

Many Ugandans falsely believe that they were destined to fail, however hard they worked, because they were cursed at birth or even earlier – at conception. They have given up trying and resorted to destructive practices.

When I returned from exile in 1980, many families in my home village had given up hope. They had cleared all wetlands – began under Amin’s economic war – which provided thatch materials. Accordingly, they were living in houses with leaking roofs. They had also cut down all the trees to sell charcoal and had no firewood to cook beans that provide a rich source of vegetable protein.

One of the reasons my family decided to invest in Rukungiri – my home district – was largely to change this mood of despair by creating jobs. The employees soon realized that their being poor was not a curse after all but lack of opportunities and absence of a caring leadership. With their savings they started small scale projects and are doing pretty well.

Precolonial reports demonstrate that Ugandans enjoyed a comfortable livelihood except during temporary periods of famine and conflict. They produced according to their natural endowments and sold surplus in local and regional markets to obtain what they did not produce.

Why Ugandans are asking many questions

When students ask questions or make comments or readers/audience seek more information, it means that they are following the story under discussion but need more information before drawing conclusions.

As more Ugandans read my stories largely on Ugandans at Heart Forum and on www.kashambuzi.com, I am getting more questions or requests for more information. Sometimes I am asked to comment on articles written by others. And that is good news for Ugandans and our country because knowledge is power.

Questions I have received relate mostly to why Ugandans have remained poor in spite of abundant natural resources, generous donations from development partners, remittances from Ugandans in the diaspora and foreign exchange earnings from our diversified exports.

As you know, I have been a constant critic of NRM policies since 1987 not because I want to give the government a headache but because I am convinced that the government is driving Ugandans on a wrong bus in a wrong direction. With all the resources and revenue at our disposal, Uganda should have enough money to get everyone out of abject poverty and the associated ills. Instead human conditions are getting worse. When people eat one meal of maize or cassava a day or in two days or when households reduce eating meat from three times to once a week that is regression. And that is what is happening in many homes in Uganda. It has been reported that some mothers give their children warm water for dinner because there is no food! The poor are getting poorer and the rich richer.

To end impoverishment, Uganda needs a new leadership and economic agenda

Poverty – broadly defined – is a social problem that stifles the right to life, liberty and pursuit of happiness. Ugandans need to regain freedom from want, freedom from fear and freedom to live in dignity. Today, in 2011, except a few families, Ugandans are absolutely poor (in the sense that they cannot meet basic necessities of life). They are sick, getting insane and selling their children to make ends meet. They are undereducated, poorly fed, poorly sheltered, poorly clothed and unemployed.

Maternal mortality is rising and undernourished women are producing underweight children with permanent physical and mental disabilities thus undermining human capital formation. Maximum brain development is stifled because of poor diet during the first three years of life from conception. And Ugandans have the lowest life expectancy in the whole of East Africa, reflecting the lowest level of the standard of living.

Ugandans still use primitive implements such as hand hoes and machetes. They broadcast seed by hand, weed by hand, harvest by hand and grind the grain by hand as was done in medieval times.

Yoweri Museveni, time to go gracefully

When you entered Kampala with your guerrilla fighters in January 1986 you brought a message of hope. It was contained in the ten-point program. When you addressed the OAU Summit in Addis Ababa and the United Nations General Assembly in New York City you conveyed a similar message of hope for your country, your continent and indeed the whole world. You presented yourself as a unique leader with a new and purposeful political economy message and direction. Your leadership was about change and movement towards improving the standard of living of all Ugandans who had suffered for so long. Your leadership was to metamorphose Uganda into a new and better entity and then move on to the Pan-African stage and perhaps the global platform. There was hope you would end up in the same class as Mandela and Nyerere.

In Uganda religious leaders can make a difference

Our doctrine is that Ugandans will liberate themselves from Museveni’s military dictatorship and the NRM failed system via a wide range of instruments including mass media and collaboration with religious leaders. The international community is called upon to level the playing field as Ugandans embark on a journey to freedom through peaceful demonstrations which are an integral part of our human rights including the right to self-determination and crafting a governance system that accommodates specific interests. That the European Union and Commonwealth observer teams concluded that the February 18, 2011 presidential and parliamentary elections were ‘not free and fair’ is a commendable beginning.

From time immemorial religious leaders have played a vital role (and some of them paid a heavy price) in easing the suffering of people meted out by their leaders. For example, John Ball a follower of John Wycliffe contributed tremendously through speeches and writing (e.g. “All men by Nature Were Created Alike”) in support of English peasants that had suffered exploitation. The peasants revolted in 1381 resulted in the abolition of the poll tax imposed in 1380 which sparked the great revolt.

Ugandans must reclaim their freedom and dignity

Although born free and equal in dignity, Ugandans have lost both since colonial days. Independence did not restore our freedom and dignity. The pre-independence constitutional and election arrangements were skewed in favor of a few. Since 1966 Uganda has experienced political and economic crisis.

Economic and political troubles in neighboring countries particularly in Rwanda and Burundi resulted in economic and political refugees that have fundamentally affected Uganda’s demographic, economic and political landscape and further eroded the freedom and dignity of indigenous Ugandans. During Amin’s regime Uganda was ruled by foreigners causing extensive damage in human life, property, institutions and infrastructure because they did not care. When their time was up, they disappeared and left behind a depressing economic and political situation.

Ugandans are ready for popular uprising

The verdict is out – loud and clear. The February 2011 presidential, parliamentary and local elections were massively rigged – there were many imperfections including lack of level a playing field and using public funds for NRM campaigns. The results are illegitimate. Therefore, governments at the central and local levels formed out of these illegitimate elections are also illegitimate, unacceptable and rejected by the people of Uganda.

Western congratulatory messages that have come in so far should be interpreted with a grain of salt.

The people of Uganda have decided to bring the new governments down through peaceful demonstrations, making room for a coalition transitional government to prepare for free and fair elections at presidential, parliamentary and local levels.

The massive election rigging has driven the last nail in Museveni’s presidency. He is no longer the darling of the west. Corruption, sectarianism, failure of structural adjustment, plunder of Congolese resources, interference in neighbors’ political affairs and alleged genocide of Hutu people in DRC by Uganda troops have immensely diminished his credibility.

The west has been sending messages of discontent with Museveni’s regime which we need to take into account as we drive him and NRM out of power.

The will of the people must prevail in Uganda

As we prepare to elect our leaders on February 18, 2011, we wish to make it clear that the will of the people of Uganda must prevail this time. Since 1961 our will has been trampled by selfish leaders in collaboration with foreign interests. With education, travel experience and a better understanding of our inalienable human rights, Ugandans are more enlightened than they were in 1961.

We now understand the dangers of divisive politics along religious, geographical and ethnic lines. The days of Catholic and Protestant conflicts are over (Bairu of Akole should take notice). We are all Ugandans. The days of northern and southern conflicts are over. We are all Ugandans. Even within regions say southern region, Banyankole will not be pushed into conflict with Baganda. Those days are over. We are all Ugandans. The days of Nilotic and Bantu conflicts are over. We are all Ugandans.
