Storm clouds hang over Uganda as NRM marks 26 years of misrule

The NRM captured power undemocratically through the barrel of the gun in January 1986. To compensate for gaining power at gun point, NRM conveyed a message of hope. The acting NRM Chairman Yoweri Museveni (Chairman Yusufu Lule passed a year earlier) spelled this message in the ten point program. It was grounded in democracy; security; consolidation of national unity and elimination of all forms of sectarianism; defending and consolidating national independence; building an independent, integrated and self-contained national economy; restoration and improvement of social services and the rehabilitation of the war ravaged areas; elimination of corruption and misuse of power; redressing errors that have resulted into the dislocation of sections of the population and improvement of others; co-operation with other African countries in defending human and democratic rights of our brothers in other parts of Africa; and following an economic strategy of mixed economy.

Uganda needs a human rights approach to address poverty

In her article on “Using Human Rights to Reduce Poverty”, Louise Arbour stated that “Poverty is the greatest human rights scourge of our time. Human rights violations are both a cause and consequence of poverty. Human rights are increasingly accepted as part of the definition of what is to be poor, as well as offering pathways out of poverty” (Development Outreach October 2006).

Although Uganda is well endowed in human and natural resources and has received generous international financial and technical support especially since 1987, the poverty level has remained unacceptably high – over 50 percent. One of the arguments for failure to adequately address poverty is that Uganda’s development model has not paid enough attention to human rights issues provided for in various national and international instruments.

In Uganda as in many other countries, focus has since the 1980s largely been on economic growth and price stability hoping that human rights issues such as poverty, food, education, shelter, clothing and health care as well as decent employment would be realized through trickle down mechanism. Sadly, the mechanism has not worked.

Museveni’s cabinet will retain familiar, tired ministers

Although Uganda has been applauded for electing young men and women as parliamentarians, do not be surprised if Museveni retains old, tired ministers including those who contested and lost or who did not even try. He will also probably bring back former ministers who had been dismissed for corruption.

Museveni’s selection of ministers has been largely influenced by loyalty rather than competence so that he can make them do what he wants. In cases where he included educated people in his cabinet, he assigned them to ministries where they had no experience. For argument’s sake (for real examples do some home work) when you appoint a well trained and experienced medical doctor to be a minister of finance or a policeman to be a minister of education or health you make it difficult for them to discharge their duties with confidence. When you do not know what you are doing you are bound to keep your mouth shut to avoid making errors which could land you into trouble and lose your job. So keeping a job becomes more important than serving the people.

Politics and human rights in Uganda

Greetings fellow Ugandans and friends

1. Yesterday the world witnessed a momentous and historic occasion unfold before our eyes – a revolution occurred by unarmed, fearless and gallant people of Egypt. Egyptian men and women in uniform have set very high standards for others to emulate by extending a helping hand to demonstrators. And that is how it should be because the military’s job is to defend the people against internal and/or external aggression.

2. The demonstrations in Egypt and Tunisia were about winning back God-given human rights – including dignity, liberty and equality that have been trampled by political inequities and injustices. Human rights are inalienable. They are God-given and not privileges given and taken back by leaders. Therefore human rights cannot be taken away by anybody. Leaders in Tunisia and Egypt who trampled peoples’ human rights were resisted and defeated.

3. We warmly congratulate the demonstrators in both countries.

4. The wind of change that marked the start of Africa’s de-colonization process in the late 1950s and early 1960s is upon us once again. Southern Sudan is now liberated. Tunisia and Egypt have just gotten rid of dictators and many countries are agitating for change.

Silencing victims is double violation of human rights

People tell or write stories to record experiences and draw lessons for others to emulate or to avoid. History is being repeated in parts of Uganda and extended to the rest of the country in subtle ways difficult to understand. Some leaders in the NRM government took advantage of the victory euphoria and introduced laws like anti-sectarian to silence those who had grievances of a sectarian nature, violating their human rights twice (exploiting them and then denying them the right to speak). As Bahororo in the country with their epicenter in Ankole and Rukungiri consolidate their political, economic and military dominance in Uganda, it is important for Ugandans to understand what is in store for them. Those who disagree with the story, feel free to rebut but in a civil manner.

Bahororo are Nilotic people and Batutsi from Rwanda. Their defining characteristic is that they adopt local names and local languages but men do not marry from other tribes so they have remained Nilotic. They avoid marrying women from other tribes principally to keep secrets to themselves. They also fill sensitive and strategic public positions with Bahororo people. Because of their extensive network, they know where these Bahororo are outside of Ankole and Rukungiri and outside of Uganda. Because of careful camouflage, it is difficult to know who Bahororo people are. You have to construct the family tree.

Why did NRM lose the human touch?

I first came into contact with some leaders in the NRM government at Ntare School in the early 1960s. We reconnected in the late 1970s in Lusaka, Zambia. I participated in their informal conversations and was impressed by what they were planning to do particularly in the economic and social sectors. The agenda was people-centered. To them everything – security, politics and economics – was to serve the interests of Ugandans who are sovereign.

This message of hope was contained in the ten-point program published in 1985, shortly before the NRA captured power in January 1986. Uganda would be united and prosper with no one left behind. Religion would be a matter between the individual and his/her God. The government would ensure that classrooms, teachers and instructional materials were available in sufficient quantity and quality. Adequate hospitals and dispensaries would be built, properly staffed with trained staff, and equipped with medicines and supplies. Preventive programs in line with primary health care requirements would also be provided. Households would have adequate and balanced diets for a healthy, productive and active life. These pronouncements and more endeared the NRM government to the people of Uganda who were prepared to do what it takes to make the government succeed in its noble mission, including postponing elections. The president, ministers and senior civil servants travelled abroad to sell their program which was well received in the international conferences and summits.

Structural adjustment and violation of human rights

Because of the tremendous suffering during the two World Wars and the interwar economic and social hardship, world leaders decided – when they adopted the Charter of the United Nations in 1945, the Universal Declaration of Human Rights in 1948 and subsequent instruments including the binding Covenants on economic, social and cultural rights, and political and civil rights in 1966 – to introduce safeguards against violation of human rights like the right to work, earn a remunerative wage in a decent environment, access adequate and balanced food, healthcare, quality education for all and equitable sharing of the benefits of economic growth etc.

From 1945 to 1975, the world enjoyed a period of relative peace and security and the golden economic environment resulted in the overall improvement in peoples’ welfare. In Africa and other developing countries, the benefits of peace and economic growth manifested themselves in falling death rates and rapid population growth.

The role of Uganda’s under-five children in human capital formation

In his end of 2009 address, President Museveni included the important subject of human development. To achieve it he stressed universal primary and secondary education. He also underlined the critical role of a sound health system, adequate provision of safe water and proper sanitation facilities. However, he left out two important aspects – under-five children and food security. Without these two, no country can achieve satisfactory human capital development.

It is surprising that the president left out food security because it was an area that received his strong support at the beginning of his presidency. He lamented that food insecurity in Uganda had been caused by neglecting the production of nutritious food stuffs (finger-millet, sorghum, soya beans etc) in favor of cash crops (coffee, cotton, tea and tobacco) needed by consumers in foreign countries. He stressed, at home and abroad, the need to re-orient Uganda’s economy so that food production for domestic consumption is balanced with production for export markets.

It has long been recognized that human development begins with the health and especially the nutritional status of the mother at the time she conceives. A mother who is under-nourished will likely produce under-weight children with permanent disabilities including physical and mental retardation. Therefore human capital development should begin with adequate nutrition of the mother to produce a healthy and normal child.

Ugandans should speak up now to prevent human tragedy

There is convincing evidence that demonstration effects work unless preemptive measures are taken – and well in advance. The black people of South Africa were emboldened to confront the all powerful apartheid regime head on after neighbors had removed colonial oppression through armed struggle. The 1972 genocide in Burundi which was ignored by the international community including the Organization of African Unity emboldened those who committed genocide in neighboring Rwanda in 1994.

Because nothing has happened to those who instigated or committed massacres of 2007 in Kenya’s Rift Valley, Ugandans may be emboldened to do the same hoping they will get away with it if the 2011 elections are rigged.
