UDU Message to Uganda Mothers

On this Mothers’ Day, United Democratic Ugandans (UDU) congratulates and wishes you all the best. We appreciate the work you do often under difficult conditions at home and abroad. You are wonderful mothers and we thank you. Besides motherhood, you have played and – in many cases – championed work in Uganda’s economic, social, cultural, ecological, spiritual and increasingly political areas. The role of mothers in education, healthcare, nutrition and general hygiene through organizations like Mothers Union is particularly noteworthy. Your current struggle to protect human rights and fundamental freedoms has been noticed worldwide and highly appreciated.

From time immemorial mothers have made history and championed major changes of historic significance. Mothers including in France, Russia, United Kingdom and South Africa played vital roles at critical moments in history. One of the reasons for their struggle was to get empowered so that they can participate fully in decisions that affect their lives. The mothers of Uganda need to be empowered with support of the government, development partners and other organizations.

UDU’s National Recovery Plan (NPR) accessible at www.udugandans.org has accorded gender issues a very high priority. A Department of Gender was created in the UDU Secretariat to ensure that gender issues get all the attention they rightly deserve. The head of the Department is Ms. Dorothy Lubowa.

Mentioning ethnicity practiced openly has remained taboo

One of the reasons NRM was received warmly when it entered Kampala and immediately thereafter is because of its commitment to take ethnicity out of Uganda’s political and economic life. Previous regimes had been accused of practicing tribalism in political, economic and social spheres. To demonstrate that NRM was different in this regard, the first appointments to the cabinet and civil service were truly inclusive politically, ethnically, religiously and regionally. The anti-sectarian law was initially welcomed as NRM’s determination to stamp sectarianism out once and for all. Appointments, promotions, reassignments, scholarships etc would be awarded on individual merit.

As time passed, however, individual merit turned out to mean that individuals could be picked from one family or one tribe. A pattern developed and key and strategic positions began to go to one particular group whose members are scattered in all parts of the country. For example, look at key appointments in security forces, finance and foreign affairs. Look at who is getting scholarships. You cannot fail to see sectarianism at its highest level. What is painful is to see well qualified and experienced Ugandans from other tribes languishing in exile or marginalized at home.

Has achievement of sound economic fundamentals benefited Uganda?

Although I have written a lot about Uganda’s economy, I continue to get requests from readers to write more and elaborate on issues that remain unclear to some. In doing so there is a risk of repetition. As I have observed before, I am not writing for professional economists but the general public that wish to understand some economic concepts and how they impact on their quality of life. This brings me to the notion of economic growth. In any economy economic growth is necessary but it can have meaning only if it contributes to tackling poverty and improving the standard of living of the population. Thus, economic growth in Uganda or elsewhere is not an end in itself although NRM has treated it as such. As a minimum, growth must meet the basic needs of education, healthcare, food, clothing and housing. So are sound economic fundamentals.

Lack of justice has condemned Uganda to a state of fear and conflict

Ugandans are justifiably engaged in debates, conferences and diplomatic outreach activities in search of a permanent solution to the daunting political economy challenges. They are calling for unity and removal of NRM from power as the first step towards realizing justice for all.

Justice simply means fairness and equal opportunity for all. And justice goes with liberty, democracy, dignity and happiness. Uganda’s challenges at home and within the East African context originate principally from the absence of justice that has bred fear of domination and exploitation. Justice has not been served since different communities were pooled together in what became Uganda.

Policies adopted to conquer, administer and exploit Uganda’s resources introduced an unjust system. Individuals, groups or regions were rewarded or punished for various reasons; the indirect rule system created rulers and ruled. A system of economic growth centers and cheap labor reserves and discrimination in recruiting soldiers created regional imbalances. The desire to create tribal units for administrative convenience lumped people together in an unequal relationship.

Uganda has failed because of lack of tested leaders

Uganda has everything except good, dedicated, tested and patriotic leaders. When someone suddenly jumps out of a ‘corn field’ onto a political stage and then quickly becomes head of state chances are that that country will experience tremendous difficulties.

Look at Uganda since independence in 1962. Uganda People’s Congress (UPC) and Kabaka-Yekka (KY) political parties were formed virtually on the eve of independence, allowing no time to test the leaders. The UPC/KY alliance was a marriage of convenience – not of conviction to unite and lead Uganda to greatness. The alliance was hurriedly put together for the sole purpose of preventing Democratic Party (DP) from forming a government at independence. In this rush thorny issues like the head of state and ‘lost counties’ which could have prevented formation of a UPC/KY alliance were not resolved before independence. The rush gave us a complex constitution with serious repercussions. What happened after independence did not surprise those who followed the negotiations in London or who knew the ideological differences between UPC and KY leaders. We ended up with 1966 catastrophe, a pigeon-hole constitution and Amin in 1971.

Museveni has to be flexible to save Uganda

Museveni as Uganda leader has to recognize before it is too late that Uganda belongs to all of us. His notions that Uganda is his because he fought and won and that he cannot be thrown out of the house like a chicken should be dropped without further delay. He is not going to keep the opposition out in the cold forever because the laws of nature do not work that way. Museveni knows how it feels to be kept out of government by illegitimate means. He went to the bush to change all of that. But he has since 1996 done exactly what he opposed and caused him to fight a five year destructive guerrilla war on somebody else’s territory mostly in Buganda without commensurate compensation. He should not for a moment think he has monopoly to wage war against illegitimate governments. Others can do so and succeed as he did. But Uganda does not have to go that far again.

Why Museveni has run into difficulties the army won’t help him solve

There is consensus that Uganda is in real trouble – politically, economically, socially, morally and ecologically. These are challenges that Museveni and NRM set out to solve and they appeared to have confidence to do that. Instead Uganda has turned into a failed state on their watch and has disappeared from the global radar of success stories. Before recommending a solution, we need to understand why Museveni has not succeeded in managing the affairs of Uganda. Here are some of the reasons.

NRM has become a liability for its sponsors and supporters

The National Resistance Movement (NRM) came to power with domestic and external sponsors (those who fund and champion its cause) and gained supporters (those who are won over). The original sponsors and supporters of NRM inside Uganda had suffered political losses under Obote’s government – Catholics had lost elections twice to UPC and Buganda had lost the kingdom and ‘Lost counties’ referendum. Those who sponsored and supported NRM outside Uganda did not trust Obote despite his pledge to introduce capitalism under structural adjustment. They believed he was still a socialist and could not be trusted. The common characteristic is that those against Obote and UPC were in a hurry and could not wait for the next elections in 1985 or 1986 to defeat UPC that won the 1980 elections. They chose a military option for quicker results. Various guerrilla groups were formed, some of them merged into the NRM. NRM captured power in 1986 exactly five years when elections were due. So the results were not quicker but were clearly very destructive of lives, property and infrastructure and many deficits still remain unresolved.

What we have learned about Obote and Museveni leadership

It is now recognized that the quality of a leader and development perspective can make or break a nation. This matter came up in one of the discussions at the United Democratic Ugandans (UDU) conference in Boston in October 2011. Requests were made for a study of the background and leadership qualities of Obote and Museveni and draw lessons that might help in selecting future leaders.

Obote was born in Lango. Museveni’s birthplace has remained unclear, raising many questions. Obote and Museveni have a common ancestry of Nilotic and Luo-speaking people (sometimes referred to as River and Lake people) who entered what later became Uganda from Bahr -el-Ghazal in South Sudan, not from Ethiopia as originally suggested. Obote was a member of the Oyima group; Museveni is of the Batutsi/Bahororo group. Ipso facto, Obote and Museveni are distant cousins.

Museveni and Obote have played high politics in Uganda rising to the level of head of state and government and commander in-chief of Uganda’s armed forces.
