Ugandans with support of friends and well wishers should craft a strategy for defeating NRM that suits local conditions. We should not emulate Egyptians, Tunisians, Philippinos, Ethiopians and Iranians etc if circumstances in Uganda are different. However, we should draw lessons from their struggles. One lesson is very clear: they all overcame fear and sectarianism. Egyptian Muslims joined hands with Christians, for example. Similarly, Ugandans must overcome fear, selfishness and parochialism. We should be guided by modesty and truth, not lies and deception. We should put Uganda and the future of our children first so that they can live happier and fuller lives than we have because that is what development or modernization is supposed to be. We should use our comparative advantages because every Ugandan has something to offer in this post-2011 elections liberation struggle that has just begun. Furthermore, we should be pragmatic and not idealistic.

Argentina: the military and dirty war

By way of introduction

Uganda has everything to make it a developed country. The British focused on agriculture but in the 1950s realized that Uganda needed industries to create jobs and transform the economic structure. Uganda also needed law and order or an enabling environment including capable leadership for rapid economic growth, equitable and sustainable development.

Under the UPC government in the 1960s an effort was made to employ Ugandans in areas of their competence. Medical doctors focused on healthcare, teachers taught and bricklayers constructed houses etc and were rewarded commensurately.

The struggle for control of political power by civilian politicians within UPC invited the military into Uganda politics when the army commander Opolot joined the Ibingira group and deputy commander Amin joined the Obote group. The Amin/Obote group moved faster and defeated the Opolot/Ibingira group leading to the 1966/67 constitutional and political crisis. From 1967 to 1970 Obote was kept in power by the military.

Eventually the army realized that it held power and decided to run the country instead of supporting politicians. UPC and Obote were removed in a military coup and Amin and mercenaries from Sudan and DRC ran the country from 1971 to 1979 and Museveni after defeating Okello has run Uganda from 1986 to the present with military backing.

Let us not start war against NRM government

We know that when a government fails to take responsibility for the welfare of the people, it should be removed from power. In the last 26 years NRM government has failed to deliver basic services. Ugandans have tried to remove it from power through the ballot box without success. And it is not likely to happen in the foreseeable future without term limits and an independent electoral commission. Logically, some Ugandans are reasoning that since the ballot box has failed, we must resort to war. But some Ugandans have said no. This does not mean that those who do not want war are cowards. It means that they are pragmatic. Starting a war against a recognized government regardless of how it came into power will be condemned by the international community and come to the government’s rescue. In fact, NRM would welcome such attack to give it a golden opportunity to arrest real and imagined enemies of the state in the name of national security against terrorists and put them away for good. It would also help NRM divert development resources to war efforts and impoverish Ugandans further without being blamed. So Ugandans eager to fight need to understand fully the environment at home and abroad in which they are operating before definitive actions are taken.

Uganda: stop war mongering, negotiate genuine peace

When people are oppressed and depressed as Ugandans are there is a natural tendency to want to use any means including force to end their suffering and punish those (real or imaginary) that caused them pain. In moments like this they forget to gauge the strength of opponents or determine where they are weakest. They act on the spur of the moment, in a hurry or in anger and forget to organize and strategize properly under able leadership or even to estimate total costs on their side. Sometimes they misread what is happening around them as German peasants did during Martin Luther agitation against the church, hoping he would support their cause. They were wrong and paid a heavy price.

When people resist in solidarity, they can’t be defeated

The principal reason why Africa was colonized is because Africans were divided. Take the case of Uganda starting with religious wars. The Muslims had their group of supporters; the Catholics had their group and the Protestants theirs. And they fought one another. That conflict had an adverse impact that has not vanished. Bunyoro would not have been devastated as it was had Africans joined it or stayed neutral. And who captured Kabarega and Mwanga? That is how resistance to colonial rule was lost. And history is repeating itself because we have refused to learn lessons of colonial rule and cold war. We are seeing a repeat of keeping leaders in power that have become staunch supporters of western interests regardless of how they are treating their people. It is known that Uganda is a failed state under a military dictatorship disguised as democratic because of rigged elections. Yet, NRM leadership has continued to score high marks among donors and is still protected. In practice, this is not the kind of democracy and good governance we have been hearing. The opposition has no chance of winning democratically when the playing field is not level, leading to temptations to resort to war out of frustration. To avoid this from happening alternative scenarios should be accorded the attention they deserve. All Ugandans should have a stake in the affairs of their country.

How should we unseat the NRM regime?

On November 25, 2011, I wrote an article on the corrosive impact of corruption on Uganda’s economy and society. I observed that corruption and NRM are inextricably interlinked that you cannot eliminate one without eliminating the other.

I concluded that both must go, using peaceful means in the first instance and resorting to war only as a last resort in self-defense.

A few people have contacted me privately to express opposition to my approach insisting that fire must be fought with fire. This group believes that a militarized NRM must be faced by a militarized response in the first instance.

Because so far I have not been convinced to support war, I wish to elaborate on my arguments in favor of peaceful means in the first instance.

My simple argument is that we should use water (peaceful means) to extinguish fire because there is ample evidence that it works, witness Eastern Europe in 1989 against communist dictators. If that fails then we have every justification to resort to war to end the suffering of Ugandans. And our friends and well wishers will understand that and extend a helping hand as appropriate. Why do I insist on peaceful means?

“I will go back to war” – A Response

The Sunday Vision online dated August 7, 2010 published an article about remarks made by President Museveni at a rally in Kanungu district where there have been clashes within the National Resistance Movement (NRM) party along religious lines. Museveni is reported to have reminded the audience at the rally and all Ugandans and indeed the whole world through the media that sectarian tendencies (ethnic, tribal, religious) forced him to fight previous regimes. He added that he will go back to war to fight people sowing seeds of disunity. He then advised religious leaders “to preach to followers how to get to heaven and told politicians to educate people on how to fight poverty without necessarily involving religion”.

With due respect, I disagree with President Museveni on the need to go back to war and on the comparative advantage he spelt out between religious leaders and politicians.

When Museveni became president in 1986 after the bushwar he preached in broad daylight, loud and clear that he would end sectarianism in Uganda once and for all. Everybody – Ugandans and others – applauded because sectarianism had done great harm to Uganda since colonial days when chiefs were favored over commoners and Protestant followers over followers of other faiths. To overcome this problem, Museveni reasoned, and subsequently announced that merit would be the only criterion for nominations, appointments, assignments, promotions in public domain and awarding of scholarships. Who could disagree with this innovative and appropriate leadership approach?

Land may cause a civil war in Uganda

Following publication (New Vision July 8, 2010) of a statement delivered by national coordinator of security services, General David Tinyefuza when he made a courtesy call to the district administration on his way from Masindi Artillery headquarters, there have been consultations because this is a very strong and scary statement. But before we come to the substance of this article Ugandans need to understand two things.

The first observation is that this was not a courtesy call. This was a threat. According to the World Book Dictionary courtesy means polite behavior, thoughtfulness for others. Therefore a courtesy call means a short, formal visit paid by one government official or dignitary to another as an act of courtesy or etiquette. Etiquette means the customary or formal rules for behavior in polite society. The message conveyed by General David Tinyefuza, on his courtesy call did not reflect courtesy or politeness at all.
