Uganda must end the culture of war

The history of Uganda has been defined by war than peace. Accordingly, Uganda has no culture of resolving disputes by peaceful means. Ugandans will fight over virtually everything, cattle and land included. The skeletons of war are everywhere and are piling up. The people of Rukungiri, my home district, still remember the devastating Kagogo war. Wars between Buganda and Bunyoro are too well known to be repeated here. Religions that had been invited to protect Uganda ended up fighting each other and tearing some parts part. Colonialism could not be established in all parts of Uganda except through the barrel of the gun which left Bunyoro devastated to this day. Kings and chiefs were overthrown, exiled or jailed.

Why has NRM ignored unemployment in Uganda?

With all the resources in Uganda and donor money and the work that needs to be done, there is no reason why Uganda should suffer the current unacceptable high level of open and disguised (underemployment) unemployment. Instead, youth open unemployment stands at over 80 percent that has triggered mass poverty also at over 80 percent. In a true democratic country, Museveni would have been impeached. But he is still around governing with an iron fist threatening to crush those who oppose his vision of ‘under-developing” Uganda into a Fourth World country and impoverishing over 80 percent of Uganda citizens. NRM dismal performance is a function of two factors.

First, Museveni knows exactly what to do to get Ugandans to work and end unemployment. But he can’t do it because that would empower and encourage Ugandans to oppose his long stay in power. So to keep them powerless and voiceless, he has chosen to marginalize them through unemployment and disguised unemployment. Without paying attention to lessons of history and how unemployed mobs can easily turn revolutionary as in France in 1789 and Russia in 1917, Museveni believes poor people can be sat on forever. If the trend continues recent by-elections are sending a signal that Museveni’s time may be up for voluntary exit or he could face a revolution of French or Russian style led by poor, hungry and unemployed mobs – and we have plenty of them in Kampala and elsewhere. Don’t rule out the possibility of disgruntled security forces joining the mobs. There are rumors that cracks are opening up in some sections of the forces.

Is Uganda likely to have a charismatic leader soon?

The nature of my career as an international civil servant prevented me from direct engagement in Uganda politics. Instead, I devoted much spare time studying it inter alia why Uganda has failed to produce a charismatic champion like Jomo Kenyatta, Julius Nyerere or Kwame Nkrumah etc. When time was ripe, I began writing about Uganda politics and economics. Before I opened up, I discussed Uganda politics in the form of asking questions or seeking clarification on certain issues to avoid giving personal opinions. Those I engaged in this type of discussion can now understand why I adopted that strategy. In these discussions I found there was too much resistance to build national consciousness or patriotism. In an attempt to fill the gap, I co-founded Uganda Unity Group (UUG) in Lusaka, Zambia drawing members from all parts of Uganda but could not attend the Moshi conference in 1979 because of the constraints of my career. Thus I escaped accusations of direct engagement in Uganda politics although I had practiced politics largely indirectly for a long time going as far back as before independence when I co-founded UPC Youth Wing at Butobere School and interacted with Secretary General John Kakonge (RIP) when he visited Kabale.

Uganda in the next 50 years

As we finalize preparations for Uganda’s 50th birthday anniversary as an independent nation, we need to take stock of what we have achieved as a nation and where we have fallen short in order to pave a clear, equitable and sustainable path for the next 50 years.

Most Ugandans today were born after 1970 – a period dominated by political instability, economic and social hardship – and don’t have the benefit of comparing the civilian regime of Obote I and the military regimes of Amin and Museveni. What has been written about UPC and Obote I of the 1960s found mostly in NRM documents picked and emphasized deficit areas and ignored the achievements. To a certain extent Obote, subsequent leaders and supporters are to blame for not writing their stories to provide a basis for comparison. We hope that between now and October 9, UPC leadership will arrange to fill the gap.

Who is ruling Uganda since 1986?

This question keeps coming up in our discussions. So let me try to answer it hoping that this time everyone will be satisfied. As noted earlier, Uganda has entered the age of asking questions and demanding answers. Uganda has also entered the phase when citizens are determined to exercise their natural rights and freedoms in political, civil, economic, social and cultural areas. In this we have received support of development partners that have warned the NRM government to refrain from violating rights and freedoms of Ugandans. The age of taking things for granted and maintaining rulers and ruled status quo is coming to an end. Adjustments on the part of authorities used to handing down instructions and using force to ensure compliance are needed. Let it be known to those still in doubt: Uganda is moving forward and the message is clear for all to read. Those attempting to stop or turn back the clock are only inviting trouble. When the French and Russian mobs led by women demanded government relief from food and fuel shortages, the respective governments ignored their calls and summoned police to disperse them. By the time they realized that the situation was serious it was too late. The rest we all know. Museveni and his team should not underestimate the power of unemployed, hungry and angry masses.

Uganda needs a leader with a vision and courage of Kabaka Mutesa II

The late Kabaka Mutesa II of Buganda stood firm against the proposed reforms by the late Governor Andrew Cohen. The Kabaka felt that they were not in the best interest of his people and his kingdom. He also rejected the idea of an East African federation because it was not in the best interest of the people of Uganda and his country. He was forced into exile for maintaining his stand. His vision and courage won the hearts and minds of all Ugandans who dropped their differences, joined with Baganda and demanded the return of the Kabaka. The Governor who was a sensible man read the reading on the wall and returned the Kabaka to his kingdom. Perhaps with the Kabaka’s advice, Baganda in Obote’s cabinet persuaded the government not to join the East African federation in 1963, inter alia, because the exercise was rushed. The idea was shelved until very recently.

Endless investigations and torture of democracy advocates in Uganda

The United Democratic Ugandans (UDU), an umbrella organization of political parties and organizations at home and abroad opposed to the NRM government, expresses its deep concern about endless investigations and torture of democracy advocates in Uganda. There are Ugandans that have been languishing in detention or on bail under extremely difficult conditions because the government is still conducting investigations. There ought to be sufficient information before a person is arrested and if additional information is needed it should be gathered within a reasonable time. And if there is insufficient evidence the person should be set free. In Uganda it appears that a person is arrested first and lengthy investigations follow. This approach creates a lot of social, financial and psychological hardship and torture on individual members concerned and their families, relatives, friends, well wishers and places of work.

Uganda has entered an enlightenment phase in which an increasing number of citizens are demanding full expression of their human rights and fundamental freedoms. The government needs to adjust to this new environment of protest and refrain from arresting people demanding correction of democracy and good governance deficits. If Ugandans are arrested in the name of maintaining law and order or national security then they should appear in court as soon as possible.

We are losing Uganda to the East African Community

Let me begin with three points of clarification. First, there are some people who are wondering how one person can write as prolifically as I am doing without assistance. I want to assure everyone that I have never received one dollar in assistance; I have never hired a consultant or even a secretary to type my manuscripts. I have done all the research, all the writing and all the typing by myself and paid all expenses from my own resources. I have not been influenced by anybody or any ideology but my own conscience. It is a commitment to my country that has driven me to do what you have read. If unsure you are free to investigate.

Second, I became an author and co-host of an English program on Radio Munansi for various reasons. One of them is that many decision makers in Uganda used to tell me and still do that more often than not they take decisions they would avoid if they had enough information. Some of them urged me to share my thoughts with a larger public. I focused on the Great Lakes region because it has had a far greater impact on Uganda than any other African region, and it could even have more in the days ahead. Notwithstanding human imperfections, I have tried to be as factual as possible, at times examining both sides of the issue before drawing conclusions and offering recommendations.

UDU appeals for calm in Uganda’s current political atmosphere

The politics of Uganda is at a cross-roads. If we take a wrong turn we shall be in trouble for a very long time and everybody will lose something. We therefore need cool minds to resolve our political differences. We, Ugandans need to remember that our nation has experienced war than peace; politics of exclusiveness than inclusiveness; zero-sum games and winner-take-all than compromise and agreement on win-win arrangements. Democracy in the form of elections since 1961 has not produced the desired results. Governance has lacked transparency, accountability and full participation of all Ugandans. We also need to realize that when a country has been dominated for a long time by one party and one leader, the transition is often very difficult. Because of these unfavorable circumstances and quality of leadership, Ugandans have failed to enjoy the endowments in our land and take advantage of our strategic geographic location in the Great Lakes region. Consequently the majority of Ugandans are trapped in absolute poverty and its offshoots of hunger, unemployment, disease and illiteracy. For these reasons, Uganda’s political economy needs to be overhauled.

Religion has pivotal role in Uganda’s development

If the NRM government had done what it promised in its ten-point program, we would not be discussing the role of religion in Uganda’s development and politics. But since 1987 when it launched structural adjustment, the government left economic growth and distribution of benefits to market forces and trickle down mechanism and concentrated on building and consolidating security forces and engaging in regional and international ventures. By 2009 the government realized that the economy and society did not do well under structural adjustment and abandoned the model. Economies in success story countries like South Korea and Singapore grew at an average rate of ten percent for decades with state participation. And economic benefits were shared equitably. In Uganda, economic growth has fallen far short of ten percent. And the benefits have disproportionately gone to the few families that were already rich and are boasting in public, leaving the bulk of Ugandans trapped in absolute poverty, unemployment, sickness, functional illiteracy and hunger. Desperate Ugandans are flocking to their churches in search of relief. Therefore religious leaders have an obligation to act including calling on the government to take appropriate action. NRM government, instead of listening and collaborating with religious institutions to find a lasting solution, has begun accusing them of engaging in anti-government subversive activities thereby dragging them into confrontational politics.
