Uganda’s democracy won’t be won at gun point

The year 2011 will go down as a defining moment in Uganda’s political economy history. Those who have followed political debates since before independence in 1962 will agree that this year has been exceptional in this regard. The services provided particularly by radio munansi and Ugandans at Heart Forum that have facilitated exchange of information and debate are highly commendable. They facilitated the birth of United Democratic Ugandans (UDU) – an umbrella organization that has brought together parties and organizations opposed to the NRM system to coordinate their activities and speak with one voice.

Uganda has entered the age of Enlightenment based on the concept of reason, not swallowing orders from the military dictator lock, stock and barrel. The debates on oil and Mabira forest are some examples of this Age of Enlightenment. And there is no turning back.

The people of Uganda are thus demanding to start from a clean slate. They want to develop their future path and occupy the driver’s seat with external helping hand as appropriate. The preparation of the National Recovery Plan (NRP) by Ugandans is a concrete example of what we mean.

Unity underscored at the London conference

Preliminary reports coming out of London indicate that the Uganda conference on November 12, 2011 was well attended and interactive. That NRM attended the conference is commendable. It appears though that the agenda was tilted towards political aspects related to the NRM regime perhaps as a result of participants’ profiles. Understanding where we are in Uganda is a historical and multi-sector process that needs to take into account political, economic, social and regional aspects that have contributed to the present impasse. Political conflict is by and large a reflection of economic and social inequities that undermine liberty, justice and dignity.

We hope that this is the first meeting in a series of others to follow. A report of the meeting with a clear message on outcomes and follow-up actions made available to the public will be helpful.

Those who deny that Uganda is not at a crossroads need to reexamine the basis for drawing that conclusion. Uganda is in real trouble politically, economically, socially, morally and environmentally. The long-term intentions of current leaders need to be understood clearly as a pre-requisite for finding solutions.

Oliver Cromwell and his son Richard – lessons for Uganda

Queen Elizabeth I of England who worked well with parliament was succeeded by James I who had been king of Scotland. He insisted he was king by divine right and rejected the English tradition of parliamentary government. He believed kings ruled by the will of God and were responsible only to God.

As expected, opposition to the king grew in parliament in response to James’ extreme demands especially in financial matters.

James I was succeeded by his son Charles I who was even more inflexible. Charles wanted to levy taxes without parliament’s approval which was rejected. To assert itself, parliament passed the Petition of Right, insisting that the king was subject to the law of the land and could not raise taxes without parliament’s approval, impose forced loans on the English people, etc.

The relations between the king and parliament deteriorated to the extent that a civil war occurred. During the war the king was joined by some parliamentarians and other royalists known as Cavaliers. Those parliamentarians and others who opposed the king – the Roundheads – were led by Oliver Cromwell. The king was defeated, tried and executed.

Uganda needs a new development path for security and prosperity

Ugandans need to take stock of what has gone wrong in the economic area since NRM came to power in 1986 and to decide what development path they need to take since the Washington Consensus (WC) which the NRM government adopted lock, stock and barrel in 1987 has failed to deliver as expected and was abandoned in 2009. No credible alternative model has been developed by NRM regime.

To craft an appropriate alternative to WC we need to understand its major characteristics. Washington Consensus replaced Uganda’s mixed economy model with laissez-faire capitalism and the invisible hand of market forces that served as the engine of economic growth. The role of the state in the economy was reduced significantly.

Trade and financial liberalization, privatization of public enterprises, export diversification, macroeconomic stability and balanced budgets formed the new development paradigm. The equitable distribution of economic growth benefits was to be effected through a trickle down mechanism. The state was primarily concerned with maintenance of law and order, enforcement of contracts and protection of property rights. Uganda pursued economic activities in which it has the so-called comparative advantage namely production and export of agricultural raw materials. By 2009 it was concluded that the model had not worked as expected as shown below:

IMF representative speaks on Uganda economy and EA integration

While addressing NRM members of parliament at Kyankwanzi National Leadership Institute, Dr. Thomas Richardson, senior IMF representative to Uganda observed that Uganda has one of the fastest growing economies in the world. Uganda’s future economic growth was recently lowered to about 5 percent because of the difficulties being experienced in the country.

Five percent growth rate falls far short of the 8-9 percent growth rates required as minimum to meet Millennium Development Goals (MDGs) by 2015. Countries like South Korea that transformed their economies and graduated to developed country status grew at 9 percent for many decades. Dr. Richardson observed correctly that agriculture has played a small part in Uganda’s economic growth. Given that some 90 percent of Ugandans earn their livelihood in agriculture, the sector should receive top priority attention.

The government with external support has focused on services and industry which are located mostly in the Kampala area and are capital-intensive, creating virtually no jobs. It’s no wonder that some 70 percent of Uganda’s GDP is generated in the Kampala area.

When we talk about industry we need to specify whether we are talking about manufacturing industries or industries in general like tourism industry. Uganda needs manufacturing industries to contribute to structural transformation and transition to a middle income nation.

When a new road develops potholes in some sections after a period of intensive traffic use, a complete new surface may not be necessary if the potholes can be repaired in good time. However, as wear and tear takes its toll, large sections of the road become unsafe necessitating a new surface altogether on the entire section of the road. This resurfacing gives the road a new beginning that facilitates smooth, fast and yet safe driving.

Uganda received a new political surface in 1986 with the arrival of NRM system and its government because the political potholes were too many to fill up. The new political landscape permitted Ugandans in some sections of the country to engage in rapid economic growth and poverty reduction reaching a peak in the mid-1990s when the economic growth rate hit ten percent per annum.

Then the political landscape began to develop potholes beginning with signs of sectarianism, corruption and rigging of the 1996 presidential and parliamentary elections. Attempts were made to fill up these political potholes by dismissing and censuring some ministers. Others lost reelection contests. Commissions of inquiry were instituted and institutions were established to restore political order.

Uganda needs a human rights approach to address poverty

In her article on “Using Human Rights to Reduce Poverty”, Louise Arbour stated that “Poverty is the greatest human rights scourge of our time. Human rights violations are both a cause and consequence of poverty. Human rights are increasingly accepted as part of the definition of what is to be poor, as well as offering pathways out of poverty” (Development Outreach October 2006).

Although Uganda is well endowed in human and natural resources and has received generous international financial and technical support especially since 1987, the poverty level has remained unacceptably high – over 50 percent. One of the arguments for failure to adequately address poverty is that Uganda’s development model has not paid enough attention to human rights issues provided for in various national and international instruments.

In Uganda as in many other countries, focus has since the 1980s largely been on economic growth and price stability hoping that human rights issues such as poverty, food, education, shelter, clothing and health care as well as decent employment would be realized through trickle down mechanism. Sadly, the mechanism has not worked.

Uganda has failed because of lack of tested leaders

Uganda has everything except good, dedicated, tested and patriotic leaders. When someone suddenly jumps out of a ‘corn field’ onto a political stage and then quickly becomes head of state chances are that that country will experience tremendous difficulties.

Look at Uganda since independence in 1962. Uganda People’s Congress (UPC) and Kabaka-Yekka (KY) political parties were formed virtually on the eve of independence, allowing no time to test the leaders. The UPC/KY alliance was a marriage of convenience – not of conviction to unite and lead Uganda to greatness. The alliance was hurriedly put together for the sole purpose of preventing Democratic Party (DP) from forming a government at independence. In this rush thorny issues like the head of state and ‘lost counties’ which could have prevented formation of a UPC/KY alliance were not resolved before independence. The rush gave us a complex constitution with serious repercussions. What happened after independence did not surprise those who followed the negotiations in London or who knew the ideological differences between UPC and KY leaders. We ended up with 1966 catastrophe, a pigeon-hole constitution and Amin in 1971.

Uganda’s problems are relatively easy to fix

Studies of improving well-being in urban and rural areas have underscored the importance of ethics, morality and spirituality. Some commentators have observed that sustainable moral rules which are nearly universal as rules of the game date from hunter-gatherers experience. These rules have been undermined by demands of modernity including the profit motive. The destruction of ecosystems has raised the moral issue and how we can reclaim those moral rules for the benefit of present and future generations.

Deforestation has been used as an example of the need to return to moral rules. When we cut a tree, the wood is used for many purposes including charcoal, housing construction etc. But the price we get from cutting down the tree is small compared to the value of the tree in respect of the environment. In the name of becoming rich we are felling large swathes of trees, leaving the ground bare and subject to soil erosion by rain water and wind. “We know that once nature shows its skeleton, the earth is gone, and it will take centuries to renew the forest…
