Uganda’s post-independence political challenges

Greetings fellow Ugandans at home and abroad, friends and well wishers and welcome to the program. We look forward to your active participation in this interactive session.

We have been requested to spend some time discussing Uganda’s political challenges since independence. There is hunger for knowledge as Ugandans get more engaged than ever before in affairs affecting their lives.

We study history to understand what happened in the past and what lessons we have learned and how we have applied them to make life better by discarding bad practices and building on good ones. There are those who think we should move on and not look backward because we may discover things that should not be disclosed to the public. However, many Ugandans are demanding to know the history of their country as far back as possible. For this program we shall examine the circumstances surrounding the birth of Uganda as an independent state and how those circumstances have shaped the last 50 years of independent Uganda.

Uganda’s birth as an independent nation took place in a very difficult environment and many important issues were rushed through or delayed as negotiators had to meet a deadline of October 9, 1962. In this session we shall consider the period immediately before independence and up to 1970. In the next session we shall discuss political developments from 1971 to the present.

Immigrants and refugees in Uganda’s political economy

Greetings: Fellow Ugandans at home and abroad, friends and well wishers. Welcome to the program. We look forward to your active participation.

In our discussion on population growth in Uganda, we observed that in preparing the 2010 State of population vital information on people entering and leaving Uganda was scarce and therefore not analyzed in terms of migrant and refugee contribution to Uganda’s population growth and impact on land, business, jobs, social services and environmental degradation etc. Migrants and refugees have been part of Uganda’s political economy since the early 1920s and the early 1960s respectively.

Let us begin with migration.

A combination of push factors in neighboring countries especially in Rwanda and Burundi and pull factors in Uganda led to huge labor migration into Uganda.

We are writing these stories not because we are driven by radicalism or assertiveness as some people have suggested but because we want to save a bad situation from getting worse. For those who care to know two worrying developments are taking place in Uganda – land grabbing by foreigners and inferior education for indigenous population. These developments are reminiscent of the recently ended apartheid system in South Africa where the indigenous black population lost most of the land to the minority white population and got inferior education. It took almost one hundred years of struggle, abandoning education, loss of lives and long term prison sentences from 1912 to end this unjust system but the effects are still being felt. Let us examine the land issue as it relates to Uganda.

When we were growing up in poor families in southwest Uganda we were told again and again that our future was in education and not in tilling the land, a profession left for those who failed at school. To drive the point home we were punished at home and at school for whatever wrongdoing by doing agriculture work in school or family gardens. So Ugandans developed a dislike for agriculture and by extension land ownership. Educated people distanced themselves from rural areas and most would not even think of investing a small portion of their income in agriculture or rural development. Village life was something to be avoided.

I know that change is coming to Uganda. But what kind of change: peaceful or bloody change; change from below or from above? Although some readers have distorted my message for whatever reason, I have consistently pleaded orally and in writing for peaceful change – to the discomfort of those who want war – so that every Ugandan lives in peace, security, equality, prosperity and happiness. I have encouraged mixing at all levels – political, economic, social and cultural – to minimize conflicts. But to make appropriate changes we need to know what is happening in our society first. It is reporting the findings of what is happening that has caused discomfort in some quarters. And from these quarters we are getting name calling, intimidation and distorted messages. But the impartial analyst has to report research findings. And that is what we have been doing in the great lakes region. Hopefully we shall all end up on the same page.

Highlights of the population debate

1. The population debate has been with us for a very long time dating as far back as classical Greece and Rome. It has evolved overtime and now includes population explosion and implosion as well as women’s reproductive health and rights.

2. At the global level population dynamics is a function of changes in births and deaths. However, at the national level (e.g. Uganda) total population is a function of births – deaths + in-migrants – out-migrants.

3. The world population change has gone through three phases: the first phase occurred in the Neolithic Revolution caused by shifts from nomadic hunter/gatherer communities to crop production and animal domestication making more food available to feed more mouths in settled communities and reduced deaths; the second phase from the Industrial Revolution that started around 1750. Improved transport systems and cold storage facilities connected food surplus to deficit regions and public health including general hygiene, safe drinking water and sanitation that lowered mortality; the third phase began in the late 1950s and is characterized by medical and technological advances that too lowered death rate. Thus, all these phases from the first through the third have one thing in common: they saved lives and increased life expectancy. Thus, during these three phases the increase in population was not because couples were having more babies. It is because people were living longer due to a reduction in mortality.

Dispossessing Rukungiri’s voiceless peasants is very disturbing

Some of us who grew up in conditions of extreme poverty, injustice (lack of fairness and equity), powerlessness and therefore political voicelessness were driven to study hard so that upon graduation we could help to dismantle the instruments of oppression, exploitation, marginalization, authoritarianism and dictatorship, and human rights abuses.

Our resolve was strengthened by provisions in the United Nations charter (1945) and the Universal Declaration of Human Rights (1948). The United Nations Charter states in part that “We the peoples of the United Nations [are] determined to reaffirm faith in fundamental human rights, in the dignity and worth of the human person, in the equal rights of men and women … and to promote social progress and better standards of life in larger freedom”.

Article I of the Universal Declaration of Human Rights states that “All human beings are born free and equal in dignity and rights. They are endowed with reason and conscience and should act towards one another in a spirit of brotherhood”.
