In Uganda religious leaders can make a difference

Our doctrine is that Ugandans will liberate themselves from Museveni’s military dictatorship and the NRM failed system via a wide range of instruments including mass media and collaboration with religious leaders. The international community is called upon to level the playing field as Ugandans embark on a journey to freedom through peaceful demonstrations which are an integral part of our human rights including the right to self-determination and crafting a governance system that accommodates specific interests. That the European Union and Commonwealth observer teams concluded that the February 18, 2011 presidential and parliamentary elections were ‘not free and fair’ is a commendable beginning.

From time immemorial religious leaders have played a vital role (and some of them paid a heavy price) in easing the suffering of people meted out by their leaders. For example, John Ball a follower of John Wycliffe contributed tremendously through speeches and writing (e.g. “All men by Nature Were Created Alike”) in support of English peasants that had suffered exploitation. The peasants revolted in 1381 resulted in the abolition of the poll tax imposed in 1380 which sparked the great revolt.

As Secretary-General of United Democratic Ugandans (UDU) I have received comments about the work we are doing which is appreciated. The National Recovery Plan (NRP) has received high marks as a comprehensive, well thought-out and balanced document with clear action-oriented recommendations. But some Ugandans wonder whether or not this isn’t going to be another document that will be discarded like the ten-point program or benefit a few people. The NPR unlike the ten point program (TPP) will not be discarded. Instead, it will survive and serve everyone for the following reasons.

First, the ten point program though ideally excellent was written out of context of what was happening in the early 1980s. It did not fit into the global neo-liberal development model of structural adjustment that began in the early 1980s. To get international assistance which NRM needed very badly governments had to meet the requirements of structural adjustment program (SAP) which conflicted with those of TPP, causing the TPP to be discarded. The NRP has been written within the context of the new development model of public and private partnership that replaced the neoliberal model in 2009.

Applauding security forces that protect demonstrators rights and freedoms

Uganda’s men and women in uniform have been reminded that, like their counterparts in other countries, their responsibility is to defend the nation against external invasion and to prevent abuse of citizens’ rights and freedoms by their governments. Demonstrations take place to draw to the attention of authorities that something is wrong and needs fixing. Demonstrations are not about overthrowing governments. Governments get overthrown when they refuse to pay attention to the needs of all the people. For example, in Ethiopia the early 1970s were marked by economic hard times and famine which the government ignored and covered up. People were unemployed and hungry. In 1974 they demonstrated not because they wanted to overthrow the regime. They wanted relief. The government did not respond appropriately. Instead demonstrators were attacked by police. Ultimately, security forces including the military which had remained neutral realized that the government had no intention of helping its citizens. The military joined in and presented its demands which too were not addressed, leading to a bloodless coup in 1974. From time immemorial, security forces have protected citizens when attacked by external and internal forces as the case studies below demonstrate with regard to internal forces.

Why Uganda’s economic growth hasn’t ended poverty

During the guerrilla war and immediately after capturing power in 1986 Yoweri Museveni wrote and spoke regularly and passionately about his determination to end the long suffering of all the people of Uganda. He condemned previous governments for indulging in luxuries while Ugandans languished in poverty, hunger, illiteracy and suffered all sorts of health problems including jiggers. He promised that every Ugandan would wear shoes, go to school, eat balanced meals and get treated when sick. At international conferences, summits, press conferences and interviews Museveni articulated unambiguously his administration’s policies of ending neo-colonialism and pre-industrial culture; of industrializing the economy within fifteen years and protecting industries against unfair competition and of state intervention in Uganda’s economy “because, in reality, there is no such thing as a free market. There is always intervention at some stage”(Africa Forum Volume 1. No.2, 1991). The overall outcome of these policies was to lift Ugandans out of their miserable living conditions. He emphasized that the policy of his administration was not to reduce but eradicate poverty. His ideas were indeed revolutionary and he received long applause. Reporters followed him wherever he went and Museveni enjoyed it. I was there in Addis Ababa and New York where he spoke and I witnessed it all.

What Uganda needs to do to achieve political stability

Uganda is at a crossroads saddled with many challenges that are tearing the country apart and could lead to civil war. Those in power are blaming the opposition for causing trouble. Those in the opposition argue that government excesses are the root cause. There are two ways of sorting out the problem: fight until one group defeats the other or compromise and every Ugandan has a share in the fruits of independence. The history of England may give us a hint on the way forward.

During the middle ages, European monarchy and nobility engaged in a bitter struggle for power that resulted in absolute monarchy in France and constitutional government in England. In France the monarchy ruined the nobility through war. In England the king and the nobility agreed to share political power. They settled their disputes through compromise rather than head for total victory. King John for a time maintained his authority by using cruel methods with support of mercenaries. However, this method would not survive a serious crisis that erupted in 1214 as a result of financial crisis due to war. Because of the king’s despotism, the barons refused to help him out. In January 1215, taking advantage of his vulnerability, the barons presented the king with a series of demands for reform and end of despotism. With no support from his subjects the king signed the document in June 1215. The petition was written in Latin under the name of Magna Carta. The petition was translated into English and issued as the Great Charter. What were the landmarks in the Charter that could be emulated?

Uganda belongs to all Ugandans

The discussions taking place at home and abroad about the future of Uganda are encouraging. When people with diametrically opposed views begin to engage, that is a good sign. The meeting organized by FDC in London late last year (2011) that invited all political parties and groups is commendable and should be emulated. As we progress along this worthy path, we need to remind ourselves about the difference between principles and strategies. By and large principles remain the same; strategies change in response to prevailing circumstances. Let us begin with outstanding principles?

First, we must remember at all times that all Ugandans are born free and equal in dignity and rights. Nobody is born more equal and with more rights and freedoms than others. For example, all Ugandans have a right to adequate and balanced diet, equal and quality education and remunerative employment, decent clothing and shelter and pursuit of happiness. Every adult has a right to elect freely his/her representatives and to recall them before the next elections should that become necessary.

Second, Uganda belongs to all Ugandans. Ugandans must therefore share equitably what the country produces. A political party that wins elections must govern for all Ugandans. Apart from specific political positions, all other positions in government must be filled on the basis of competence. The winner-take(s)-all practice must be abandoned.

The rule of the jungle in Uganda is coming to an end

We are writing these stories, incredible or controversial as they may be, for the sole purpose of finding a lasting solution to Uganda’s daunting challenges so that all Ugandans have peace and stability in which to create wealth and enjoy happiness. This requires a comprehensive understanding of the history of Uganda and philosophy of our leaders. Those who reason that going into history is unnecessary or counterproductive and we should therefore forget about it and move on forget that the past impacts the present in significant ways. There are also those who argue that we should not focus on one leader but the institution. They too forget that history is full of examples of one man rule who decides what to do and how to do it and the rest just toe the line or get sidelined or fired or worse if they don’t. Therefore understanding Uganda’s problems begs a comprehensive analysis of its history and the philosophy of its leaders. Failure to understand Amin as a man of split personality with a brutal past and medical problem resulted in some 300,000 loss of lives in the 1970s.

Time has come for Uganda youth to protest and open the door for reforms

The path to democracy, liberty, justice and dignity through the ballot box has not produced the desired results in Uganda and will not unless major reforms are undertaken. In developed societies institutions and laws permit citizens to elect representatives and hold them accountable. When they do not perform they are either recalled or voted out at the next elections. In Uganda these institutions and laws have been virtually destroyed. The NRM government has returned Uganda to the law of the jungle where strong animals do what they want with weak ones with impunity. Currently, in Uganda the weak are losing land to the strong, the weak are denied quality education and healthcare which are provided to the strong, the weak are going to bed every night on empty stomachs while the strong are busy exporting Uganda food and the weak are unemployed while the strong are importing workers through a liberal immigration policy etc.

Leadership change and rapid socioeconomic development in Vietnam

On November 18, 2011 I published an article titled “It is leadership that counts” in the development process. I contrasted performance of two dictators: General Park of South Korea and General Museveni of Uganda.

General Park developed the economy and society pulling them out of poverty to prosperity and laying the foundation for sustained development.

By contrast, General Museveni has sunk his country and society into deeper poverty even when Uganda was relatively better endowed in 1986 when Museveni came to power than South Korea when Park came to power in 1961.

Based on this presentation I have concluded that Uganda will continue to sink into poverty unless Museveni and NRM leadership is removed and the sooner the better.

Those who are currently benefitting from NRM do not seem to realize that these are temporary gains – especially by those paid in intelligence services at home and abroad to hunt down their compatriots – which they will lose if they fail to allow leadership changes that may save them or their children in the days ahead.
