Museveni’s image has been irreparably tarnished

Julius Nyerere of Tanzania and Nelson Mandela of South Africa left power when their images as great leaders had reached a watershed. Yoweri Museveni could have joined their ranks as a great leader not only in Africa but also the world had he stepped down at the right time. Regrettably, Museveni missed that opportunity at a great cost.

After capturing power through force, Museveni quickly established himself as the ‘dean’ of the new breed of African leaders determined to break with the past by ending sectarianism and poverty, launching democracy and the rule of law and strictly observing human rights. At home, the launching of the ten-point program which had been drafted after extensive consultations and compromise marked him as a listener and pragmatic leader. The formation of a government of national unity which embraced representatives from all political parties, all religions and all regions and took into consideration the special needs of women and disabled persons erased any lingering doubt about his sincerity to forge a new Uganda. On their part Ugandans were prepared to sacrifice even more to make him succeed.

Uganda’s diverse society needs diverse leadership

When Ugandans meet formally or informally, the political economy, future and diversity of Uganda come up. What has been recognized is that Uganda’s diversity is an asset and a strength that should be utilized properly to bring about equitable distribution of the benefits of that diversity. Many times, as discussions progress, my mind races back to what Kaunda former president of Zambia said about diversity in his country. He observed on several occasions that although merit is important in appointments and promotions, he had to use it carefully to meet the needs of Zambia’s diverse population. He stressed that in trying to strike regional balance, he picked the best trained and experienced from each region so that he maintained professionalism and regional balance.

In Uganda the concept of merit has been applied differently under the NRM government since 1986 with unanticipated adverse outcomes. There are cases where merit considerations applied by the appointing authorities have resulted in top or strategic positions going to people from the same family, same ethnic group or same region. The western region is believed to have benefited more than any other in Uganda. However upon closer scrutiny you find that within the western region some families or ethnic groups have benefited more than others. Further analysis has demonstrated that merit was not even strictly applied causing discomfort in various quarters.

Impose political conditionality on Uganda and lose a reliable partner

Western powers who created Museveni and depend on him for advancing their economic and political interests in Africa do not know how to handle him and Museveni knows it. The economic and political quagmire unfolding in Uganda has become an embarrassment to donors who praised Uganda sky high in the international media and international conferences as an economic and political success story in a continent mired in poverty, hunger, illiteracy, disease, conflicts, refugees and IDPs. Increasing diseases of poverty, the harassment of political opponents including whipping them in public and accumulation of political, economic and military power by Museven’s family and those close to him have betrayed donors’ quick conclusions about Uganda’s success stories and Museveni’s unparalleled quality of leadership in Uganda and beyond. Because donors needed Museveni they overlooked Uganda’s failures including adherence to IMF recommendations such as the maintenance of a balanced budget. IMF cut off assistance to Obote II regime for failure to adhere to the maintenance of a balanced budget.

Burundi – the political contours of a troubled nation

Introduction

The Republic of Burundi, independent since 1962, has suffered serious inter-ethnic tensions between Hutu and Tutsi peoples since they met in the Great Lakes Region around the 16th century. Yet very little is known about Burundi. Consequently it does not get the attention and assistance it deserves.

Until the PALIPEHUTU-FNL rebel group laid down its arms and joined the government of national unity in 2008, Burundi and her people went through phases marked by Tutsi domination (who constitute 15 percent of the total population) and exploitation of Hutu (who constitute 85 percent of the population), political assassinations, military coups, genocides (1972 and 1993), economic sanctions, civil wars, negotiations, elections and forming a national government and finally in 2008 ending of all hostilities.

Since 2000, the people of Burundi are trying to forgive the past and forge new relationships among all peoples for a peaceful, prosperous and stable country. They held successful elections in 2005 and formed a government of national unity. They are now in the process of another round of elections later this year. The situation is still fragile and Burundi and her people need all the support they can get. Before we offer help and especially how much, it is essential that we have an idea about the political history of this country and the magnitude of the challenges.

Examining the evils of ethnic politics

All of us are familiar with ethnic groups, ethnicity, tribal groups and tribalism. Before tracing their application and impact in a political economy context, let us define ethnicity which is more commonly used than tribalism.

Ethnicity relates to a situation associated with a cultural, linguistic, racial, ancestral and religious groups or a combination of them within societies. Ethnicity has its roots in migrations, wars and other disturbances that trigger major population movements resulting in interaction with other groups in unequal relationships.

Because of this background, ethnicity is characterized by cultural prejudices, social discrimination and exclusiveness of its members. Generally, ethnicity finds expression in political domination, economic exploitation and psychological expression. The intensity, nature and forms of ethnic expressions are determined by the strength and cohesion of the ethnic leadership, courage, determination and nature of the underprivileged classes and the degree of foreign influence in a particular society.

In a multicultural setting where ethnicity is practiced social harmony becomes difficult to realize. It often results in violent conflicts for example in Burundi, Rwanda, Bosnia and Kosovo. Also ethnicity can lead to endemic political instability such as in Uganda, Spain, Sudan, Nigeria, Belgium, etc or even a breakup of countries such as the Soviet Union, Czechoslovakia and Yugoslavia.

Bahororo-led NRM government has failed Uganda

When individuals, parties or nations assume leadership responsibilities, they should expect and accept scrutiny provided it is objective and constructive.

The rise to power of Bahororo people from obscurity to national and international prominence has raised questions about who Bahororo are and how they emerged. Until they came to power in 1986, Bahororo were unknown because they registered or introduced themselves as Bahima. So who are Bahororo?

Bahororo are Batutsi people from Rwanda who founded the short-lived Mpororo kingdom (from about 1650 to about 1750 or earlier) which stretched from parts of present day northern Rwanda to parts of present day southwest Uganda.
