Uganda health minister should resign

Reports that a pregnant woman lost her life at Mulago teaching and referral hospital while giving birth to a new life because she didn’t bribe health officials isn’t only a national disgrace but also a crime against humanity. This is a second report that a pregnant woman lost her life this time in the eastern province under similar circumstances. This is a scandal of immense proportions that should be corrected immediately.

In the year 2000 world leaders met in New York City and adopted a Millennium Declaration including Millennium Development Goals (MDGs). It was agreed, inter alia, to reduce by three-quarters between 1990 and 2015 maternal mortality ratio and reduce by two-thirds between 1990 and 2015, under-five mortality rate. It was also resolved that the implementation of MDGs should be reviewed every five years: in 2005 and 2010. Uganda was unable to produce a report in time for the 2010 UN General Assembly review.

How a Catholic Archbishop saved the Philippines

Ferdinand Marcos came to power in 1965 and refused to leave despite failed policies that brought about economic inequities and political instability. A combination of population growth, absolute poverty and land shortage created massive discontent and contributed to the formation of a communist insurgency. Concerned about economic and social injustice, the Catholic Church got involved.

Then on August 21, 1983 former senator Benigno Aquino and strong opponent of Marcos was assassinated at Manila International Airport when he returned home from exile. This assassination served to mobilize massively against Marcos. The Church played a pivotal role through pastoral letters and a Manila-based Radio Veritas station owned by Catholic Bishops Conference.

In panic, Marcos abruptly announced a snap election to throw opposition candidates into disarray and win. The Archbishop of Manila Cardinal Jaime Sin and his colleagues issued strongly worded pastoral letters that left no doubt that they were on the side of the people. The snap presidential election of February 7, 1986 was massively rigged by Marcos supporters. On February 15, the Philippine parliament announced that Marcos had won. The announcement was followed by massive campaign of civil disobedience to force Marcos out of power.

Anomaly in the creation of Rukungiri Municipality

Dear Sirs
This morning I sent you a message protesting the manner in which a resolution was passed by Rukungiri district council without consulting the people that have been affected.
A few minutes ago, I have just read in New Vision (Uganda) of Monday May 17, 2010 that new municipalities had been approved by Parliament. I noticed one anomaly.
While the proposed municipalities were presented to Parliament by the Minister of State for Local Government, in the case of Rukungiri the presentation was made by the MP Major General Jim Muhwezi apparently without following the normal procedure.

I have also noted that the shadow Minister of Local Government “cautioned that municipalities should not be carelessly dished out”.
If the overall goal of municipality is to divide up land and sell it as plots to the highest bidder so that the municipality raises resources, that will be a regrettable approach that will impoverish people.
It would be appreciated if an explanation would be given and what a municipality means in terms of land ownership. Many of the people in Rukungiri that have been incorporated into the municipality depend on land for their livelihood and most of them are functionally illiterate and will not be able find work outside of agriculture.
