How Museveni sold Uganda to UK in exchange for protection

During the interim period between the fall of Amin in 1979 and the 1980 elections which he lost, Museveni realized that he was unpopular at the national level and in his home area. He concluded that his ambition of becoming president would be achieved through the barrel of the gun and close collaboration with and guidance by foreign powers especially Britain.

Museveni planned and executed the guerrilla war with British support. Much financing was provided by Tiny Rowland, chairman of Ronrho, publicity was directed by William Pike of BBC while political backing was led by Linda Chalker. One commentator observed that “Museveni is not acting on his own. His links to the British royal family run through two interlinked personages: Lady Lynda Chalker, Minister of Overseas Development and a favorite of Lady Margaret Thatcher, and Tiny Rowland, chairman of Lonrho, who reportedly introduced Chalker to the higher echelons of London society. The on-the-ground British case officer for Museveni is reportedly one William Pike (Mike) Pike, editor of New Vision, a daily financed by Rowland. Pike is believed to report directly to Chalker.

Who are Bahororo – Revisited ?

I have received many requests to elaborate on what I have written or posted on my blog www.kashambuzi.com about Bahororo. While many people have some ideas about Bahima and Batutsi, they are not sure who Bahororo are, how they are related to Bahima and Batutsi and how and when they entered Uganda. This brief will try to provide a clarification. But first let me summarize the relationship between Bahororo on the one hand and Bahima, Batutsi and Banyamulenge on the other hand.

1. It is now established that Bahororo, Bahima and Batutsi have a common Nilotic and Luo-speaking ancestry. The Nilotic Luo-speaking people entered Uganda from Bahr el Ghazel in southern Sudan with long horn cattle. It is not clear what caused them to move. However, conflict with Dinka people (whom they resemble) over grazing land and water has been mentioned as a contributing factor. They crossed the Nile in phases into the grasslands further south. In Bunyoro, Toro and Buganda the Nilotic cattle herders mixed extensively with Bantu speaking people and formed new communities based on mixed farming of cattle herding, crop cultivation and some manufacturing largely of iron products. They adopted Bantu language.

How Museveni got into power and why he is not leaving soon

Museveni has remarked that as a guerrilla fighter he is not going to be chased out of state house like a chicken thief. He has warned that you cannot kill an animal and leave someone else to enjoy the meat. Since Uganda has just found oil, Museveni expects Ugandans and the rest of the world to understand why he just cannot walk away and leave someone else to enjoy the benefits. He will come up with something else in 2016 elections to stay in power!

In order to govern indefinitely Museveni forced an amendment in the 1995 Uganda Constitution that removed presidential term limits. He can therefore contest presidential elections as many times as he wants. Western powers have acquiesced. In other situations they would have put pressure including withdrawal of foreign aid. What facilitated Museveni’s ascent to and stay in power?

How will Uganda get out of the poverty trap?

The 2010 UNDP’s Human Development report has recorded that between 2000 and 2008 51.5 percent of Ugandans lived below $1.25 a day with an index ranking of 143 out of 169. This high level of poverty and associated ills is unacceptable. So, what should be done to get Uganda out of this poverty trap?

First and foremost, Uganda leaders and senior civil servants must genuinely admit that the development model pursued in since 1987 did not work as expected for inter alia the following reasons.

1. The average economic growth rate did not reach 7 or 8 percent essential as minimum for achieving the Millennium Development Goals (MDGs) by 2015.

2. Excess capacity inherited in 1986 contributed more than economic reforms to economic growth and that that excess capacity is almost exhausted, calling for other sources of growth.

3. Trickle down mechanism failed to distribute the benefits of economic growth equitably resulting in skewed income distribution in favor of rich few families and spreading and deepening poverty.

4. Excessive obsession with macroeconomic stability especially inflation control to 5 percent and balanced budgets constrained investment and job growth because of very high interest rates and starved agriculture and social and infrastructural sectors of essential funding.

How Uganda got into the socio-ecological mess and why it will continue

To solve a problem, one needs to fully understand its causes first. The current challenges in Uganda represent many years of wrong policies and priorities starting in 1971. For instance, Amin’s wrong policy of ‘economic war’ which called on Ugandans to use every piece of land to boost production led to serious environmental degradation, warmer local climates and spread of disease vectors like mosquitoes that spread malaria in areas that had previously been too cold for mosquito survival. When economic and social conditions continued to deteriorate, Amin government identified population ‘explosion’ as the number one problem to be addressed through birth control. The problems got worse and forced Amin to invade a neighboring country to divert attention from the mushrooming domestic anger.

When NRM government switched to structural adjustment from the ten-point program it made a wrong policy choice by sub-contracting Uganda’s economy to the private sector in an unregulated environment. Because private sector is concerned with profit maximization, it engages in activities, labor practices and selection of locations that minimize costs. The government made other mistakes of focusing on economic growth and per capita income leaving equitable aspects to the imperfections of a trickle down mechanism of market forces, encouraging export diversification into foodstuffs without first determining domestic requirements, dismissing or marginalizing experienced Ugandans to create room for NRM cadres most of whom did not have experience in negotiating agreements and contracts and monitoring program implementation. So how did adverse social and ecological outcomes come about?

How Uganda became a land of thieves

The NRM government which is led by a religious president with a religious first lady must be embarrassed for presiding over a country whose citizens have largely become perpetual thieves. Everywhere you turn you read or hear stories about theft – of money and property and increasingly of children. People are no longer ashamed to be caught or accused of stealing. It has become normal to steal. There are those who steal because they are too poor to make ends meet and those who are already rich but steal to become filthy rich.

When we were growing up in the 1950s and early 1960s all religious faiths preached against stealing. If you found money, handkerchief, etc, etc, you took it to the nearest Protestant or Catholic priest so the item could be returned to the owner. On Sundays there would be announcements of the lost and found items. Those who found them would be praised. As a result, employees, housemaids, gardeners etc would not steal from their employers. Those who still managed to steal would be denounced in public and punished. This served as warning to potential thieves. At school, thieves would be called names and teased by fellow students until they left the school. Some thieves would confess and be forgiven.  Priests, church wardens and teachers never stole church money or school fees. They served as role models. These early exposures prepared many people from stealing in their adult life. Unfortunately, when economic hard times set in caused by political instability and economic decline, and corruption, stealing crept in and started to gather speed. 

How Uganda can escape from least developed status

As Uganda transitions from structural adjustment (SAPs) to national planning development based on public-private partnership, a fresh non-ideological assessment of Uganda’s economy, society and ecology needs to be undertaken in a transparent and participatory manner. Ugandans of all backgrounds need to be fully engaged because they have a lot to offer. They need to be heard, not lectured to. Ugandans have a wealth of undocumented information and experience. They have witnessed many economic, social, cultural and ecological changes in their communities. For these reasons they have developed definitions which differ in some cases from the classic cases.

The definition of poverty, for example, goes beyond the classic income poverty. To the income and material poverty they have added absence of social support systems that represent a feeling of isolation and exclusion, helplessness, insecurity and deprivation of basic human rights together with a feeling of voicelessness to influence conditions around them. Therefore pro-poor policies, strategies and programs need to go beyond standard definition based on income alone.

Conversations with farmers on the challenges they face have emphasized drought and increasingly floods, food losses and low purchasing power. These concerns are confirmed in official reports.

The politics of birth control

Politics is the science and art of getting power and how to use it to stay in power. Thus, politics is essentially about conflict or struggle among groups or social categories which allow those who get power to hold on to it and benefit from it. In these circumstances, politics by and large serves to maintain the privileges usually of a minority against the majority. The minority group uses power to disarm opponents (M. Duverger, 1966).

The minority knows that numbers matter. It tries various ways to weaken the numerically superior group. Strategies include dividing the majority group, reducing numbers through conflict, forcing some to migrate out of the territory or marginalizing the group so much that it becomes politically powerless. In the extreme case, the minority tries to reduce the number of the majority group by launching targeted birth control programs.

At the global level birth control was launched after the Second World War because population in the Third World was growing faster than in the developed countries. By early 1970s the global population had ‘exploded’ from 2.5 billion to 3.7 billion over two decades. This growth took place mostly in developing countries. Developed countries expressed fear that if the population explosion is not controlled it would lead to mass starvation and societal catastrophe. Third world governments rejected that view, stressing that economic and social development would take care of population growth (Critical Trends. United Nations 1997).

Immigrants and population growth in Buganda

Uganda’s ‘explosive’ population growth has become the single most important development challenge to date. It has been reported in major newspapers in Uganda and at international conferences. Seminars have been conducted on the subject and more are planned. The population topic has attracted people from many disciplines, many of them with insufficient knowledge, experience or data to handle the subject professionally.

The causes of Uganda’s problems – poverty, unemployment, environmental degradation, crime, violence, food insecurity, urban congestion and slums, poor quality education and health care, lack of adequate savings and investments etc – are being blamed largely on Uganda’s high fertility rate. Development partners and experts are increasingly concerned about the future of Uganda if the fertility rate is not checked. One reporter in Observer magazine (Uganda) of August 8, 2010 suggested that “Uganda must start aggressively [using force] promoting and funding family planning services” reminiscent of what happened in India and China. Some readers have supported the suggestion without indicating how it should be done and on what groups.

How Bahororo captured and have sustained power in Uganda

Many Ugandans and non-Ugandans alike still wrongly believe that Museveni and his Bahororo people led a guerrilla war starting in 1981 because of the so-called rigged elections of December 1980. The truth of the matter is that Bahororo have harbored the idea of dominating Uganda politics in order to restore Mpororo kingdom which was absorbed into the Ankole kingdom – hence the complications surrounding the restoration of Ankole kingdom.

Museveni and his very close advisers are Bahororo. Bahororo are Batutsi from Rwanda whose ancestors were Nilotic Luo-speaking people who moved into the great lakes region from Bahr el Ghazal of southern Sudan some 600 years ago. Under the leadership of Kahaya Rutindangyezi the Batutsi from Rwanda founded Mpororo kingdom in mid-17th century. The kingdom covered northern Rwanda and parts of southwest Ankole (Ntungamo district). The kingdom disintegrated within 100 years due to internal family feuds. Although they lost the kingdom (and many Bahororo returned to Rwanda while others moved to other parts of Uganda), Bahororo never lost the idea of restoring the kingdom, perhaps on a larger scale – hence the idea of creating the East African Federation or Tutsi Empire.
