Ugandans have a right to know who their representatives are

To understand why majority Ugandans are getting poorer, jobless, hungrier, sicker, landless and are about to lose national sovereignty as borders are eliminated as suggested recently by the president of Rwanda when he met with a high powered Uganda delegation in Rwanda, one needs to know the origin of the core group of NRM and its motives to enable Ugandans to take informed decisions. To tell this story requires boldness because the risks are very high. But the story has to be told for Ugandans to read, discuss and decide on the way forward.

The original group led by Museveni formed some sort of association at Ntare School in the early 1960s, soon after independence in 1962. This group was motivated by the desire to regain domination of politics in the Great Lakes region. The independence of Congo (home of Banyamulenge or Batutsi from Rwanda), Burundi, Rwanda and Uganda introduced fundamental changes in the minority pastoralist and majority agriculturalist relations. The minority pastoralists who had dominated the agriculturalists for centuries were defeated during pre-independence elections based on majority rule. The association was formed to map out a road map to return Batutsi to power in Rwanda and regain domination in Ankole politics initially and Uganda and East Africa subsequently. The group launched an attack on UPC for rigging Ankole elections in order to gain the support of Catholic Bairu DP supporters. It also attacked UPC for lack of interest in the East African Community (EAC) project. Protestant pastoralists deserted UPC which they could no longer dominate and joined DP which they dominated. You need to remember that politics in Ankole is dominated more by religion than ethnicity. Museveni planted a seed among DP supporters in Ankole which would help him to mobilize Catholics throughout Uganda during the 1981-85 guerrilla war.

Western economic and political models have failed in Uganda

The collapse and abandonment of structural adjustment in 2009 and the disastrous February 18, 2011 presidential and parliamentary elections have demonstrated beyond a shadow of doubt that the two western models have no place in Uganda’s political economy. How did it all begin?

In 1981 the revenue starved government of Obote was forced to sign a structural adjustment agreement with the IMF in order to open the door for other donors to enter and support Uganda’s development efforts. The agreement had stiff conditionality including a balanced budget and low inflation. A combination of drought and guerrilla war necessitated deficit financing slightly above the ceiling agreed with the IMF. The latter would not budge and withdrew support at such a critical moment. IMF action meant that the door was shut to other donors because agreement with IMF is a prerequisite for foreign aid. Therefore, other donors had to leave or reduce support to humanitarian activities. Under the pretext of excessive human rights violations, the World Bank pulled out as well.

Lack of resources to meet the needs of the public and armed forces and other aggravating factors led to a split in the armed forces and a discontented population. Consequently, Obote’s government was overthrown in July 1985 by a section of the national army.

Museveni NRM 27th Anniversary Address

Museveni’s address was not directed at Ugandans but donors who have withdrawn support largely because of rampant corruption and mismanagement of public funds. He was I think also addressing the United Nations on one Millennium Development Goal – Achieve universal primary education. He focused on the glass half full, leaving out the empty half.

He was telling donors that his administration met the requirements or conditionality of stabilization and structural adjustment program (SAP).

1. That is why he talked about growth of the economy or GNI and per capita income;

2. That is why he talked about inflation control to single digits;

3. That is why he talked about export growth and diversification;

4. That is why he talked about accumulating international reserves;

5. That is why he talked about his determination to stamp out rampant corruption as part of good governance practice.

These were the conditions together with market forces, austerity and trickle down that were imposed by donors including IMF and World Bank which Uganda adhered to rigidly with serious social and environmental costs that he left out in his address. In other words, Museveni was saying that he did religiously what the donors wanted him to do except stamping out corruption which he has begun addressing and calling on the resumption of aid and technical assistance.

Greetings: fellow Ugandans at home and abroad, friends and well wishers. Welcome to the program. We look forward to your active participation because this is an interactive program.

During the last two weeks, we discussed Uganda’s population growth and birth control, migration and refugees and their impact on population growth and on politics, economy and social services as well as the environment, leading to conflicts with indigenous people.

Today we want to continue this debate within the context of the East African economic integration and political federation by examining the history, challenges and opportunities.

I have written extensively on this subject and the articles are posted at www.kashambuzi.com for easy reference. I will therefore make a brief presentation to guide the debate. Please call in and give us your views or correct me should you disagree with my presentation.

Ugandans have not had a chance to discuss this very important subject. What they have been told are the assumed benefits of larger population in terms of creating a bigger market for Uganda goods and services and a common passport that would facilitate mobility within the community.

NRM plans to limit the right to have children in Uganda

By popular demand I have been asked to address the issue of NRM plan to limit population growth by legislation violating the right of Ugandans to have the number of children they need.

The subject was discussed on London-based Ngoma Radio on January 13 but it wasn’t exhaustive.

As a demographer, I have written and spoken a lot about population issues including birth control which is also referred to as family planning or reproductive health. Whichever word you use ultimately family size will decline.

Having children is a human right and coercive methods should not be used to limit it. Instead, information and facilities should be provided to enable couples decide on their own.

Until the story broke, NRM’s position was that Uganda still has plenty of arable land, meaning that more people could be accommodated. The president called on Ugandans to produce as many children as they needed and he would educate them for free. Based on this assurance, some leaders went ahead and expanded maternity wards or built new ones to cater for an increase in the number of pregnant women. Men were urged to do their job. If the law passes they can’t do it freely anymore as their leaders had suggested.

Together we shall succeed

I am glad to be back on Radio Munansi to continue the discussion of issues in Uganda’s political economy under the theme “Together we shall succeed”.

I mentioned political economy to signify that political decisions determine economic direction and economic forces affect politics. Thus, politics and economics are inter-linked.

I also chose the theme “Together we shall succeed” because I honestly believe that by working together we have a better chance of unseating NRM whose record of failure is there for all to see. I have been thrilled to see that the idea of working together has been received warmly by fellow Ugandans on face book among others.

Since the beginning of 2011, I have been active in Uganda politics. I have told you who I am, where I was born and grew up, where I was educated and what I have done in my career. I presented my profile in three parts which are posted at www.kashambuzi.com for easy reference.

I have been a leader since grade three

That there wasn’t a public outcry over the mysterious death of a twenty four year old Member of Parliament and death of a pregnant woman at Mulago Hospital signifies a serious leadership deficit. The public is asking where opposition leaders are. This concern was expressed on Ngoma Radio program that ran on January 13, 2013 from 4 to 6 o’clock, London time. There is therefore a search for leadership to lay a foundation for a better Uganda for all citizens. But what constitutes a good leader?

It is recognized that a good leader should at least have discipline and trust; lead by example and ability to bring and keep people together to solve common problems and take care of the interests of all members of society.

Out of concern for the decadence that has engulfed Uganda, I have humbly offered my services to serve because I believe I have something to offer to solve the challenges we face as a nation. I have experience accumulated over many decades. And experience counts a great deal. Let me illustrate.

Those who break promises lose trust and get punished

In behavioral economics trust is an important concept. People feel good when dealing with people they trust and are trusted. “This feeling is related to the positive stimuli they get from trusting engagements. … People also tend to get high on punishing others, but they most enjoy punishing those who have betrayed them. They enjoy punishing individuals who have breached their trust or behaved unfairly. … This type of punishment [which is referred to] as reciprocal punishment, is payback for perceived behavior” (Morris Altman 2012).

In Uganda Museveni and his NRM government has broken many promises entered into with the people of Uganda during and after the guerrilla war of 1981-85. In 1985, a year before NRM captured power in 1986 Museveni published a ten point program that included introduction of democracy through free and fair elections and good governance; observance of human rights and fundamental freedoms; ending corruption and sectarianism; restoration of people’s sovereignty and ending suffering in Uganda through providing infrastructure and social institutions and services. Museveni further promised restoration of what was lost when Obote abolished the independence constitution including kingdoms, federalism and properties such as land. Asians were promised restoration of their properties. Because it is believed that DP was robbed of victory in the 1980 elections, promise or impression was made that upon ousting UPC and Obote II from power, DP would form the next government with a Catholic president. Not least, Museveni promised law and order, peace and individual security broadly defined including food and job security etc and good neighborly relations.

People in the Lakes region want peace through democracy

People in the Great Lakes region want peace through free and fair multi-party elections and government of majority rule that promotes liberty and justice for all but have been governed by military leaders from minority groups who can’t win in free and fair elections. When asked, people from different ethnic groups will tell you they have no difficulties living together. It is their political leaders that create divisions along ethnic lines to mobilize support.

After assassination of the president of Burundi in 1993 Hutus attacked Tutsis. One Tutsi who had escaped unharmed was interviewed and he said “The people who killed my family were Hutu from Frodebu (Hutu Party]. … We used to have no problems with them. But when they had the news from Radio Kigali, they said Tutsi must be massacred. We peasants don’t know why the putschists killed Ndadaye. But we are paying for what they did. They provoked the revenge of the Hutu on the Tutsi”(Africa Report Jan/Feb. 1994). I have travelled in the Lakes region and talked to many people and they all want peace. They don’t care who governs provided it is done properly through free and fair elections and the elected government takes good care of all citizens equitably.
