Low inflation alone won’t develop Uganda’s economy

In 1987, NRM government launched a stabilization and structural adjustment program (SAP). The first three years under the stabilization component were devoted largely to cleaning up the house through reducing inflation from triple to single digits, achieving a realistic exchange rate and balanced budget and promoting exports. This was a period of belt-tightening which reduced budget allocations to social sectors of health and education as well as agriculture. After these goals had been reached within a short period, the government was expected to relax belt-tightening and begin the process of development and economic transformation and distribution of growth benefits including increased government revenue to increase funding for social sectors and agriculture. Inflation control as well as monetary and fiscal policies would be relaxed as well. But they have remained a priority area since then, limiting economic growth and job creation prospects.

In the budget speech on June 14, 2012 the minister of finance stated that “Tackling inflation remains government’s overriding macroeconomic objective in order to protect macroeconomic stability”. Therefore a tight monetary and fiscal policy will remain in place as well. This policy poses problems for economic growth and job creation. In the financial year 2011/12 characterized by tight fiscal and monetary policy, economic growth of 3.2 percent was the lowest since NRM came to power and for the first time less that the population growth of 3.5 percent. Although inflation was reduced significantly, economic growth slowed tremendously and poverty rose to the tune of 81 percent.

UDU appeals for calm in Uganda’s current political atmosphere

The politics of Uganda is at a cross-roads. If we take a wrong turn we shall be in trouble for a very long time and everybody will lose something. We therefore need cool minds to resolve our political differences. We, Ugandans need to remember that our nation has experienced war than peace; politics of exclusiveness than inclusiveness; zero-sum games and winner-take-all than compromise and agreement on win-win arrangements. Democracy in the form of elections since 1961 has not produced the desired results. Governance has lacked transparency, accountability and full participation of all Ugandans. We also need to realize that when a country has been dominated for a long time by one party and one leader, the transition is often very difficult. Because of these unfavorable circumstances and quality of leadership, Ugandans have failed to enjoy the endowments in our land and take advantage of our strategic geographic location in the Great Lakes region. Consequently the majority of Ugandans are trapped in absolute poverty and its offshoots of hunger, unemployment, disease and illiteracy. For these reasons, Uganda’s political economy needs to be overhauled.

The causes and outcomes of the French Revolution

The article has been written upon request to provide an easy-to-read account of what caused the French Revolution and its consequences focusing on those areas of relevance to today’s Uganda. Because of this narrow scope, the coverage will be selective. The revolution was a manifestation of what had been going on for many years dating back to the death of Louis XIV in 1715. He left the country saddled with financial difficulties because of expensive wars and extravagant lifestyle at his royal court. Louis XV and Louis XVI made the situation worse, undermining and ultimately causing the Old Regime to be abolished during the French Revolution of 1789-99. The enlightenment thinkers’ ideas and American Revolution influenced and enhanced the course of events.

In Europe the 18th century was characterized in large part by radical intellectual thinkers known as philosophers who challenged the way people thought about government and society dominated by tyranny, injustice, superstition and intolerance. They wanted a world based on reason, tolerance and equality and in which people knew their rights and freedoms. They railed against moral decadence and inequality. They pointed out that man had been born free but was in chains everywhere. The philosophers examined the shortcomings of royal absolutism and called for limited monarchy, separation of powers between the executive, the legislature and the judiciary as well as representative government. They underscored that if the contract between the people and the government had been breached the people had the right to remove that government from power. These ideas contributed to the American Revolution which, in turn, had a direct influence on the French Revolution.

Russian women got tired and rebelled

I know that change is coming to Uganda. But what kind of change: peaceful or bloody change; change from below or from above? Although some readers have distorted my message for whatever reason, I have consistently pleaded orally and in writing for peaceful change – to the discomfort of those who want war – so that every Ugandan lives in peace, security, equality, prosperity and happiness. I have encouraged mixing at all levels – political, economic, social and cultural – to minimize conflicts. But to make appropriate changes we need to know what is happening in our society first. It is reporting the findings of what is happening that has caused discomfort in some quarters. And from these quarters we are getting name calling, intimidation and distorted messages. But the impartial analyst has to report research findings. And that is what we have been doing in the great lakes region. Hopefully we shall all end up on the same page.

Post-London conference philosophy should be fundamentally different from NRM’s

NRM came to power at the height of the Washington Consensus ideology based on market forces, laissez-faire capitalism, economic deregulation, macroeconomic stability and trickle down mechanism, etc. Government was seen as part of the development problem and not the solution.

The Washington Consensus was declared over at the G20 Summit in London. Since then the economically troubled world with high unemployment and slow economic growth has been influenced largely by a return of Keynesian model of demand management. Governments have returned to stimulate the economy working strategically in partnership with the private sector and civil societies and addressing imperfections of the market mechanism including deregulation.

Although NRM government abandoned the Washington Consensus or Structural Adjustment in late 1997 and replaced it with a five-year development plan, implying an active but strategic role of the government in the economy, in practice the government has continued to implement many of the Washington Consensus elements.

Birth and Christening of UDU

Ladies and gentlemen

I thank you all for attending the first ever United Democratic Ugandans (UDU) conference.

I thank in particular Ugandans in the Boston area. Since the stolen February 18, 2011 presidential and parliamentary elections, the group has championed demonstrations that have taken place in Washington DC, New York City and several times here in Boston. The group participated actively in the Los Angeles conference where the umbrella organization was born and christened United Democratic Ugandans (UDU).

The first chairman of UDU Mr. Mubiru Musoke is from Boston as well as the leader of gender affairs Ms Dorothy Lubowa Stweart. Mr. Joseph Magandazi a UDU committee member who is also from Boston and represents FDC has championed work that has established networks here in the United States and between UDU and FDC.

The Boston group is hosting the first conference of UDU. We thank them for the warm welcome that has been extended to us. Please join me in giving them a round of well deserved applause.

Banyankole are not responsible for the suffering in Uganda

Accusations have increased in frequency and intensity that Banyankole have primary responsibility for the suffering being experienced in Uganda, implying punitive measures when the time comes. There were reports that after the brutal manner in which the demonstrators were handled in Kampala in 2009 by security forces, some people vowed that Banyankole would pay a commensurate price including innocent ones that had nothing to do with the disproportionate use of force. Anybody coming from southwest Uganda has been defined as a Munyankole and some of them have been assaulted. Banyankole are therefore wondering on which side to stand: with a tiny group of rulers from Ankole who are causing the chaos and suffering in Uganda or those who are opposed but have vowed to punish any Munyankole when the time comes.

Warnings have gone out that those who accuse Banyankole either in their individual capacity or as representatives of groups should check their facts first to avoid harming innocent people. Southwest Uganda has a complex history of rulers and ruled and of immigrants especially since the late 1950s who pose as Banyankole or Bakiga. We therefore need to know who is who from southwest Uganda and who is doing what. Without this disaggregated information innocent Banyankole and Bakiga or their properties may end up in trouble for nothing.

I have followed closely Museveni’s statements at home and abroad. When he began his presidency, the focus of his statements was on ending the suffering of the people of Uganda. He stressed at international conferences and summits that his government was interested in eradicating poverty, not reducing it. Uganda would be an industrialized nation within fifteen years with middle class citizens. He had no doubts about that. He used strong sound bites like metamorphosis and fundamental change to convey his message that he was a new leader on the block. He wanted every Ugandan to eat balanced diet, dress well including shoes, get quality and relevant education and healthcare and find a remunerative job in decent working conditions. He emphasized environmental rehabilitation and sustainable management and ordered his staff into action. He underscored processing of Uganda’s raw materials to add value and increase product longevity as a strategy to economic independence. Uganda would pursue a non-aligned foreign policy, establish good neighborly relations and fight for human rights around the world. And the world applauded.

Only true democracy will end Uganda suffering and insecurity

Holding regular elections even if free and fair does not constitute democracy. It is just a small part of a bigger package. In Uganda elections are held basically for two reasons: to give NRM legitimacy and to meet the requirement for foreign aid and technical assistance. To many Ugandans true democracy occurs when public opinion helps shape government policies and behavior including accountability. In Uganda what NRM is doing has very little, if at all, to do with public opinion. What Ugandans want is very clear and simple and we have the means to deliver but NRM leadership is not interested. Ugandans want a country and society that is peaceful, stable and free from absolute poverty which Robert McNamara, former World Bank President, described as “a condition of life so degraded by disease, illiteracy, malnutrition, and squalor as to deny its victims basic human necessities” as well as freedom from abuse of human rights and fundamental freedoms.
