Uganda health minister should resign

Reports that a pregnant woman lost her life at Mulago teaching and referral hospital while giving birth to a new life because she didn’t bribe health officials isn’t only a national disgrace but also a crime against humanity. This is a second report that a pregnant woman lost her life this time in the eastern province under similar circumstances. This is a scandal of immense proportions that should be corrected immediately.

In the year 2000 world leaders met in New York City and adopted a Millennium Declaration including Millennium Development Goals (MDGs). It was agreed, inter alia, to reduce by three-quarters between 1990 and 2015 maternal mortality ratio and reduce by two-thirds between 1990 and 2015, under-five mortality rate. It was also resolved that the implementation of MDGs should be reviewed every five years: in 2005 and 2010. Uganda was unable to produce a report in time for the 2010 UN General Assembly review.

DRC: Agents do not decide; they are instructed

Those calling on Kaguta, Kagame and Kabila (the three Ks) to pacify the Great Lakes region are exaggerating what the three leaders can do for two major reasons. First, these are military leaders who believe in military solution to problems. Peaceful negotiation or democracy isn’t their cup of tea.

Museveni engaged in a very destructive Luwero Triangle guerrilla war to solve a political problem caused by the 1980 elections which he lost instead of mobilizing for the next elections. If the international community hadn’t exerted pressure on him, Museveni would probably still be fighting the rebels in the north and east of Uganda.

Second, Kaguta, Kagame and Kabila are agents. And agents don’t decide: they carry out instructions. The locus of power and decision making is elsewhere, not even at the United Nations in New York. It is in major western capitals.

During a mission to the Great Lakes region in DRC, Burundi and Rwanda about three years ago, it was made clear from different sources that Uganda and Rwanda and their leaders are mere agents of western powers and corporations. Therefore calling on Kagame, Kaguta and Kabila to end the fighting is a waste of time and money. These leaders are acting on instructions.

In Uganda multi-party politics will be dead by 2016

Ugandans and development partners who reason that Uganda is on course to achieve full liberal democracy as an expression of the will of the people to choose who should govern them in a free and fair environment, hold them to account and even recall them if they consider them incompetent, dishonest or heedless of public opinion are missing one fundamental point. As long as Museveni is in power full democracy on a multiparty basis will not be permitted. If you read his speeches and interview reports carefully and dialectically and watch his actions you will not fail to realize that Museveni did not go for military training and suffered hardship until 1986 to bring democracy to Uganda.
