Why has Museveni divided up Uganda into many districts?

One of the outcomes of UDU conference in Boston in October 2011 was recognition that there is an acute shortage of information about Uganda’s history, its place in the Great Lakes geopolitics and domestic political economy. It was decided that one of the main follow-up activities of UDU secretariat be civic education within the framework of the National Recovery Plan (NRP). I have consistently argued that:

1. You have got to identify the root cause(s) of the problem before attempting a solution;

2. You have to present research findings as truthfully and honestly as possible;

3. You have to study the actions of actors dialectically by looking for that which is not said because that is where the main motive is likely to be located;

4. You should not shy away from telling the truth for fear of hurting someone’s feelings. For instance, a doctor would do a disservice if he treated a patient with a sexually transmitted disease without disclosing the cause of the problem to avoid hurting feelings. The right thing is to tell the truth and ask that the partner also comes in for treatment so that the disease is cured once and for all, assuming that the two partners won’t engage in extra relations.

Is there anything in Uganda that NRM has done right?

With a professional eye, it is difficult to see what NRM government has done right. However, it is very easy to see what it has done wrong. The costs have by far exceeded the benefits, raising serious questions about how long Ugandans should sustain NRM in power. So far, surrogates for the government have failed to convince the public. That they have failed comes through when asked to provide success stories. They don’t even know how to successfully attack their opponents, ending up embarrassing themselves when asked to substantiate their allegations. Let us illustrate what has gone wrong.

Are poor people easy to govern in perpetuity?

Years ago, a Uganda official reasoned that well educated and paid people are difficult to govern, implying that poorly educated and paid Ugandans are preferable because their daily problems keep them too busy to exercise their rights. What the official did not know or chose to ignore is that poverty is one of the root causes of political and many other forms of instability. Making or keeping people poor so they are governed in perpetuity without difficulty can be counterproductive as developments in Uganda are beginning to show. Under the NRM government many Ugandans have sunk into deep poverty which was hidden under economic growth and per capita income figures until it manifested itself through diseases of poverty.

The NRM came to power determined to govern indefinitely. One of its strategies right from the start was to impoverish citizens in the short, medium and long term. In the short term, the NRM government of Museveni took 30 percent of Ugandans’ meager savings as a service charge for changing old into new currency. Many lost their businesses right away. Some of those who survived have not fully recovered 25 years later.

Why birth control in Uganda will be difficult to implement

Suddenly Uganda is witnessing a flurry of birth control activities. Where the urgency has come from is still baffling. Uganda is a country that has lost – and still losing – so many people since the 1970s due to the Amin murderous regime, the guerrilla wars in the Luwero Triangle and in northern and eastern Uganda, AIDS pandemic, malaria particularly in Kabale due to climate change that facilitated mosquito invasion of the district with devastating outcomes and increasing diseases of poverty. According to Shifa Mwesigye (Observer {Uganda} August 2010) there is a conflict between on the one hand Uganda leaders and politicians who want more children and on the other hand donors and experts who want fewer children. That is already a major stumbling block that needs to be resolved first.

Birth control programs in Kenya that started in the late 1960s experienced implementation difficulties because they were imposed on an unwilling national leadership soon after independence that was won after a devastating Mau Mau liberation war. But since birth control was a prerequisite for foreign aid, the Kenya government went along but was not keen on birth control implementation. This lesson should not be lost on those eager to implement birth control in Uganda where resistance is still very strong.
