Muzzling the messenger isn’t a solution to Uganda problems

When I chose to write about Uganda and the Great Lakes region, I was fully aware of the challenges and risks ahead. I may not even live long enough to see the ultimate fruits of this effort. Some friends concerned about my life are suggesting that I go slowly or drop activism altogether. Some are advising that I am losing the popularity I have built up because I am telling too much truth and embarrassing some people or relatives and friends in the process, preferring instead a private approach. But doctoring the truth and writing or saying what people want to hear wouldn’t be me! Those who agree with what I stand for join with me and UDU which has great potential because it is anchored on facts, a clear inclusive mission and action-oriented recommendations for rapid economic growth, equity, good governance and sustainable development.

History is changed not by large numbers per se but by dedicated few. And what we want above all else is to change Uganda for the better and for all Ugandans – repeat – all Ugandans which I mean from the bottom of my heart. People who know me even in a short time have witnessed how generous I am for example in helping people solve their problems where others had refused to extend a helping hand.

Baganda must stop blaming Banyankole for their suffering

I am writing this story fully aware of the potential political cost. But the story has to be told in order to identify the cause of Baganda suffering and put the matter to rest for good.

Virtually every weekend you hear someone on Hollywood-based Radio Munansi complaining that Baganda are suffering because of Banyankole and when time comes the latter will pay a heavy price. I heard this narrative again when I was in London for the conference on federalism at the end of October, 2012.

I have written some articles on this subject demonstrating that Banyankole have nothing to do with Baganda marginalization and suffering. The majority of Banyankole are suffering like other exploited Ugandans under the NRM government. We also need to draw a distinction between Banyankole and the ruling Batutsi many of them Rwandese that have settled in Uganda particularly in Buganda (have adopted Luganda names and speak Luganda language) since the 1959 social revolution in Rwanda.

Discussing this subject of Batutsi in Uganda and their direct and indirect wrong doing has been made extremely difficult by anti-sectarian law and accusations of genocide promotion which Batutsi have taken advantage of to entrench themselves in Uganda and are in the process of taking over the country under the guidance of Museveni using most of the time Uganda citizens mostly Baganda in return for favors.

UDU mourns death of four children in electricity accidents

United Democratic Ugandans (UDU) commends the wives and children of police officers who exercised their right through a demonstration in Kampala demanding payment of delayed salaries of police officers in order to restore electricity to their homes. We mourn with parents and relatives the four children who lost their lives in accidents related to illegal electricity connections. May the Lord rest their souls in eternal peace!

These accidents and demonstrations represent external manifestation of long and deep suffering of the people of Uganda. If police officers in Kampala can’t be paid on time, imagine what is happening to those in remote places. This is a clear reflection that NRM has failed the people of Uganda. It is also a clear sign of lack of development.

Development means that the benefits of economic growth are equitably shared so that every household meets basic needs of food, shelter, clothing, safe drinking water and electricity, etc. When that doesn’t happen, as in Uganda, there is no development. Thus, those in Uganda and abroad that praise NRM government for success in development are probably confusing economic growth of Gross National Income (GNI) and per capita income with meeting basic human needs.

Clarifications regarding London federal conference

Some issues have been raised that call for explanation.

1. A federal government system doesn’t mean elimination of central government. It means sharing power between central (federal) government and local administrations (state, province, region or district, etc). How much power is shared depends on negotiations and adjustments overtime. A federal system is not an event but a process subject to amendments to accommodate the new reality.

2. Under a federal system of government, it doesn’t mean that local administrations can do whatever they want. They will be guided by federal and international norms and standards. For example, individual and collective human rights and fundamental freedoms can’t be abused. The local government can’t use its natural resources irresponsibly but sustainably for present and future generations.

3. A federal government isn’t about creating new kingdoms, strengthening or weakening existing ones.

4. A federal system of government isn’t about creating pure ethnic or tribal units. It is about empowering all people in a particular geographic area to use their talents, resources and traditions to develop themselves. For example when a federal system is finally adopted, it doesn’t mean that people say non-Baganda or non-Banyankole will be chased out of Buganda or former Ankole district. Also in areas where there are minority groups the federal government will ensure that their interests are protected.

London conference discussed federalism in a tolerant atmosphere

The well publicized London federal conference organized by Uganda Federal Confederates (UFC) took place at the University of East London on October 27, 2012. The attendance could not have been better. A high powered delegation from Uganda joined others at the University including those from the United States of America.

All the four regions of northern, eastern, western and central (Buganda) and all demographic groups of men, women and youth were represented. Different organizations and political parties were also represented. United Democratic Ugandans (UDU) was represented by the Secretary General, Eric Kashambuzi who presented two papers on the Roadmap to Achieving Federalism in Uganda and plans to establish Tutsi Empire in the Great Lakes region.

The debate took place in a tolerant atmosphere under the leadership of the master of ceremony in which participants discussed a wide range of issues related to federalism versus unitarism freely and responsibly, disagreeing where they did in a civil manner. Decorum was exercise as required.

Presentations were followed by pertinent comments, questions and suggestions on the way forward. That the discussions were so engaging can be attested to by the fact that the master of ceremony had to set time limits for presentations and comments so that everyone had a chance to make a contribution. In the end according to my assessment the following observations emerged from the successful conference.

Uganda should refute allegations of involvement in DRC

United Democratic Ugandans (UDU) is concerned about allegations that Uganda and Rwanda were supplying weapons to the M23 Congo rebels whose insurrection has resulted in loss of lives and displacement of some 500,000 people from their homes. Uganda shares a common border with DRC. For peace, security, stability and development Uganda should make an effort to maintain good neighborly relations with DRC.

During a mission to DRC including to Kinshasa, North and South Kivu provinces about three years ago there were stories from formal and informal meetings from a wide range of people – Congolese and others – that Uganda and Rwanda had been destabilizing DRC through among other things creating and arming militias and plundering its resources including minerals and timber. There were also stories of a possible loss of Congolese territory in the eastern region that would either declare independence or join Rwanda which has been calling for redrawing African borders demarcated under colonial rule.

It is UDU’s humble view that if Uganda hasn’t been involved in any way with M23, it should refute those allegations for all to see. Threatening to withdraw Uganda troops from Somalia and Central African Republic unless “these malicious allegations are withdrawn” and the international community at the United Nations assures Ugandans that it appreciates the sacrifices being made may give the impression that there is something Uganda is hiding which could damage Uganda’s reputation.

Why people demand change and rebel when they fail

People demand change of different degrees when existing frameworks don’t work well. Students demand better food because what they are eating isn’t good or is monotonous. Workers demand better working conditions because the existing ones aren’t good. This is a normal thing in all societies. And when leaders refuse to respond or convince the public they face difficulties, sooner or later, some of them revolutionary. Leaders that adjust as enlightened despots in Europe did during the 18th century lasted longer. Those that didn’t like Charles I of England, Louis XVI of France, Nicholas II of Russia and Haile Selassie of Ethiopia were booted out of power and their dynasties destroyed.

Similarly, the people of Uganda after fifty years of independence are demanding change of leadership and a new governance system. NRM leadership and its unitary and tier system of government are not only controversial but also unacceptable. They have made a few families filthy rich and the majority real paupers. All Ugandans are born equal and must be presented with equal opportunity to develop their talents. If they fail to get what they want peacefully, they are likely to resort to other means. This is natural.

Administrative costs are going to eat deep into development funds leaving insufficient resources for development. The faces or names are the same. This is a cabinet that serves political and not development purposes.

2. To be effective and efficient ministers should be assigned to ministries for which they are qualified. Many of the ministers are qualified and experienced but are in wrong ministries, compromising their performance.

3. The Vice President should have been given a full ministry to engage him visibly and reduce size of the cabinet.

4. At a time when the economy is in trouble, an experienced economist in public and private partnership should have been among the top three. Two lawyers and a political economist or political scientist at the top is not the right mix.

5. Planning and economic development should have been split from finance in view of the Five Year National Development Plan (NDP), leaving finance to mobilize resources to fund the Plan. In the present setting planning is a junior partner to finance.

Batutsi must adjust or the Great Lakes region will burn

Batutsi (from now on used generically to mean Batutsi, Bahima, Bahororo and Banyamulenge) must adjust their centuries-old attitude towards others especially Bantu (Bahutu and Bairu) in the Great Lakes region (which refers to southwest Uganda – former Ankole and Kigezi districts and now being extended to the rest of Uganda under Museveni government), Burundi, Rwanda and Eastern DRC.

As a first step in the adjustment process, Batutsi must drop the idea that they are white people, superior, more intelligent and born to rule. Up to today, Batutsi are still falsely claiming that one Mututsi (singular for Batutsi) is equivalent to say 1000 Bairu or Bahutu people (sometimes they use a weighing scale where you have a small metal [Mutusi] weighed against say thousands of beans [Bahutu or Bairu]). Educated or not a Mututsi still considers himself more intelligent and superior to a well educated Muhutu or a Mwiru. Kagame and Museveni have very low education yet they pose as though they are on top of the intellectual pyramid in the Great Lakes region. Because of this false superiority they think marrying non-Batutsi women would devalue them. Consequently Batutsi men marrying non-Batutsi women is taboo and very much beneath their dignity; even eating/drinking or socializing unless artificially done for political convenience. Batutsi still vow that it is below their dignity to buy a beer for a Muhutu or Mwiru because that is the responsibility of the latter. Batutsi will only buy a few beers for Bahutu/Bairu only if they want something big from them like sending them to parliament to represent Bahutu or Bairu.
