Uganda health minister should resign

Reports that a pregnant woman lost her life at Mulago teaching and referral hospital while giving birth to a new life because she didn’t bribe health officials isn’t only a national disgrace but also a crime against humanity. This is a second report that a pregnant woman lost her life this time in the eastern province under similar circumstances. This is a scandal of immense proportions that should be corrected immediately.

In the year 2000 world leaders met in New York City and adopted a Millennium Declaration including Millennium Development Goals (MDGs). It was agreed, inter alia, to reduce by three-quarters between 1990 and 2015 maternal mortality ratio and reduce by two-thirds between 1990 and 2015, under-five mortality rate. It was also resolved that the implementation of MDGs should be reviewed every five years: in 2005 and 2010. Uganda was unable to produce a report in time for the 2010 UN General Assembly review.

2012 the worst year for NRM government

Here are the principal highlights.

1. The mysterious death of a twenty four year old member of parliament has cast a thick shadow over the credibility of the government. Rightly or wrongly, the people of Uganda appear to have made up their mind thereby denting the image of Tutsi-led NRM government. The puzzle that MP Hussein Kyanjo was poisoned remains unsolved. The latest scare that the vice president had been poisoned and had to rush to hospital has left Ugandans wondering who is safe in Uganda and abroad. The allegation of poisoning Ugandans needs to be taken up in 2013.

2. Politically, NRM fared badly in 2012. A new government within NRM government was formed by Ssekikubo, Baryomunsi and Nawagaba. The fight for presidential succession by the first lady, prime minister and speaker of parliament raffled NRM feathers. To put a halt to it, the president announced a year after he had been fraudulently re-elected that he was seeking re-election in 2016. The potential for NRM implosion shouldn’t be underestimated. Meanwhile, Museveni is grooming his son Muhoozi to succeed him, witness rapid promotions including the one conferred on him by the late Gaddafi. To keep NRM together and his involvement as chairman of regional organizations, Museveni is spending less time on Uganda’s economic, social and environmental development.

The trio that has sunk Uganda’s economy deeper into the ground

UDU has done exactly what it was mandated to do at the Boston conference: (1) conduct civic education; (2) strengthen diplomatic networks and (3) keep an eye on Uganda’s political economy. I have been privileged to serve as UDU Secretary General and spokesperson on the three mandates.

Civic education has been conducted through the media and Joe Magandazi and Dorothy Lubowa have been very active. Dennis Nyondo has served very well as publicity secretary. There are others who are compiling a list of capable Ugandans in preparation for creation of a transitional government to avoid a repeat of what happened after formation of a transitional government in Moshi in 1979. Their names will be withheld for now because of the sensitive nature of their work. We are grateful to Ugandans at Heart Forum for accepting our articles and comments. We are also grateful to Kamunye for translating some UDU articles into Luganda and distributing them for a wider leadership. We are also working very closely with the leadership of Uganda Federation Confederates. We want all Ugandans to know UDU thinking and what we shall do after NRM has exited. The idea of a transitional government of all stakeholders including NRM appears to be gathering support pretty fast. Uganda belongs to all Ugandans and every group must be represented. Inclusiveness and peaceful resolution of problems in a win –win atmosphere are principal elements of UDU’s philosophy.

Tutsi came to Uganda as refugees and now own our country

I write these stories with a heavy heart and watery eyes. It is heart breaking that Tutsi who were admitted into Uganda on humanitarian grounds as refugees and on a temporary basis when they were chased out of Rwanda in the wake of the 1959 Social Revolution have turned their guns on us and colonized our country and turned us into serfs to labor for their comfort. Those Ugandans who refused have been killed, jailed or forced into exile. The mysterious death of a young MP has stirred emotions of many Ugandans at home and abroad. She shouldn’t die in vain. Her untimely passing should serve as a rallying cry for all Ugandans at home and abroad with a view to making far reaching political changes.

Museveni tricked Ugandans who were unhappy with Obote and Amin regimes promising them to regain what they had lost in the political and economic areas. Catholics were promised the presidency and Baganda were promised return of federo, Mailo land and forests but none has come to pass and it is more than twenty six years since the promises were made.

Completing the list of supporters in Rujumbura as I grew up

While proving that I am not against Tutsi people, I mentioned as illustrations names of Tutsi who helped me as I grew up in Rujumbura County of Rukungiri district in southwest Uganda. Someone who is familiar with the people who helped me felt that I had left out another group that equally provided strong support and urged that I correct the record before the end of this year.

When I was growing up, community cohesion was very strong. A child belonged to the entire village. When you made a mistake you were warned by a neighbor not to repeat it, or else the matter would be reported to the parents. When you were hungry, a neighbor gave you food and vice versa. Children that were going to school and walked long distances received assistance along the way. From grade five to grade eight I walked a distance of some 20 miles to and from school, bare foot except those few days when I stayed with relatives nearer the school or father allowed me to use his bicycle.

Personal remarks

When I officially joined Uganda politics, I made a statement regarding three principal areas.

First, I joined politics to acquire and use power. Some acquire power to enrich themselves, their families and their kith and kin as we have seen in Uganda. Some use it to improve the standard of living of their fellow men and women. I belong to the latter group. The deterioration of ecological and human condition especially of women and children in Uganda is so shocking that it compelled me to do something about it. I have realized as have many others that talking and writing is necessary but not sufficient. I have already written ten books and created a blog www.kashambuzi.com to share information with a wider readership. Ugandans are now sufficiently informed about the causes of their dehumanizing condition. Action is now needed but we can’t act without taking power from those that have caused the suffering.

NRM: experience is a function of listening, adjusting and practicing

When NRM came to power in 1986, it formed a national unity cabinet with seasoned ministers including the prime minister, ministers of finance and planning and economic development and internal and foreign affairs. It also retained some experienced permanent secretaries. It launched a popular, well-formulated and balanced ten point program. The statements by the president were relevant, giving the impression that he knew what the challenges were and how to address them. Many Ugandans were impressed and supported the program. As expected, the first year was difficult as the government tried to cope with the economic and political crisis.

In 1987, the government abruptly abandoned the ten point program and embraced the extreme version (shock therapy) of stabilization and structural adjustment program (SAP), the very program it vehemently opposed during Obote II regime in 1981-85. The minister of finance and governor of the central bank were replaced as well as senior officials. The minister of finance who was an economist was replaced by a medical doctor in charge of a complex SAP program, implying that loyalty triumphed over competence. The ministries of finance and planning were merged into one ministry and staff in planning replaced that in finance in the new combined ministry of finance, planning and economic development. This was a major change.

Why civilians replaced military regimes in Latin America

In the 1960s and 1970s, many Latin American countries were governed by military dictators. Although they had come to stay indefinitely as managers of rapid economic growth and poverty reduction, by the 1980s and 1990s they had handed over power to civilian governments. What caused this fundamental change?

Under a combination of external and domestic pressure caused by economic failures and human rights violations, military governments couldn’t cope with the management of national economies and civilian populations they were not equipped to handle. The information below has been extracted in part from the fifth edition of a 1995 publication by Europa Publications Limited titled “South America, Central America and the Caribbean”. Economic, social, political and human rights failures led to internal and external pressures that forced military governments to retire from politics. The church played a significant role in the transition from military to civilian rule.

The main purpose of armed forces is to defend the nation against external aggression and not run affairs of state. But in Latin America there were few foreign wars to explain the rise of military dictatorship that began in 1930. However, in the 1960s, Castro and Che Guevara revolutions necessitated military intervention with external assistance in training and funding. Some countries developed the so-called “National Security Doctrine” that enabled military officers to implement drastic measures to prevent or defeat subversion in their territories.

By way of introduction

Uganda has everything to make it a developed country. The British focused on agriculture but in the 1950s realized that Uganda needed industries to create jobs and transform the economic structure. Uganda also needed law and order or an enabling environment including capable leadership for rapid economic growth, equitable and sustainable development.

Under the UPC government in the 1960s an effort was made to employ Ugandans in areas of their competence. Medical doctors focused on healthcare, teachers taught and bricklayers constructed houses etc and were rewarded commensurately.

The struggle for control of political power by civilian politicians within UPC invited the military into Uganda politics when the army commander Opolot joined the Ibingira group and deputy commander Amin joined the Obote group. The Amin/Obote group moved faster and defeated the Opolot/Ibingira group leading to the 1966/67 constitutional and political crisis. From 1967 to 1970 Obote was kept in power by the military.

Eventually the army realized that it held power and decided to run the country instead of supporting politicians. UPC and Obote were removed in a military coup and Amin and mercenaries from Sudan and DRC ran the country from 1971 to 1979 and Museveni after defeating Okello has run Uganda from 1986 to the present with military backing.

The role of civil resistance in Brazilian transition from military rule to democracy

The publication of the National Recovery Plan (NRP) in 2011 accessible at www.udugandans.org which presents a sharp contrast to what NRM is doing necessitated civic education on a wide range of issues. We have therefore dealt with some ‘hot’ topics that others have avoided so that Ugandans fully understand why with all the natural and human resources Uganda is retrogressing which is no longer a debatable issue. Even economic growth rates and per capita income which were used to present ‘rosy’ economic performance have declined precipitously. Economic growth has plummeted from 10 per cent in mid-1990s to around three percent currently while population is growing at 3.5 percent ahead of economic growth of 3 percent. This is not development. It is retrogression. Under these conditions Uganda cannot become a middle income country in a few years from now.

In our assessment of Uganda’s performance, we have separated processes from outcomes of development such as a higher standard of living. NRM government reports processes. For example, writing an excellent modernization of agriculture document per se won’t transform subsistence to commercial farming. Writing an impressive Poverty Eradication Action Plan with little or no implementation won’t reduce poverty. Programs have to be implemented which NRM has failed to do. Constructing schools and graduating students every year is necessary but not sufficient. Education makes sense only when graduates get jobs and earn good income to meet at least the basic needs of life.
