“Let us call a spade a spade”

When President Museveni announced a day of prayer for Uganda which is at a political, economic, social, ethnic and ecological crossroads, it reminded me of what a Congolese man told me when we met in Goma, eastern DRC while on a mission in the Great Lakes region at the start of 2010. He introduced himself as Bosco, a business man in Goma. He told me that Congolese have flocked to churches in search of a solution to their problems, noting that while prayer is necessary it is not a sufficient condition.

Because he attended one of the meetings we held where I introduced myself and my nationality, he spoke to me in Swahili, a common language in eastern DRC introduced by Swahili slave traders. However, realizing that I had difficulties in my responses, he quickly switched to English which he spoke fluently. Let me reconstruct what he said in order to share his views with a wider public.

Jim Muhwezi’s claim of poverty eradication is not supported by facts

The leadership of NRM government has mustered the art of using sound bites, attractive titles and high flying concepts like poverty eradication, universal primary education, modernization of agriculture, monetary discipline, individual merit, economic metamorphosis, entandikwa and bona bagagawale, etc. These expressions raised the hopes of Ugandans who believed they would soon emerge out of medieval conditions of poor housing, poor feeding and poor dressing, etc. Government representatives have talked with confidence that Uganda will exceed the targets set in the MDGs by 2015. They even began to talk about joining the club of Asian tigers and dragons. The World Bank and IMF who used Uganda to test structural adjustment programs went along with government obsession with economic growth, per capita income and macroeconomic stability leaving the rest such as social and ecological conditions to the operation of market forces.

As a member of the inner group of NRM leadership, and using the same flattery approach, Major General (rtd) Jim Muhwezi, Member of Parliament (MP) for Rujumbura constituency in south west Uganda recently issued a statement to the effect that poverty eradication – not even reduction – is all that he does in his constituency. I responded that poverty in that constituency has actually increased during his term as MP. Someone whom I believe thought I was de-campaigning Jim Muhwezi challenged me to elaborate. And I concurred.

Why Bahororo are contemptuous of Bairu

We are writing these stories on the deteriorating relations between Bahororo and Bairu people because old contemptuous habits are resurfacing. Statements about Bairu inferiority are being made at public rallies, Bairu women’s rights are being violated in many ways, arbitrary decisions are being taken with impunity, canning of Bairu has returned etc. If these developments are not checked, they may lead to unforeseen catastrophes. Those of us who believe in prevention rather than cure are speaking up before the situation gets out of control. The rushed decision by Rukungiri District Council and Uganda Parliament to designate Rukungiri a municipality stripping Bairu of their land without consulting them is the start of troubles that lie ahead.

Bahororo who erroneously still consider themselves white people with a dark pigmentation borrowed their contemptuous behavior from European colonialists based on racism that flourished in Europe in late 19th century. European Social Darwinists who applied Darwin’s evolutionary theory to human societies felt there was a major biological difference between them and other societies. Applying the doctrine of the ‘survival of the fittest’ Social Darwinists saw ‘fitness’ in white skin only. They also used pseudo-scientific studies (phrenology) of bumps on the head to demonstrate that Europeans were more intelligent than other races and therefore destined to rule over them. This sense of racial superiority was expressed in many ways in colonies including dress and social exclusion. However, social exclusion coexisted with relations of a more intimate kind including sexual encounters between Europeans and subject peoples. “Almost all relationships between colonizers and others were saturated with inequalities in power: sexual relations were no different” (M. Pugh 1997).

Why write this article at this time

I have written this article for posterity. I have thought long and hard about this subject. In the end I decided to go ahead and write the story fully aware of the dangers to me, my family, relatives and friends. When I wrote the article in Uganda’s Observer newspaper about “How Rujumbura’s Bairu got impoverished” many readers expressed shock about how man can deliberately destroy another man. A few others attacked me viciously for being sectarian and full of hatred. They even distorted what I was saying to score a psychological point, scare me and force me into obscurity. The plan did not work and I have since written more provoking some to describe me as ignorant, insane and a bigot.

Relations between Bahororo and Bantu peoples in Rujumbura County

Relations between Bahororo (Nilotic Batutsi from Rwanda) and the indigenous Bantu people (dubbed Bairu or slaves) have been marked by domination, humiliation, exploitation, impoverishment and marginalization of Bairu by Bahororo. Bahororo are Batutsi from Rwanda who came to Rujumbura around 1800 in search of refuge after their short-lived Mpororo kingdom (hence the name Bahororo or people of Mpororo) had disintegrated and was taken over by Bahima of Nkore under Bahinda ruling clan.

Uganda’s transformation unlikely without industrial protection

Uganda and indeed African countries will not transform their economies and societies without converting their abundant natural resources into manufactured products. The open secret is that they have to protect infant industries against unfair competition. Infant industries are like infant children that require extra care until they have adjusted to the environment and are able to play and compete with others.

In Europe, the first region in the world to develop, protection measures were applied at an early stage. The plague of 1347 that became endemic in Europe reduced population and threatened trade and commerce. “In the non-agricultural sector the most striking result of this crisis was the emerging strength of guilds organized to protect local artisans in response to rapidly declining markets. The strength of the guilds in preserving local monopolies against encroachment from outside competition was frequently reinforced by the coercive power of kings and great lords. On a large scale the Hansean League [a confederation of north German cities] represented such a defensive alliance of cities to protect their shrinking markets from the competition of rival cities”(D. C. North 1981).

The creation of a banana district

In his interview which was published in Uganda’s Monitor dated February 9, 2004 Hon. Major General (rtd) Kahinda Otafire observed that “We [NRM] stood for national unity, for democracy, for equality and we were for justice for all. You find all the principles we fought for contained in our ten-point program”. Ugandans interpreted democracy to mean empowering them to participate directly or through their representatives in decisions that improve their lives.

The president’s spokesperson characterized President Museveni as a man of the people – a believer in true democracy – who is always in touch with ordinary people including at the lowest level. In practice two major things have happened: first, the ten-point program was dropped – and so were the principles contained in it – when the NRM government began collaboration with the IMF and the World Bank after signing an agreement in May 1987 and second, democracy has been practiced at gun point to force people and institutions to take decisions dictated by NRM leaders. In forcing some of these decisions, NRM leaders were facilitated by the donor community. For example, the idea of decentralization came largely from development partners who thought that people would be able to take decisions that improve the quality of their lives and that services would be brought closer to them.

The President’s address to the nation omitted vital information

President Museveni should be congratulated for observing Article 101 (1) of Uganda’s Constitution that requires the head of state to address Ugandans through Parliament on the state of the nation. I have had the opportunity to read the president’s annual addresses and other policy statements and have made critical comments on them.

To understand fully the state of the nation, one needs to read the president’s address very carefully to find out what was omitted. The president has mustered the art of summarizing selectively macroeconomic developments such as economic growth, per capita income and inflation control without saying much about their impact on the welfare of Ugandans.

On economic growth, the president has generally given figures higher than other reporters raising questions about his source of information. With an economy growing at the reported average of 8.4 per cent over the last five years, one would have expected the president to also report its positive impact on poverty level and jobs created. The diseases of poverty that cannot be hidden anymore have made it difficult to report on the level of poverty which is omitted. It must be stressed that economic growth is not an end in itself but a means to bring about qualitative improvements in the lives of Ugandans. Regarding mobile phones, questions have been raised about their contribution to investment, capital accumulation and improvement in the quality of life of the majority of users.

Museveni has become a liability to his sponsors

When Museveni was waging his bloody guerrilla war in the early 1980s he gave the impression that he was a uniter in contrast to his predecessors who had been viewed as dividers along sectarian lines. Consequently many Ugandans across the country sponsored his cause.

When he became president in 1986 he formed a cabinet that truly reflected his determination to unify all the people of Uganda. He even defined an economic policy that reflected accommodation of various interests. Then he announced that only individual merit would determine recruitment, assignment, promotion and awarding of scholarships. He advised that political activities would be suspended until national unity had attained a level that sectarianism would not raise its ugly head in Uganda politics. His popularity at home soared!

In May 1987, Museveni’s government entered into a stabilization and structural adjustment agreement with the International Monetary Fund and later with the World Bank. The government adopted the ‘shock therapy’ version of comprehensive and simultaneous implementation of all the elements in the structural adjustment package that was favored by the donor community. “He [Museveni] quickly became the darling of the West when he embraced the IMF/World Bank prescribed Structural Adjustment Programs, cutting down on civil service and social services expenditure and sacrificing state parastatals on the alter of liberalization” (Business in Africa. April 2001).

Uganda is a military dictatorship disguised as democracy

According to the World Book Encyclopedia, dictatorship is a form of government in which an individual or a committee or other group holds absolute power. Dictators usually have come to power under conditions of turmoil and confusion. Often the dictator seizes power by political trickery or military violence.

Once in control, dictators and their followers retain their positions through force or threat of force. They abolish or closely control the legislature, and quickly suppress freedom of speech, assembly, and the press. They set up an elaborate secret-police system to detect opponents of the government. Persons who object to the dictatorship are persecuted by the government.

On the other hand, democracy is a form of government in which the citizens take part in political decisions that affect them directly or indirectly through their elected representatives. Representatives’ job is to transparently represent the people with whom they made a contract in making decisions about laws and other matters that affect constituents including defending and protecting their rights, freedoms and property.

Bahima were painted a picture opposite of who they actually are

In geography we were taught to match what we read with what was on the ground. Besides reading widely, we studied maps, interpreted areal photographs and conducted field visits. I carried with me the geography methodology of matching reading with observation into the history subject. The history I read about Bahima (read Batutsi, Bahororo and Banyamulenge as well because they are cousins and behave the same) did not match what I knew about them. I grew up, studied and worked with them.

Because of racial theories aristocratic Europeans had concluded that black people (Negroes) were intellectually inferior to have a civilization or history of their own. Without history Africa was a ‘Dark Continent’. The first Europeans to visit what later became Uganda were from aristocratic families. They were shocked to find sophisticated civilizations. Instead of admitting that they were wrong about black people and give them credit for the civilizations they found, they decided to ‘invent’ Europeans who would be credited with that remarkable history. They looked around and found Bahima who looked like Europeans physically. They concluded that Bahima were of the white race and responsible for these civilizations.
