Studies of improving well-being in urban and rural areas have underscored the importance of ethics, morality and spirituality. Some commentators have observed that sustainable moral rules which are nearly universal as rules of the game date from hunter-gatherers experience. These rules have been undermined by demands of modernity including the profit motive. The destruction of ecosystems has raised the moral issue and how we can reclaim those moral rules for the benefit of present and future generations.

Deforestation has been used as an example of the need to return to moral rules. When we cut a tree, the wood is used for many purposes including charcoal, housing construction etc. But the price we get from cutting down the tree is small compared to the value of the tree in respect of the environment. NRP won a ‘gold’ medal at UDU conference

Under the overall theme of “What is Acceptable in a Free and Democratic Society”, the first conference of United Democratic Ugandans (UDU) took place at Boston College (USA) on October 8, 2011 – on the eve of Uganda’s independence anniversary. The National Recovery Plan (NRP) was presented as an alternative to the failed policies of NRM, noting that since the official termination of the failed structural adjustment program (SAP) the government is at a loss about what to do next. The National Development Plan adopted in 2009 to replace the abandoned structural adjustment program has not taken off yet.

Without exception all commentators in formal and informal conversations praised the NRP for its high quality and relevance to Uganda’s current situation. The question was “What are the next steps”.

Salient features in government’s reports to parliament

This week, we received one report and two speeches that were presented to parliament: report on the background to the budget for 2011/2012 fiscal year; Museveni’s address to parliament; and budget speech to parliament delivered by the minister of finance on behalf of the president. This is an annual exercise. The mandate, criteria used and data selected have distorted or omitted vital information.

1. The mandate of the background report to the budget is to highlight priorities of the coming national budget in the context of key economic trends and recent performance of government programs. The president’s mandate is to report what was done in the last twelve months and to appraise members of parliament of plans and strategies for the next twelve months. The mandate in the budget speech is to present to parliament estimates of revenue and expenditure for the financial year. Thus, in the three documents there is no specific mandate for reporting on the impact of government programs on ecological and human conditions such as soil erosion, poverty and malnutrition reduction. This is a serious shortcoming since development should be sustainable and human-centered.

The people of Uganda are demanding their rights

Enlightenment and dialectics have entered into Uganda’s political economy discourse. They have developed a questioning mind about who is governing them, why our institutions and systems (education, health, nutrition, agriculture, ecology, urban housing etc) are collapsing, why Uganda’s population growth is excluding migrants and focusing on natural growth alone (births minus deaths) which is half the story.

The people of Uganda are beginning to understand their inalienable rights – God-given rights – that no leader can take away. These are not privileges. When a leader denies the people their inalienable rights, they have a right to demand them back. And that is what the people of Uganda are demanding their rights right now. Through disenfranchisement, many Ugandans were denied their right to elect their representatives at the presidential, parliamentary and local levels.

Museveni’s cabinet will retain familiar, tired ministers

Although Uganda has been applauded for electing young men and women as parliamentarians, do not be surprised if Museveni retains old, tired ministers including those who contested and lost or who did not even try. He will also probably bring back former ministers who had been dismissed for corruption.

Museveni’s selection of ministers has been largely influenced by loyalty rather than competence so that he can make them do what he wants. In cases where he included educated people in his cabinet, he assigned them to ministries where they had no experience. For argument’s sake (for real examples do some home work) when you appoint a well trained and experienced medical doctor to be a minister of finance or a policeman to be a minister of education or health you make it difficult for them to discharge their duties with confidence. When you do not know what you are doing you are bound to keep your mouth shut to avoid making errors which could land you into trouble and lose your job. So keeping a job becomes more important than serving the people.

How peaceful demonstrations will squeeze Museveni out of power

Some Ugandans and non-Ugandans who have doubts that peaceful demonstrations alone (which I support) will squeeze Museveni and NRM illegitimate government out of power have asked me to explain the mechanism through which it will happen. Let me state right away that I have opted for peaceful demonstrations because their potential for human loss, injuries and displacement as well as destruction of property is much lower than the military option.

Uganda is a small country with a vulnerable economy dependent on external forces through exports, donations and soft loans, foreign investors, foreign experts and advisers, tourism and remittances by Ugandans living abroad. All we need to do is to convince these forces including our neighbors and all members of the East African community to cooperate with the suffering Ugandans to change the regime through peaceful means.

Sustained demonstrations and civil disobedience will create economic disruptions and security response will generate instability. These developments will constrain production of goods and services, cause supply to fall below demand, raise prices and force more Ugandans including NRM supporters to join demonstrations in protest against rising prices especially of food thereby denting the popularity of Museveni’s illegitimate government. Deterioration in economic activity will reduce the tax base and government revenue forcing it to cut back the provision of services further reducing its popularity especially its illegitimate leader Museveni.

Uganda’s main challenge

Making progress in any area of human endeavor begins with a clear understanding of the challenge and how to address it.

1. Uganda’s principal problem right now is Museveni and his political economy philosophy for Uganda and the great lakes region. It has potential for instability that will adversely affect domestic and foreign investments in the region. Bwengye said in an interview in 2005 that Museveni was given a key role in the guerrilla struggle without understanding who he was and what he exactly stood for.

2. As we know Museveni became president in 1986 without legitimacy. He was acting Chairman of NRM after the passing of Yusuf Lule. Elections to replace Lule were delayed until NRM/NRA entered Kampala and Museveni who had been acting NRM chairman became president by default. So he had no legitimacy but nobody raised it.

3. Now that we know who he is we are not going to allow him to govern without legitimacy again. That is why the current negotiations being moderated by religious leaders should not lead us into a government of national unity headed by Museveni because that will legitimize his illegitimate government of, by and for foreigners. Museveni and NRM candidates were voted overwhelmingly by foreigners who were bused in from Burundi, Rwanda, Tanzania and DRC as well as migrants and refugees.

Similarities between Yoweri Museveni and Oliver Cromwell

The people of Uganda are beginning to take a probing interest in Uganda’s politics. But I wonder whether we understand the potential dangers ahead. The 2011 elections have introduced worrying elements particularly the participation of foreigners in Uganda’s electoral process. If this practice is not stopped, we could easily have an Ivory Coast situation in 2016.

The purpose of this contribution is to compare Oliver Cromwell who started off as a liberator and ended up as one of the worst dictators with absolute power and intolerance of opponents. Let us briefly review conditions that led to the emergence of Cromwell as the Lord Protector of a republican government in England.

The Stuart kings succeeded the Tudor kings of England who had been very careful in dealing with parliament and succeeded in hiding their absolutism. King James I, the first Stuart King of England, subscribed to the doctrine of the divine right of kings and lectured to parliament about it. James wrote “The state of monarchy is the supreme thing on earth” and kings “sit upon God’s throne”. He added that “as to dispute what God may do is blasphemy, so is it sedition … to dispute what a king may do” (N. Barber 2006). Parliament objected to absolute monarchy.
