No Ugandan will be left behind

As Secretary-General of United Democratic Ugandans (UDU) I have received comments about the work we are doing which is appreciated. The National Recovery Plan (NRP) has received high marks as a comprehensive, well thought-out and balanced document with clear action-oriented recommendations. But some Ugandans wonder whether or not this isn’t going to be another document that will be discarded like the ten-point program or benefit a few people. The NPR unlike the ten point program (TPP) will not be discarded. Instead, it will survive and serve everyone for the following reasons.

First, the ten point program though ideally excellent was written out of context of what was happening in the early 1980s. It did not fit into the global neo-liberal development model of structural adjustment that began in the early 1980s. To get international assistance which NRM needed very badly governments had to meet the requirements of structural adjustment program (SAP) which conflicted with those of TPP, causing the TPP to be discarded. The NRP has been written within the context of the new development model of public and private partnership that replaced the neoliberal model in 2009.

Soldiers and protection of the public – lessons for Uganda soldiers

From time immemorial when people as individuals or groups complain or demonstrate, it means that something has been wrong for a while and needs correcting by the authorities. Responsible governments would engage in a dialogue and find a solution. But more often than not this is never done. Instead brutal force is used to silence dissent.

Peasant revolts that engulfed France, Germany, Britain and Russia among others during and after the Middle Ages represented efforts to end their suffering. Instead of dialogue, they were killed in large numbers. Those who survived were told to endure suffering on earth in order to enter the kingdom of heaven. Their children watched and listened and did not like what they saw and heard. They vowed their parents would not die in vain. They continued the struggle with better organization and leadership until feudalism was over. In Africa and Europe individuals like Machal, Mondlane, Tambo, Mandela, Neto, Pankhurst, Lenin and many others watched what was happening to their people or gender. They did not like it and dropped everything including their good careers and wonderful families and began the struggle to change the status quo and make life better for all.

Uganda: stop war mongering, negotiate genuine peace

When people are oppressed and depressed as Ugandans are there is a natural tendency to want to use any means including force to end their suffering and punish those (real or imaginary) that caused them pain. In moments like this they forget to gauge the strength of opponents or determine where they are weakest. They act on the spur of the moment, in a hurry or in anger and forget to organize and strategize properly under able leadership or even to estimate total costs on their side. Sometimes they misread what is happening around them as German peasants did during Martin Luther agitation against the church, hoping he would support their cause. They were wrong and paid a heavy price.

Background to and impact of structural adjustment programs

This article has been written in response to popular demand. The mid-1970s marked the end of the global economic golden age since the end of World War II which was dominated by state intervention primarily to reduce unemployment and maintain a reasonable level of inflation. The government raised enough revenue to cover welfare expenses.

From the mid-1970s the global economy experienced slow growth, high unemployment and rising inflation (stagflation). The oil crises of 1973/4 and 1979 made matters worse leading to a recession in the early 1980s. Instead of applying fiscal and monetary policies such as raising taxes or cutting expenditure which are politically sensitive, governments resorted to borrowing made easy by abundant petro-dollars at low but flexible interest rates or simply printed more money causing high inflation and external debts.

By early 1980s many countries had accumulated so much debt that they could not service. Private lenders pulled back and demanded repayment of the debts. In order to control inflation, interest rates were raised making it even more difficult to borrow on the international markets. Third World countries resorted to borrowing from the International Monetary Fund (IMF) and the World Bank to repay the debts. IMF and the Bank would provide assistance with conditions attached designed to address domestic economic distortions considered to be the main cause of the problem.

Change is coming to Uganda

Change is coming. There is no doubt about that. What is unclear is when and how. Change could come sooner than later as it did in 1979 and 1985 that took the country and new leaders by surprise, calling for preparedness just in case (UDU already has a National Recovery Plan). It could come through violence or peaceful means. Our conclusion that change is coming is based on history lessons and internal dynamics in present day Uganda.

In societies where change has taken place, there was by and large external influence and internal discontent. Regarding external factors, the American Revolution was influenced by the writings of European enlightenment thinkers about liberty, equality, separation of power and Thomas Paine’s advice on independent America. The internal discontent was caused largely by British taxation of Americans without being representation in British parliament. The French Revolution was influenced by European enlightenment writers and French soldiers experience in America’s war of independence which made the Old Regime in their country anachronistic. Internal discontent was generated by the wide gap between the privileged high clergy and nobility who did not pay taxes to the government but taxed commoners for their own use and government revenue. The nobility and the clergy that constituted 3 percent of total population owned 40 percent of total land. The Russian Revolution was impacted by external and internal factors similar to those in France. In Eastern Europe, the influence of Radio Free Europe among others and Gorbachev’s restructuring and openness reforms together with economic failures of socialism generated forces for the 1989 revolutions. Thus, revolutions in America, France, Russia and Eastern Europe were created by external and internal dynamics. What about Uganda?

Resolving Uganda challenges will require partnership and a level playing field

What Ugandans want that has been denied by NRM government is recognized by the international community and the African Union (AU) both of which Uganda is a member. The United Nations Millennium Declaration of 2000 and the African Charter on Democracy, Elections and Governance of 2007 state very clearly what Ugandans are struggling for against stiff NRM resistance. Here is a sample of what we mean.

Regarding freedom that has been denied to Ugandans, the Millennium Declaration states: “Men and women have the right to live their lives and raise their children in dignity, free from hunger and from the fear of violence, oppression or injustice. Democratic and participatory governance based on the will of the people best ensures these rights” Regarding equality that Ugandans do not enjoy, the Declaration states: “No individual and no nation must be denied the opportunity to benefit from development. The equal rights and opportunities of women and men must be assured”. On tolerance that is a very rare commodity in Uganda, the Declaration states: “Human being must respect one another, in their diversity of belief, culture and language. Differences within and between societies should be neither feared nor repressed, but cherished as a precious asset of humanity. A culture of peace and dialogue among all civilizations should be actively promoted”. On respect for nature which has been trampled in Uganda, the Declaration states: “Prudence must be shown in the management of all living species and natural resources, in accordance with the precepts of sustainable development”.

“It is better to reform than to have a political revolution” – lessons for Uganda

During the debate leading up to the Reform Act of 1832, Thomas B. Macaulay a Whig member of British Parliament made a memorable observation: “It is better to reform than to have a political revolution”. The successful 1830 revolution in France sounded a warning about what could happen in England if the middle class and industrial leaders’ demands for participation in the political process were not addressed. The Whigs who won the 1830 general elections “realized that concessions to reform were superior to revolution”. An election reform bill was introduced and became the Reform Act in 1832. The law gave explicit recognition to the changes that accompanied the Industrial Revolution including creation of the working class. The Reform Act of 1832 together with repeal of the Corn Laws in 1846 saved Britain from the 1848 revolutions that swept across Europe. The working class demands that were not accommodated in the Reform Act were taken care of in the second half of the 19th century.

Applauding security forces that protect demonstrators rights and freedoms

Uganda’s men and women in uniform have been reminded that, like their counterparts in other countries, their responsibility is to defend the nation against external invasion and to prevent abuse of citizens’ rights and freedoms by their governments. Demonstrations take place to draw to the attention of authorities that something is wrong and needs fixing. Demonstrations are not about overthrowing governments. Governments get overthrown when they refuse to pay attention to the needs of all the people. For example, in Ethiopia the early 1970s were marked by economic hard times and famine which the government ignored and covered up. People were unemployed and hungry. In 1974 they demonstrated not because they wanted to overthrow the regime. They wanted relief. The government did not respond appropriately. Instead demonstrators were attacked by police. Ultimately, security forces including the military which had remained neutral realized that the government had no intention of helping its citizens. The military joined in and presented its demands which too were not addressed, leading to a bloodless coup in 1974. From time immemorial, security forces have protected citizens when attacked by external and internal forces as the case studies below demonstrate with regard to internal forces.

Religion has pivotal role in Uganda’s development

If the NRM government had done what it promised in its ten-point program, we would not be discussing the role of religion in Uganda’s development and politics. But since 1987 when it launched structural adjustment, the government left economic growth and distribution of benefits to market forces and trickle down mechanism and concentrated on building and consolidating security forces and engaging in regional and international ventures. By 2009 the government realized that the economy and society did not do well under structural adjustment and abandoned the model. Economies in success story countries like South Korea and Singapore grew at an average rate of ten percent for decades with state participation. And economic benefits were shared equitably. In Uganda, economic growth has fallen far short of ten percent. And the benefits have disproportionately gone to the few families that were already rich and are boasting in public, leaving the bulk of Ugandans trapped in absolute poverty, unemployment, sickness, functional illiteracy and hunger. Desperate Ugandans are flocking to their churches in search of relief. Therefore religious leaders have an obligation to act including calling on the government to take appropriate action. NRM government, instead of listening and collaborating with religious institutions to find a lasting solution, has begun accusing them of engaging in anti-government subversive activities thereby dragging them into confrontational politics.
