Southwest Uganda was already a colony when Britain arrived

When Bantu and Nilotic peoples met in northern, eastern, Buganda, Bunyoro and Toro they intermarried extensively and produced new communities and mixed economies of crop cultivation, herding and manufacturing. However, by the time the Nilotic Bahima (and later Batutsi under the new name of Bahororo) entered southwest Uganda (former Ankole district and Rujumbura county of Rukungiri district) they had decided against intermarriage with Bantu people and against allowing Bantu to own cattle as a form of capital accumulation. Nilotic Bahima and Bahororo people who were more powerful militarily but less advanced economically than Bantu chose to colonize the latter. By and large, colonization involves the colonizer depriving the colonized of their properties, disrupting their economic structures and imposing taxes or tribute in exchange for unsolicited law and order or protection.

For easy reference we need to know that before Nilotic people arrived in what later became southwest Uganda some six hundred years ago, Bantu people had developed dynamic and viable economic structures and systems that combined wild hunting, fishing and gathering, crop cultivation, livestock herding (short-horn cattle, goats and sheep) poultry rearing and manufacturing a wide range of products mostly based on iron ore. Food surplus and specialization had permitted the emergence of a ruling class of kings and chiefs or council of elders and a form of centralized governance system and diplomatic relations among different communities. In short, Bantu were civilized.

When you have no land and education you’re finished unless you wake up in time

Undeveloped or underdeveloped societies are characterized by a high degree of illiteracy. These societies therefore depend on land for their subsistence livelihood. As they get educated and develop non-agricultural skills, they move out of land-based activities and shift residence from rural to urban areas. The smart ones, however, keep a piece of land in the countryside just in case. In Uganda land in the countryside has saved many lives during economic and political hard times. When Amin’s government started hunting down the educated in towns, many fled the country while many others retreated to their pieces of land in the countryside where they kept a low profile and survived.

In South Africa, the minority white settlers that had wanted to rule forever decided that the best way to do it was to dispossess the black majority of their land and deny them education. The training that few blacks got was related to their work. For example, drivers were taught how to read road signs. The whites reasoned that it would be dangerous to provide education to blacks in areas where they will never work such as engineering. Blacks were therefore dispossessed of their land and denied education. I have studied the apartheid system in South Africa and written about it. In my first book titled “Critical Issues in African Development” published in 1997, I wrote two chapters on education and land ownership in South Africa.

Time has come to rewrite Africa’s great lakes history

Since the leaked report alleging that Rwanda and Uganda troops committed genocide against Rwanda and DR Congo Hutu in DRC, Rwanda’s Minister of Foreign Affairs and Cooperation and government spokesperson Hon. Louise Mushikiwabo has been talking negatively and discouragingly about rewriting the history of Africa’s great lakes region. In contrast, many believe that the region is and has been unstable precisely because the history of the region was not properly written.

Influenced by European race theories that put a black person at the bottom of the race pyramid and the white person at the top, aristocratic explorers, missionaries and colonial officials in the great lakes region (Uganda, Rwanda and Burundi) credited all the magnificent civilizations they found in the region to Bahima and their Batutsi and Bahororo (Batutsi from Rwanda) cousins whom they described as ‘white’ people who got lost in the region and turned dark because of tropical sunshine. Further, they described them as intelligent, physically attractive and born leaders to indefinitely rule others in the region. On the other hand, Bantus or Negroes (especially Bahutu and Bairu) were described as a race of ugly and unintelligent human beings without leadership qualities and only fit for menial work. They were denied the civilizations they had developed in a region that had been described as part of the ‘Dark Continent’ without a history and civilization.

Crickets and locusts do not fly together

In my culture we have a proverb “ekiharara noruzigye tibiguruka kumwe” which means that a cricket and locust do not fly together. Why? Because crickets fly a short distance and take a break. They also fly at a low altitude. On the other hand, locusts fly a long distance without a break and fly at a high altitude. When the two try to fly together in a long distance race at a high altitude, crickets drop out of the race. Locusts continue to the finishing line and win prizes.

In Uganda, relations between Bahororo and the rest of Ugandans are similar to relations between locusts and crickets. Bahororo (locusts) under the leadership of Museveni started the guerrilla war with a long term plan: to dominate Uganda politics indefinitely. On the other hand, the rest of Ugandans (crickets) especially Baganda and Catholics joined Museveni with a short term plan: to defeat Obote and his Protestant ruling UPC party. They joined Museveni’s guerrilla war and brought Obote down through Acholis in the army in July 1985. The Acholis who had a short term vision: to throw Obote and his Langi tribesmen out of power had no long term plan of holding onto power. Consequently, they were overthrown six months later and Museveni came to power in January 1986.

As I see it – Yoweri Kaguta Museveni

In March 1986, a month after Museveni became president of Uganda, Africa Events magazine published some articles including two by Yusuf Hassan and Yoweri Museveni on Uganda. The two articles are so linked in their messages of hope that they need to be considered together to see the extent to which what they contained has been upheld.

Yusuf Hassan observed that the triumph of the National Resistance Army (NRA) signaled a return to sanity in Uganda, which was ushered in with unlimited joy and jubilation. The NRA conveyed “Its message of a comfortable today and a better tomorrow”. Suddenly there was freedom from fear and instant death. The NRA reintroduced respect for human life, property and democracy. And NRA’s message was loud and clear; “If you kill a citizen, we’ll kill you”. Museveni formed a broad-based government which included all political movements in the country. Hassan concluded by observing that the way the new Ugandan leadership went about its functions bode well for the future of Uganda.

Museveni’s philosophy and mission for Uganda

Yoweri Museveni who is a Nilotic-Muhororo was born in Ntungamo district, some forty miles from Mbarara town in southwest Uganda. Just before becoming president in 1986, Museveni was interviewed by John Nagenda. The interview was published in March 1986 in New African magazine. He articulated his philosophy and mission for Uganda. He has been president for over twenty years and he is running again for re-election to another five-year term starting in 2011.

Yoweri Museveni reported that his movement and army adopted a correct political line based on the philosophy that the people of Uganda are sovereign and anybody who is against the people is an enemy of Uganda. He added that the people of Uganda were united because they have common interests – same problems caused by natural barriers and backwardness due to lack of development hence their desire to act in concert than in conflict. Tribalism and religious conflicts were induced by leadership which pushed artificial interests rather than those of the population.

Ugandans are dancing to NRM music whose composer they don’t know

Recently I had a serious conversation with a fellow Ugandan who is a staunch supporter of the National Resistance Movement (NRM) government under the leadership of President Museveni. I told him that I do not know who sets policy in Uganda since 1986 when the NRM government came to power. I asked him to help me understand the policy making process and the key players. He paused for a while, closed his eyes, ran fingers through his short hair and finally began to talk. He said that Ugandans since 1986 are like people who dance to music without knowing the composer and the meaning of the music until very late. He added that what he was saying was similar to the invisible hand which economists follow enthusiastically until later on when they realize that it did not delivering as expected. I asked him to elaborate on the respective roles of the presidency, cabinet and parliament in policy formulation and key players in each organ.

Why has Uganda become a nation of complaints?

On balance Uganda has been plagued by complaints more than anything else. And what is worrying is that the complaints are multiplying and getting louder with the passage of time. This article will record those complaints from 1962 to the present and attempt an explanation. This article is written particularly for the youth, Uganda’s future leaders, who must find solutions to these complaints.

Uganda as a nation had a rocky start caused by religious wars among Catholics, Muslims and Protestants as well as resistance to colonial rule which was very bloody in some places. With these conflicts over, law and order was restored and important decisions were made that laid a solid foundation for economic growth and social development. The construction of the Uganda railway, the wise decision that Uganda belongs to Ugandans, the realization that good nutrition is a vital component in human development, and the determination, in the 1950s, that industrialization is essential to create jobs, transform Uganda’s economic structure and build forward and backward linkages.

In spite of this promising start, rhetoric was not marched by action and most dreams were not met. On the eve of independence in 1962, the then Secretary General of the ruling Uganda Peoples Congress (UPC) complained, inter alia, that:

Slavery was abolished so too must the epithet of Bairu

Slavery is a condition in which the life, liberty and fortune of an individual is held within the absolute power of another individual. Slavery is derived from slav because Slavs in Europe were frequently enslaved during the Dark Ages (500-1000 AD). Aristotle embarrassingly justified that some people are slaves by nature. In many situations slaves worked long hours from sunrise to sunset and suffered harsh punishment which included lashings, short rations and threats to sell members of the slave’s family. Slavery broke the spirit of many slaves but many others vowed to resist and end it. Slavery generated fear and hate. Because slavery and slave trade were evil, they were abolished during the 19th century and declared illegal.

How did Bantu become Bairu (slaves)?

John Hanning Speke wrote in his book titled The Discovery of the Source of the Nile (1863 and reprinted in 2006) that Bahima imposed the epithet (term of abuse) of Bairu or slaves on Bantu people they found in the areas bordering on Lake Victoria. Bahima imposed the epithet of Bairu because Bantu people had to supply food and clothing to Bahima masters. Subsequent extensive intermarriages between Bahima and Baganda, Bahima and Banyoro and Bahima and Batoro produced new communities of mixed farmers ending the master/slave relationship in Buganda, Bunyoro and Tooro.

Bahima were painted a picture opposite of who they actually are

In geography we were taught to match what we read with what was on the ground. Besides reading widely, we studied maps, interpreted areal photographs and conducted field visits. I carried with me the geography methodology of matching reading with observation into the history subject. The history I read about Bahima (read Batutsi, Bahororo and Banyamulenge as well because they are cousins and behave the same) did not match what I knew about them. I grew up, studied and worked with them.

Because of racial theories aristocratic Europeans had concluded that black people (Negroes) were intellectually inferior to have a civilization or history of their own. Without history Africa was a ‘Dark Continent’. The first Europeans to visit what later became Uganda were from aristocratic families. They were shocked to find sophisticated civilizations. Instead of admitting that they were wrong about black people and give them credit for the civilizations they found, they decided to ‘invent’ Europeans who would be credited with that remarkable history. They looked around and found Bahima who looked like Europeans physically. They concluded that Bahima were of the white race and responsible for these civilizations.
