The causes and outcomes of the French Revolution

The article has been written upon request to provide an easy-to-read account of what caused the French Revolution and its consequences focusing on those areas of relevance to today’s Uganda. Because of this narrow scope, the coverage will be selective. The revolution was a manifestation of what had been going on for many years dating back to the death of Louis XIV in 1715. He left the country saddled with financial difficulties because of expensive wars and extravagant lifestyle at his royal court. Louis XV and Louis XVI made the situation worse, undermining and ultimately causing the Old Regime to be abolished during the French Revolution of 1789-99. The enlightenment thinkers’ ideas and American Revolution influenced and enhanced the course of events.

In Europe the 18th century was characterized in large part by radical intellectual thinkers known as philosophers who challenged the way people thought about government and society dominated by tyranny, injustice, superstition and intolerance. They wanted a world based on reason, tolerance and equality and in which people knew their rights and freedoms. They railed against moral decadence and inequality. They pointed out that man had been born free but was in chains everywhere. The philosophers examined the shortcomings of royal absolutism and called for limited monarchy, separation of powers between the executive, the legislature and the judiciary as well as representative government. They underscored that if the contract between the people and the government had been breached the people had the right to remove that government from power. These ideas contributed to the American Revolution which, in turn, had a direct influence on the French Revolution.

NRP won a ‘Gold’ medal at UDU Boston conference

Under the overall theme of “What is Acceptable in a Free and Democratic Society”, the first conference of United Democratic Ugandans (UDU) took place at Boston College (USA) on October 8, 2011 – on the eve of Uganda’s independence anniversary. The National Recovery Plan (NRP) was presented as an alternative to the failed policies of NRM, noting that since the official termination of the failed structural adjustment program (SAP) the government is at a loss about what to do next. The National Development Plan adopted in 2009 to replace the abandoned structural adjustment program has not taken off yet.

Without exception all commentators in formal and informal conversations praised the NRP for its high quality and relevance to Uganda’s current situation. The question was “What are the next steps”.

Ugandans need to practice what they preach

As a researcher I have interacted with many Ugandans at different social levels. All want children to do better than their parents. All want to be treated with respect. All those opposed to NRM want unity to succeed etc. However, the surprising part is that there are very few people acting individually or collectively through institutions that practice what they preach.

Look at the NRM government. It has preached modernization of agriculture but practiced very little. It has preached industrialization of Uganda but in practice the country is de-industrializing. It has preached environmental protection and sustainable management of natural resources but is threatening to give away a portion of Mabira forest for sugarcane plantation. It has preached good education in quantity and quality but cannot even provide lunches that keep children in primary school and make them perform better especially girls.

In rhetoric many Ugandans – married or not – feel that Uganda’s population is growing fast and needs to be controlled, but very few are willing to practice birth control. They feel their ‘neighbors’ should do so first.

I have followed closely Museveni’s statements at home and abroad. When he began his presidency, the focus of his statements was on ending the suffering of the people of Uganda. He stressed at international conferences and summits that his government was interested in eradicating poverty, not reducing it. Uganda would be an industrialized nation within fifteen years with middle class citizens. He had no doubts about that. He used strong sound bites like metamorphosis and fundamental change to convey his message that he was a new leader on the block. He wanted every Ugandan to eat balanced diet, dress well including shoes, get quality and relevant education and healthcare and find a remunerative job in decent working conditions. He emphasized environmental rehabilitation and sustainable management and ordered his staff into action. He underscored processing of Uganda’s raw materials to add value and increase product longevity as a strategy to economic independence. Uganda would pursue a non-aligned foreign policy, establish good neighborly relations and fight for human rights around the world. And the world applauded.

Democracy that doesn’t serve the people will eventually fail

Democracy that is based solely on elections regardless of whether they are free and fair will eventually fail;

Democracy that keeps the same party and leaders in power election after election will eventually fail;

Democracy that revolves around one all-powerful leader will eventually fail;

Democracy that sends its brightest and /or experienced citizens into exile and then harasses them there will eventually fail;

Democracy that is based on economic growth and per capita income regardless of how the benefits are shared among the citizens will eventually fail;

Democracy that is underpinned by security forces and safe houses will eventually fail;

Democracy that permits corruption, sectarianism and cronyism to thrive will eventually fail;

Democracy that is based on loyalty rather than competence will eventually fail;

Democracy that is not transparent and accountable to the people will eventually fail;

Democracy that defines security in national defense terms and forgets other kinds of security will eventually fail;

Democracy that does not permit freedom to assemble, associate and express opinion against the government will eventually fail;

Democracy that presides over crumbling institutions, infrastructures and systems will eventually fail;

What can Uganda learn from the collapse of the Romanovs’ dynasty?

The political developments in Uganda are worrying and could end up in another bloody confrontation if common sense does not prevail at home and abroad. In order to find a lasting solution one has to identify the root cause of the problem like a good medical doctor does before prescribing medication. Pointing out the cause of the problem in Uganda has made some readers uncomfortable who have resorted to using uncalled for language to intimidate and silence the author because they do not want to hear the truth that may force them to accommodate others. These are Ugandans that believe in winner-take-all. Those Ugandans who harbor the notion that they were born to rule others in perpetuity are mistaken and are on the wrong side of history which does not entertain such notions. In Europe those who believed in the divine right of kings were defeated. And in societies where leaders in government and opposition compromise political problems are resolved peacefully resulting in stability, economic development and improvement in the standard of living of all. On the other hand in those societies where leaders are autocrats (rulers who hold absolute power over societies) and resist change the end result is a sad one, sometimes even tragic. The story of the Romanovs is an illustration of the latter.

What lessons can Uganda learn from the French Revolution?

Uganda has entered a phase of intense debate about its future which is commendable because everyone has a chance to express their opinions provided it is done in a civil manner (threats and calling names are counterproductive) to produce constructive outcomes for every Ugandan. As the debate continues it may be useful to draw lessons from history because what Uganda is going through is not new. Conflicts between governors and the governed over political, economic, social, cultural and spiritual matters have happened before. The French Revolution (1789-99) seems a good place to start. As you read the following paragraphs try to see if there are similarities to what is happening in Uganda.
