Western economic and political models have failed in Uganda

The collapse and abandonment of structural adjustment in 2009 and the disastrous February 18, 2011 presidential and parliamentary elections have demonstrated beyond a shadow of doubt that the two western models have no place in Uganda’s political economy. How did it all begin?

In 1981 the revenue starved government of Obote was forced to sign a structural adjustment agreement with the IMF in order to open the door for other donors to enter and support Uganda’s development efforts. The agreement had stiff conditionality including a balanced budget and low inflation. A combination of drought and guerrilla war necessitated deficit financing slightly above the ceiling agreed with the IMF. The latter would not budge and withdrew support at such a critical moment. IMF action meant that the door was shut to other donors because agreement with IMF is a prerequisite for foreign aid. Therefore, other donors had to leave or reduce support to humanitarian activities. Under the pretext of excessive human rights violations, the World Bank pulled out as well.

Lack of resources to meet the needs of the public and armed forces and other aggravating factors led to a split in the armed forces and a discontented population. Consequently, Obote’s government was overthrown in July 1985 by a section of the national army.

The struggle in the Gt. Lakes region is between poverty and wealth

I have defined the Great Lakes region to include southwest Uganda (former Ankole and Kigezi districts), Burundi, Eastern DRC (North and South Kivu) and Rwanda. Since interaction between the two ethnic groups of Bantu and Nilotic peoples, the region has been characterized by ethnic conflicts of so-called Bantu agriculturalists and Nilotic (Tutsi) pastoralists. Bantu designation of all people in southwest Uganda is a linguistic convenience because Bairu and Batutsi are ethnically very different. Tutsi are Nilotic people that originated in South Sudan (not Ethiopia as originally thought) home also of Nubians, Acholi and Dinka, etc. Bairu and Bahutu are Bantu people that originated in the Cameroon and Nigeria border.

The Nilotic pastoralists or Batutsi entered the region around the 15th or 16th century poorer and less civilized than the Bantu people they found there. They adopted Bantu language, names and culture (the Tutsi title of mwami or king was originally Hutu’s). Batutsi resisted intermarriage with Bantu people: occasionally a prominent Mwiru or Muhutu man would be given a Tutsi woman to marry and then the man would be tutsified and join the social Batutsi club as a junior partner and abandon his ancestral people thus depriving Bantu of capable leaders. This was a tool of Tutsi dominating non-Tutsi people. These were politically-induced and arranged marriages, not through love. Batutsi have many distinct characteristics.

Western leaders should not wait until Uganda starts to burn

There is increasing political, economic, social and ecological evidence that Uganda is heading for a deadly collision between the rulers and the ruled. It appears that Uganda leaders and development partners have not learned from Uganda’s history since the 1960s.

The second half of the 1960s was characterized by a serious political and constitutional crisis that paved the way for the 1970 military coup that brought Amin to power. Amin destroyed the country demographically (over three hundred thousand dead), professionally, economically and socially hoping that he would silence dissent and rule for life. He even invaded a neighboring country to consolidate support at home. Amin’s atrocities resulted in a war with Tanzania and Uganda rebels that left many parts of the country devastated.

The 1980 general elections were won by Uganda Peoples’ Congress (UPC) led by Obote and certified legitimate by international observers (based on ‘prevailing circumstances’). The verdict was rejected by opposition parties. A few groups unhappy with the democratic process took to the bush and waged a very destructive five-year guerrilla war forcing a section of the national army to topple the government in July 1985 which was six months later removed from power by guerrillas led by Museveni.

Museveni must be having sleepless nights

Well placed people in Uganda and abroad who have watched Museveni’s rapid rise believe he has reached the top of a hill and has begun riding down a steep, winding and slippery road in a poorly maintained vehicle with unreliable brakes.

Museveni has had four reliable allies: western powers; Baganda and Catholics; NRM; and security forces. Museveni received strong western support for his willingness to implement the unpopular structural adjustment program (SAP) and to serve as a surrogate for one western group in the Great Lakes geopolitics. IMF and the World Bank wanted a place with a bold leader to develop structural adjustment into a development model for developing countries. Uganda was that place and Museveni was that bold leader who would not tolerate complaints about the harshness of SAP.

Western bias has undermined human security in the Gt. Lakes Region

The great lakes region of Africa including DRC, Rwanda and Uganda is one of the richest, if not the richest, region in the world. It has natural resources in diversity and abundance and many resilient, intelligent and hard working people. In spite of these attributes, the region has some of the poorest people in the world.

Before slave trade and colonialism, Bantu people in east and central Africa had developed economic and political systems and institutions that ensured human security. Bantu groups such as Ganda, Nyoro, Kongo, Luba, Lunda and Rwanda had established great kingdoms (The World Book Encyclopedia 1983) which ensured human security through law and order, food security and respect for human dignity for all Bantu peoples. All these developments and civilizations were undermined by the arrival of Europeans through slave trade, colonialism and bias against Bantu people. Slave trade took place in all parts of the great lakes region. The introduction of European weapons and hunting human beings caused too much damage in demographic, economic and social terms.

Uganda: Rich country, impoverished people

In many ways, Uganda is like the Democratic Republic of Congo (DRC). It is a country that was created by the British for ruthless exploitation to benefit the mother country. Following Lord Frederick Lugard’s and Winston Churchill’s visits to Uganda and their appreciation not only of the beauty of the country, fertility of soils, plenty of rainfall and abundance of water in rivers and lakes, moderate climate, a unique biodiversity system and above all, it’s dynamic and innovative people – ‘the Chinese and Japanese of Africa’ – a decision was taken that Uganda would become a center for producing tropical commodities that would feed Britain and the rest of the world.

Reports from travelers, missionaries and explorers are unanimous about communities that later formed Uganda in 1894. They produced a wide range of food crops, herded livestock (cows, goats and sheep) and kept poultry, manufactured a wide range of products of good quality and traded surplus in local and regional markets in eastern and central Africa. Specialization according to ecological comparative advantage (fisheries, herding, manufacturing and crop cultivation) increased productivity and total production. At family level, there was a complementary division of labor. Men cleared fields, hunted for game meat, tended livestock, built houses, carried crops from the field to the homestead and defended the family while women sowed, weeded and harvested crops, cooked, cared for the home and tended to children. Domestic foodstuffs were supplemented by a wide range of wild fruits and vegetables and wild game. These pre-colonial communities enjoyed a comfortable standard of living and accumulated capital. All this changed after Uganda became a British territory through destructive ‘pacification wars’ especially in Bunyoro Kingdom.

“Let us call a spade a spade”

When President Museveni announced a day of prayer for Uganda which is at a political, economic, social, ethnic and ecological crossroads, it reminded me of what a Congolese man told me when we met in Goma, eastern DRC while on a mission in the Great Lakes region at the start of 2010. He introduced himself as Bosco, a business man in Goma. He told me that Congolese have flocked to churches in search of a solution to their problems, noting that while prayer is necessary it is not a sufficient condition.

Because he attended one of the meetings we held where I introduced myself and my nationality, he spoke to me in Swahili, a common language in eastern DRC introduced by Swahili slave traders. However, realizing that I had difficulties in my responses, he quickly switched to English which he spoke fluently. Let me reconstruct what he said in order to share his views with a wider public.

Why Uganda is in deep trouble

When people engage in human sacrifice, excessive alcohol consumption, unprecedented domestic violence; when men abandon their families, citizens commit suicide, the vulnerable are taken advantage of, security guards arrange to steal property they are guarding, neighbors demand payment to push your car out of a ditch, girls are afraid to go to school for fear of being molested, people attend public functions to steal or cause trouble; when some officials are paid to attend meetings but do not show up in conference halls; officials blame unemployment and poverty on laziness and drunkenness, leaders mislead their people, progress is measured in the number of vehicles in towns, the number of international conferences hosted and officials react to evaluation of their performance by development partners rather than their citizens, then you know there is trouble. I could go on. Uganda has undoubtedly reached this level.
