Feudalism or federalism for Uganda

There is a struggle between Ugandans in favor of feudalism and those in favor of federalism.

Feudalism is an economic and social system of lords or kings, knights (soldiers) and serfs (peasants). It dominated European medieval period but has occurred in other societies like pre-colonial Rwanda. The center of feudalism was the king who was also a warrior supported by knights. The king centralized power in his court and owned the land which he used to compensate knights for military service. The grant of land to knights was called ‘feud’ or ‘fief’ hence feudalism.

Feudalism was marked by hierarchy of rank (lords, knights and serfs). “In fact, feudal society was marked by a vast gulf between the very few, very rich, great landholders and the mass of the poor who worked for the profit of the nobility” (Robert Stewart 2002).

Federalism (which is federo in Luganda) simply means sharing power between central and provincial or local governments, giving the latter constitutional authority to plan their development according to their endowments, history and culture.

In Uganda the group led by Yoweri Museveni is trying to solidify feudalism with Museveni as the lord with full power to dish out land to his top ranking soldiers in return for military support reminiscent of medieval Europe.

When a leader blames others: M7 and the New Year message

This is what a good leader does. When things go well, he/she shares credit with his/her team. When things go wrong the leader takes full responsibility.

In Museveni’s Uganda things are done differently. When Uganda was described as star performer in structural adjustment program; when Uganda was congratulated for confronting HIV & AIDS boldly and when Uganda was praised for its efforts to bring about peace and stability in the Great Lakes region, President Museveni took all the credit. He attended all the Summits at the United Nations in New York and G8. He spoke with confidence that Uganda would end poverty and suffering and would become an industrialized nation within fifteen years. And nothing would stop Museveni in these endeavors.

When things turned sour, Museveni has blamed everyone but himself. He is known for blaming Ugandans as lazy and drunkards, blaming Ugandans as empty tins, idiots and bankrupt. He has blamed opposition groups for sabotaging NRM worthy efforts, civil servants for incompetence and corruption although he is the one who appoints and promotes them. He has blamed development partners for donating insufficient funds and foreign experts for giving wrong advice. He has blamed slowdown in economic growth on external factors including weak developed country markets and “Acts of God” beyond NRM control. His New Year message is a repeat of what Museveni does when things have gone wrong.

Uganda: complicated birth; difficult upbringing

Uganda, the size of the United Kingdom, was born after a complicated ‘pregnancy’ following the Berlin conference; border adjustment negotiations among the United Kingdom, Germany, Belgium and France; religious and colonial wars that left some parts devastated. The outcome was compression into one country of segments of society with different cultures, hostile neighbors, different government systems and levels of economic and social development. Indirect rule using former oppressive chiefs over their subjects and employment of Baganda advisers to other parts of Uganda complicated the situation. Buganda was rewarded with territory taken from Bunyoro for cooperation in subduing the latter, a deal that Bunyoro never accepted. Through the 1900 agreement, Dundas reforms of 1944 and the 1955 agreement, Buganda was accorded a status of a state within a state. Because of various local administration ordinances, the colonial administration introduced a strong decentralized government system at provincial and district levels at the expense of central administration. Collaboration between colonial administration and the Protestant Church at the expense of Catholic and Muslim Faiths also created complications.

Differences between NRM and UDU development priorities

There are sharp differences between NRM and UDU development priorities.

1. For NRM urban and export-oriented economic growth and earning hard currency come first. This is a top-down approach where the people come last through a trickledown mechanism which sadly has not worked since it was introduced in 1987. Furthermore, NRM policy has focused on services in urban areas especially Kampala and its vicinity generating 70 percent of Gross National Income (GNI) with a population of less than 2 million out of 34 million Ugandans. NRM policy is designed to service external markets with food and raw materials first. For UDU Ugandans come first. The majority of Ugandans (over 85 percent) who are poor and unemployed live in rural areas. UDU will therefore formulate a bottom-up and pro-poor economic growth program based on agriculture and rural development (agro-processing, infrastructure such as roads – focusing on constructing permanent bridges with central government support – and affordable energy) thereby serving the people first and directly. In contrast to NRM food production will meet the needs of Uganda first and surplus will be exported to neighboring countries and beyond. With planned increased productivity, Uganda will have enough food for domestic consumption and increase exports. Under NRM policy food exports have undermined supplies for domestic consumption especially of proteins which are exported in beans and fish. Eating non-nutritious foodstuffs such as cassava and maize has resulted in neurological disabilities and insanity, undermining human capital formation.

The Church and social justice in Latin America – lessons for Uganda

We are taught that the earth was created with enough resources to be shared fairly so that everyone meets basic human needs of food, clothing, shelter and healthcare through the instruments of equal opportunity, education and employment. In reality justice or fairness has not occurred. Through various imperfections resource allocation has been skewed in favor of a few at the expense of the many, leading to social injustice and a failure to eradicate poverty. To achieve justice, communities at national and international levels need to address the issues of basic needs, personal dignity, solidarity and social structures as called for in Christian writings on Justice and peace (Joseph Stoutzenberger1987). The Catholic Church has been one of the leading champions in promoting a just world. As early as 1891, Pope Leo XIII stressed the rights and conditions of workers.

The causes and outcomes of the French Revolution

The article has been written upon request to provide an easy-to-read account of what caused the French Revolution and its consequences focusing on those areas of relevance to today’s Uganda. Because of this narrow scope, the coverage will be selective. The revolution was a manifestation of what had been going on for many years dating back to the death of Louis XIV in 1715. He left the country saddled with financial difficulties because of expensive wars and extravagant lifestyle at his royal court. Louis XV and Louis XVI made the situation worse, undermining and ultimately causing the Old Regime to be abolished during the French Revolution of 1789-99. The enlightenment thinkers’ ideas and American Revolution influenced and enhanced the course of events.

In Europe the 18th century was characterized in large part by radical intellectual thinkers known as philosophers who challenged the way people thought about government and society dominated by tyranny, injustice, superstition and intolerance. They wanted a world based on reason, tolerance and equality and in which people knew their rights and freedoms. They railed against moral decadence and inequality. They pointed out that man had been born free but was in chains everywhere. The philosophers examined the shortcomings of royal absolutism and called for limited monarchy, separation of powers between the executive, the legislature and the judiciary as well as representative government. They underscored that if the contract between the people and the government had been breached the people had the right to remove that government from power. These ideas contributed to the American Revolution which, in turn, had a direct influence on the French Revolution.

2011 was a troubling year for Uganda

Twenty eleven was a year in which, inter alia:

1. “The Pearl of Africa” fell and faded again at home and abroad;

2. The costs of elections exceeded benefits;

3. Graduates from Dar es Salaam eclipsed those from other universities in strategic areas;

4. Corruption became so rampant that cabinet ministers and senior officials pointed a figure at the source;

5. NRM government demonstrated insensitivity and non-caring for Ugandans in the midst of unprecedented high prices, youth unemployment, poverty and collapse of institutions that made Ugandans proud like Mulago national referral and teaching hospital;

6. NRM dangerously drove the East African economic integration and political federation bus with a potential for permanently changing the demographic map of Uganda;

7. The economy of Uganda became unhinged reflecting NRM’s failure to adjust to a shift from pure neo-liberalism to public-private partnership;

8. Bahororo ruling clique in the NRM tightened its hold on power and is preparing the young generation to take over and continue to implement the 50 year master plan to be realized by denying other Ugandans access to good education, good and strategic jobs and resources resulting in mass poverty, vulnerability, powerlessness and voicelessness in the political, economic and social arena. Lack of opposition in Uganda, collaboration with Rwanda and possibly Kenya will pave the way for realizing the Tutsi Empire dream in the Great Lakes region disguised as East African political federation with Museveni as the first head;

Uncaring and iron fisted M7 faces wrath of the nation

It is known that when people are hungry and/or feel they are unfairly taxed or neglected, they get cranky. And when they do they rebel, making governments uncomfortable including the government of Uganda right now.

Museveni came to power in 1986 promising to end the long suffering of Uganda people through democracy, rule of law and equal development opportunity. He declared that the people of Uganda were sovereign and his government would be their servant. He also indicated he would step down and focus on pan-African issues as soon as the security situation improved. He called on the nation for support as he put the house in order. And support he got!

As soon as he felt fairly secure, Museveni began to behave more like a conqueror and dictator than a liberator. Earlier he had talked about different races in southwest Uganda, implying superior and inferior tribes. In 1992 Museveni convened a meeting of Bahororo (considered a superior race) at his Rwakitura country residence to map out how to dominate Uganda politically, economically and militarily for at least fifty years.

Uganda must end rule by force and foreigners

Uganda which is blessed by human and natural endowments has failed to develop because of conflicts and foreign interference going as far back as the interaction of different ethnic groups in what later became Uganda (for example, Arab slave traders with European weapons helped Bahororo to defeat indigenous peoples in southwest Uganda). Slave trade, religious, regional, colonial and post-colonial wars created animosities that have torn the country apart and the situation is getting worse under Museveni. Instead of creating a foundation for peace, stability and prosperity for all, we are engaged in zero-sum games. Trust among Ugandans has dissipated as state informers have penetrated every aspect of our being. We are even beginning to get scared of our own shadows (I am confident that out of this fear will emerge courage to liberate ourselves).

The king of Buganda invited European missionaries because he was afraid of Muslim influence coming from the east and the north of his kingdom. He thought different religious groups would neutralize one another and leave him alone to govern his people in peace. Within a short time the three groups (Muslims, Protestants and Catholics) were at each other’s throat and fought one another and together or separately fought and forced the king into exile in Seychelles. When Protestants and Catholics turned on each other, Captain Lugard stepped in on the Protestant side and helped defeat Catholics. The Protestants since then (until Museveni came to power with Catholics in 1986) worked closely with the colonial administration to promote their interests at the expense of Muslims and Catholics.
