Revolutions succeed when the people are galvanized

There is sufficient evidence in time and space to confirm that when people are sufficiently galvanized and fully understand the causes of their pain, and who is benefitting from their sweat, they will revolt spontaneously. They only need a spark such as the enforcement of poll tax in England that led to a countrywide spontaneous revolt in 1381. In Rwanda, the Social Revolution of 1959 was sparked by Tutsi youth assault on a Hutu sub-chief. The introduction of Afrikaans in Black schools sparked student unrest that enhanced the demise of apartheid system in South Africa. The eviction of a dissident priest from his residence sparked a revolution that ended communist rule in Romania.

Galvanization of people takes place inside and outside the country. Archbishop Desmond Tutu galvanized Black South Africans from home. Oliver Tambo did so in exile. Civic organizations such as Solidarity in Poland and Charter 77 in Czechoslovakia galvanized their citizens from home. Radio Free Europe made a significant contribution to the 1989 Revolutions in Eastern and Central Europe from outside. In turn, the 1989 Revolutions influenced the introduction of multi-party politics in Africa.

In Uganda religious leaders can make a difference

Our doctrine is that Ugandans will liberate themselves from Museveni’s military dictatorship and the NRM failed system via a wide range of instruments including mass media and collaboration with religious leaders. The international community is called upon to level the playing field as Ugandans embark on a journey to freedom through peaceful demonstrations which are an integral part of our human rights including the right to self-determination and crafting a governance system that accommodates specific interests. That the European Union and Commonwealth observer teams concluded that the February 18, 2011 presidential and parliamentary elections were ‘not free and fair’ is a commendable beginning.

From time immemorial religious leaders have played a vital role (and some of them paid a heavy price) in easing the suffering of people meted out by their leaders. For example, John Ball a follower of John Wycliffe contributed tremendously through speeches and writing (e.g. “All men by Nature Were Created Alike”) in support of English peasants that had suffered exploitation. The peasants revolted in 1381 resulted in the abolition of the poll tax imposed in 1380 which sparked the great revolt.

Silencing victims is double violation of human rights

People tell or write stories to record experiences and draw lessons for others to emulate or to avoid. History is being repeated in parts of Uganda and extended to the rest of the country in subtle ways difficult to understand. Some leaders in the NRM government took advantage of the victory euphoria and introduced laws like anti-sectarian to silence those who had grievances of a sectarian nature, violating their human rights twice (exploiting them and then denying them the right to speak). As Bahororo in the country with their epicenter in Ankole and Rukungiri consolidate their political, economic and military dominance in Uganda, it is important for Ugandans to understand what is in store for them. Those who disagree with the story, feel free to rebut but in a civil manner.

Bahororo are Nilotic people and Batutsi from Rwanda. Their defining characteristic is that they adopt local names and local languages but men do not marry from other tribes so they have remained Nilotic. They avoid marrying women from other tribes principally to keep secrets to themselves. They also fill sensitive and strategic public positions with Bahororo people. Because of their extensive network, they know where these Bahororo are outside of Ankole and Rukungiri and outside of Uganda. Because of careful camouflage, it is difficult to know who Bahororo people are. You have to construct the family tree.

Mismanagement similarities between Mobutu and Museveni

As a citizen of Uganda I have followed developments in that country since Museveni shot his way to power in a military coup of January 1986 with external backing. As a researcher on the Great Lakes Region I have studied Zaire (now DRC) under Mobutu who also shot his way to power in a military coup of November 1965 with external backing as well.

There are similarities between the two presidents in initial domestic and external popularity, efficient management of the economy and society during the early years of their rule, participation in expensive international events and increasing authoritarianism and mismanagement largely through corruption and disproportionate spending of public money on themselves, their families, relatives and staunch political supporters (kleptocratic elite).

Yet the international community insisted until 1990 that without Mobutu there would be chaos (witness the famous title of a book “Mobutu or Chaos”) and up to the present (2010) the international community is still insisting albeit in subtle ways that Museveni is irreplaceable. Remarks by visiting dignitaries from multilateral and bilateral institutions including British ministers and experts and lavish allocation of donor money on Uganda confirm strong support for President Museveni. This conclusion cannot be denied because it is obvious. Let us begin with an assessment of Mobutu who came to power earlier than Museveni.

Similarities in suffering between Rujumbura’s Bairu and Indigenous peoples

The indigenous peoples from all over the world are meeting (April 2010) at the United Nations headquarters in New York City. For the last six years I have attended their meetings. I have listened carefully to their stories and read their publications. Their common theme has been land that has economic and spiritual value. They are therefore trying to hang on to what is left and to utilize it according to their priorities. But they are facing daunting challenges from global demands. Their stories about the negative impact of losing their land are similar to what Rujumbura’s Bairu are experiencing as they lose more land to newcomers. I will compare the experiences of the two groups, draw conclusions and propose corrective actions.

The story of Indigenous people in the Great Lakes Region

Before Bantu-speaking people arrived in the area some 3000 years ago, the Great Lakes Region was occupied by indigenous people (the term ‘indigenous’ has not been accepted by governments in the region because it is considered divisive and the term ‘Pygmy’ has been rejected by indigenous people because it has derogatory meaning). For the purpose of this article, I will use indigenous people for lack of a better term.
