Can Batutsi problem be solved peacefully?

After he was sworn in as president of Uganda on January 29, 1986, Museveni addressed the nation and the world. In the middle of his address, he made a historic remark: “There is in philosophy something called obscurantism, a phenomenon where ideas are deliberately obscured so that what is false appears to be true and vice versa. We in the NRM are not interested in the politics of obscurantism [hiding things]: we want to get to the heart of the matter and find out what the problem is. Being a leader is like being a medical doctor. A medical doctor must diagnose his patient’s disease before he can prescribe treatment” (Y. K. Museveni 1989). I couldn’t agree more. Sadly, Museveni hasn’t practiced what he preached on that day of January 29, 1986. He has hidden his true motive which is to take care of his Batutsi people in the Great Lakes region through creation of a Tutsi Empire where Batutsi will impoverish, dispossess, marginalize and dominate the rest. We have already experienced much of it in Uganda.

How Museveni has used the West to pursue the Tutsi Empire dream

Museveni’s life and energies at least since the early 1960s have been devoted to resurrecting Mpororo kingdom and expanding it into a Tutsi Empire initially in the Great Lakes region of Africa, explaining in large part why Ankole kingdom was not restored as it would interfere with Bahororo/Tutsi Empire project. Although they lost territory when Mpororo kingdom disintegrated around 1750, Bahororo (Batutsi people of Mpororo kingdom) wherever they went including back to Rwanda (it is believed Kagame like Museveni is a Muhororo subject to confirmation, perhaps explaining why Rwanda kingdom was not restored) tenaciously clung together (Karugire 1980) by resisting intermarriage with other ethnic groups hoping that someday their Mpororo kingdom would be resurrected.

In preparation for Uganda’s independence, Bahororo in Ankole demanded a separate district but Bahima rejected the idea. Museveni was old enough to witness the mistreatment of Bahororo by Bahima. At the same time Batutsi of Rwanda including Bahororo suffered a double defeat through the social revolution of 1959 and pre-independence elections leading to independence in 1962.

Museveni is unlikely to step down voluntarily or through the ballot box

Yesterday, July 2, 2012, I wrote an article appealing to Ugandans to come together quickly and save Uganda from Museveni’s notion of metamorphosis or complete overhaul. Museveni prepared step by step what he wanted to achieve including sending messages or making observations in the form of questions after he has stated his view for those who cared to know where he was headed. For example, in his interview with John Nagenda shortly before he became president Museveni through a question posed by Nagenda (perhaps with Museveni’s encouragement) made a statement to the effect that there are two races in western Uganda – Ugandans of the white race (Museveni’s race) and Ugandans of the black race although both races speak Lunyankole language. He sent a convoluted message about white superiority and black inferiority. But his supporters including those in Ntungamo district have made it clear who is who and who deserves what in Uganda.

Museveni needs to reshuffle his administration and bring in new blood

News about Uganda is very depressing and has damaged our national pride, reminiscent of Amin’s days when Uganda was defined as a failed state with a dictatorial regime as now. Wrongdoing cannot be hidden any more thanks to advanced technology. Images of sleeping government leaders and advisers when the president was presenting the State of the Nation address (and it happened last year) have raised questions as to whether that is the best team he can find among 34 million Ugandans. Many Ugandans are convinced beyond any shadow of doubt that Uganda is in a political, economic, social, moral and environmental crisis, no matter what NRM government officials and friends abroad may say. That is not the team that will pull Uganda out of its endemic difficulties including unemployment, poverty and environmental decay. This is the moment when we ought to collectively put our heads together and find a lasting solution. Leaders who ignore the views of others and insist on governing by divine right cause harm to themselves and their nations as history has taught us.

Abuse and Exploitation of Women under Museveni’s Regime

When Museveni went to the bush in 1981, supposedly to fight for the restoration of democracy and human rights in Uganda, most Ugandans naively believed his political rhetoric. In fact some of his original fighters in the bush and throughout the war were women. For the first time in the history of Uganda women believed they had a political ally to advance their cause and protect their rights. The administrative structure set up by NRM soon after the war seemed to vindicate the erroneous conclusion that NRM, and Museveni as a leader in particular, was a progressive leader committed to the promotion of women’s rights. On each level of the Resistance Councils established after the war there was a position for a women’s representative. In parliament each district has a female representative. All this has turned out to be window dressing.

However, as history has unfolded and displayed the true colors of NRM and its leader Yoweri Museveni, the picture we get is one of a leader who exploits women for his selfish political purposes rather than advancing the interests of women. In some cases cited below women have been humiliated and grossly abused beyond imagination.

When a president refuses to feed children, Uganda should demand answers

We have a president who came to power in 1986 advocating what Ugandans wanted to hear and he said it all loud and clear. He said that under his brief administration (because he had more important things to do at community and Pan-African levels) he would end the suffering of all Ugandans children included. In his eagerness to drive the point home, he blamed all previous regimes for failure to take good care of the people of Uganda. The welfare of children was a recurrent theme in his speeches as was the empowerment of women including through reduction in maternal mortality. One of the themes he stressed with implications on children was food and nutrition security. He talked clearly about balancing agricultural production for domestic consumption and export markets. Museveni knew that all parents regardless of their status want good education and health for their children. And he knew that they know that children need to feed adequately in order to study well and stay healthy. So when Museveni talked about the welfare of children including good education, healthcare, decent shelter and clothing including shoes and food and nutrition security he endeared himself to the people of Uganda particularly women who take care of children most of the time.

In Uganda religious leaders can make a difference

Our doctrine is that Ugandans will liberate themselves from Museveni’s military dictatorship and the NRM failed system via a wide range of instruments including mass media and collaboration with religious leaders. The international community is called upon to level the playing field as Ugandans embark on a journey to freedom through peaceful demonstrations which are an integral part of our human rights including the right to self-determination and crafting a governance system that accommodates specific interests. That the European Union and Commonwealth observer teams concluded that the February 18, 2011 presidential and parliamentary elections were ‘not free and fair’ is a commendable beginning.

From time immemorial religious leaders have played a vital role (and some of them paid a heavy price) in easing the suffering of people meted out by their leaders. For example, John Ball a follower of John Wycliffe contributed tremendously through speeches and writing (e.g. “All men by Nature Were Created Alike”) in support of English peasants that had suffered exploitation. The peasants revolted in 1381 resulted in the abolition of the poll tax imposed in 1380 which sparked the great revolt.

Museveni has to be flexible to save Uganda

Museveni as Uganda leader has to recognize before it is too late that Uganda belongs to all of us. His notions that Uganda is his because he fought and won and that he cannot be thrown out of the house like a chicken should be dropped without further delay. He is not going to keep the opposition out in the cold forever because the laws of nature do not work that way. Museveni knows how it feels to be kept out of government by illegitimate means. He went to the bush to change all of that. But he has since 1996 done exactly what he opposed and caused him to fight a five year destructive guerrilla war on somebody else’s territory mostly in Buganda without commensurate compensation. He should not for a moment think he has monopoly to wage war against illegitimate governments. Others can do so and succeed as he did. But Uganda does not have to go that far again.

To understand Museveni and Uganda’s decadence, read him dialectically

Let me begin with this statement to clear the air. In analyzing Uganda I have decided to use Museveni because my research has led me to conclude that Museveni is the governing party, the cabinet, parliament and the appointing authority (some people are refusing to leave their jobs on account of incompetence or corruption unless the appointing authority says so). But I refer to Museveni in his public, not private capacity.
