We need military backup in resisting NRM dictatorship

Military forces are created principally to protect the nation against external invasion. But they can and do step in when a government abuses human rights and fundamental freedoms of citizens. History is full of noble examples of military intervention against an oppressive regime. At times the military stays neutral when people resist the regime.

During the French and Russian Revolutions of 1789 and 1917, many in the military actually joined public protest and assisted in removing these oppressive regimes. During the brutal Stalin collectivization program, some members of the Red Army refused to participate against their own people. During the Ethiopian Revolution of 1974, the Imperial Guard stayed neutral in support of the people indirectly that had suffered so much. In the Philippines the defense minister and deputy army commander and their supporters joined the demonstrating masses and prevented Marcos from stealing the election. Marcos was defeated and driven into exile and democracy was saved.

How the military got into Uganda politics

Uganda is virtually a militarized and tutsified nation and is likely to remain so for a long time unless we act quickly. Any Uganda patriot must be concerned about what is happening to the Pearl of Africa. Uganda was designed to be a country by, for and of Ugandans and participate in the development of the world. Because Ugandans are afraid of the military and of being branded genocidaire if they complain about what Tutsi are doing to our country, they are unable to express their discomfort and discuss a way out. But some voices of dissent are beginning to be heard and are getting louder for all to hear. If Museveni is trying to find a place for his people we also have a right to stop him from doing it at the expense of the people of Uganda. And we shouldn’t feel guilty about it provided it is done peacefully and transparently.

Why civilians replaced military regimes in Latin America

In the 1960s and 1970s, many Latin American countries were governed by military dictators. Although they had come to stay indefinitely as managers of rapid economic growth and poverty reduction, by the 1980s and 1990s they had handed over power to civilian governments. What caused this fundamental change?

Under a combination of external and domestic pressure caused by economic failures and human rights violations, military governments couldn’t cope with the management of national economies and civilian populations they were not equipped to handle. The information below has been extracted in part from the fifth edition of a 1995 publication by Europa Publications Limited titled “South America, Central America and the Caribbean”. Economic, social, political and human rights failures led to internal and external pressures that forced military governments to retire from politics. The church played a significant role in the transition from military to civilian rule.

The main purpose of armed forces is to defend the nation against external aggression and not run affairs of state. But in Latin America there were few foreign wars to explain the rise of military dictatorship that began in 1930. However, in the 1960s, Castro and Che Guevara revolutions necessitated military intervention with external assistance in training and funding. Some countries developed the so-called “National Security Doctrine” that enabled military officers to implement drastic measures to prevent or defeat subversion in their territories.

Argentina: the military and dirty war

By way of introduction

Uganda has everything to make it a developed country. The British focused on agriculture but in the 1950s realized that Uganda needed industries to create jobs and transform the economic structure. Uganda also needed law and order or an enabling environment including capable leadership for rapid economic growth, equitable and sustainable development.

Under the UPC government in the 1960s an effort was made to employ Ugandans in areas of their competence. Medical doctors focused on healthcare, teachers taught and bricklayers constructed houses etc and were rewarded commensurately.

The struggle for control of political power by civilian politicians within UPC invited the military into Uganda politics when the army commander Opolot joined the Ibingira group and deputy commander Amin joined the Obote group. The Amin/Obote group moved faster and defeated the Opolot/Ibingira group leading to the 1966/67 constitutional and political crisis. From 1967 to 1970 Obote was kept in power by the military.

Eventually the army realized that it held power and decided to run the country instead of supporting politicians. UPC and Obote were removed in a military coup and Amin and mercenaries from Sudan and DRC ran the country from 1971 to 1979 and Museveni after defeating Okello has run Uganda from 1986 to the present with military backing.

Should Uganda opposition use non-violent or armed resistance in the first instance?

I have been receiving comments about why I do not support military confrontation with NRM in the first instance. In other words, why I do not want the opposition to use military means to attack Uganda first? My position is the following:

1. The mood in the Great Lakes Region, African Union and the International Community is not in favor of armed conflict. Protocol on Non-Aggression and Mutual Defense in the Great Lakes Region; African Charter on Democracy, Elections and Governance and Charter of the United Nations will make military attack on a government regardless of how it came into power very difficult. Opposition attackers will be condemned as terrorists and Museveni will get all the support he needs and enact all draconian laws to cause permanent damage and govern comfortably thereafter. He would welcome that opportunity. We can’t and shouldn’t give it to him. Recall what happened in a successful Mali’s military coup recently: soldiers were forced to hand over power to the civilian. The Madagascar case was also hard for the new government. Conditions when Museveni waged a guerrilla war in the early 1980s were very favorable, not now. So don’t think because Museveni carried out a successful guerrilla war you too can do it.

Our doctrine is that Ugandans will liberate themselves from Museveni’s military dictatorship and the NRM failed system via a wide range of instruments including mass media and collaboration with religious leaders. The international community is called upon to level the playing field as Ugandans embark on a journey to freedom through peaceful demonstrations which are an integral part of our human rights including the right to self-determination and crafting a governance system that accommodates specific interests. That the European Union and Commonwealth observer teams concluded that the February 18, 2011 presidential and parliamentary elections were ‘not free and fair’ is a commendable beginning.

From time immemorial religious leaders have played a vital role (and some of them paid a heavy price) in easing the suffering of people meted out by their leaders. For example, John Ball a follower of John Wycliffe contributed tremendously through speeches and writing (e.g. “All men by Nature Were Created Alike”) in support of English peasants that had suffered exploitation. The peasants revolted in 1381 resulted in the abolition of the poll tax imposed in 1380 which sparked the great revolt.

Role of the military in restoration of democracy and human rights in Uganda

As Museveni reminded us, the principal role of the military is to defend the country’s borders against external invasion. He also indicated that when the government denies citizens the right to exercise their democratic and human rights the military steps in on the side of the people. Before considering why the Uganda military should be on the side of the people demanding the exercise of their rights, let us briefly review a few examples where the military has supported the people against oppressive governments.

1. During the French Revolution that began in 1789, sections of the army joined the people in their demands to reduce the excessive power of the king and privileges of the nobility and high clergy. The people also formed a national guard under the leadership of Lafayette to defend themselves. In desperation the king hired mercenaries, an arrangement that made him even more unpopular. This action together with an attempt to flee the country resulted in his arrest, trial for treason and execution.

2. The collectivization of agriculture in Russia under Josef Stalin generated intense resistance. Stalin ordered the army to intervene and force peasants to comply. Some sections of the Red Army refused because peasants had a right to resist and these soldiers came from peasant families.

A profile for future Uganda leaders

Disappointing political and economic performance of Uganda leaders since independence in 1962 has raised questions about the profile of future leaders. The leaders we have had so far have not passed the test in large part because we did not know them well or were imposed through coups and the guerrilla war.

Obote spent much of his time in Kenya. He came back to Uganda a few years before he formed the UPC in 1960 to contest elections in 1961 and 1962. Although his economic performance in the 1960s passed the test, the same cannot be said for political performance.

Ugandans had known Amin to be a rough individual militarily going by his record in Kenya in colonial days and his handling of the 1966 political crisis in Buganda. He became president in the 1970s through a military coup. He was never elected by the people of Uganda.

Museveni shot his way to power from the Luwero jungles through the barrel of the gun. He had worked for a few years as a government research assistant. And he has been with us since 1986.

Uganda is a military dictatorship disguised as democracy

According to the World Book Encyclopedia, dictatorship is a form of government in which an individual or a committee or other group holds absolute power. Dictators usually have come to power under conditions of turmoil and confusion. Often the dictator seizes power by political trickery or military violence.

Once in control, dictators and their followers retain their positions through force or threat of force. They abolish or closely control the legislature, and quickly suppress freedom of speech, assembly, and the press. They set up an elaborate secret-police system to detect opponents of the government. Persons who object to the dictatorship are persecuted by the government.

On the other hand, democracy is a form of government in which the citizens take part in political decisions that affect them directly or indirectly through their elected representatives. Representatives’ job is to transparently represent the people with whom they made a contract in making decisions about laws and other matters that affect constituents including defending and protecting their rights, freedoms and property.
