When military leaders overthrew governments in the Horn of Africa and Great Lakes region beginning with Yoweri Museveni in Uganda in 1986, those who didn’t understand their real motives quickly christened them a new breed of African leaders in search of peace, democracy and development led by private sector and market forces. The new leaders hired lobbyists in western capitals and received support from sympathetic reporters especially after the 1994 genocide in Rwanda. In Rwanda, Bahutu were depicted as “bad guys” behaving like wild beasts that should be punished en masse. And Bahutu were hunted down with millions of lives lost in jungles and in camps of displaced persons. Reports of atrocities perpetrated by Rwanda and Uganda were ignored by the international community or issued statements of condemnation that were meaningless without the force of law.

Those who break promises lose trust and get punished

In behavioral economics trust is an important concept. People feel good when dealing with people they trust and are trusted. “This feeling is related to the positive stimuli they get from trusting engagements. … People also tend to get high on punishing others, but they most enjoy punishing those who have betrayed them. They enjoy punishing individuals who have breached their trust or behaved unfairly. … This type of punishment [which is referred to] as reciprocal punishment, is payback for perceived behavior” (Morris Altman 2012).

In Uganda Museveni and his NRM government has broken many promises entered into with the people of Uganda during and after the guerrilla war of 1981-85. In 1985, a year before NRM captured power in 1986 Museveni published a ten point program that included introduction of democracy through free and fair elections and good governance; observance of human rights and fundamental freedoms; ending corruption and sectarianism; restoration of people’s sovereignty and ending suffering in Uganda through providing infrastructure and social institutions and services. Museveni further promised restoration of what was lost when Obote abolished the independence constitution including kingdoms, federalism and properties such as land. Asians were promised restoration of their properties. Because it is believed that DP was robbed of victory in the 1980 elections, promise or impression was made that upon ousting UPC and Obote II from power, DP would form the next government with a Catholic president. Not least, Museveni promised law and order, peace and individual security broadly defined including food and job security etc and good neighborly relations.

We must come together quickly to save Uganda

If we, Ugandans don’t wake up quickly and unite under capable, visionary and patriotic leadership, we are going to lose Uganda as we have known it and become underdogs in a new entity. What is happening in Uganda right now has a long history beginning with Yoweri Museveni. Museveni knew very early in his life what he wanted to achieve for himself and his Batutsi people. He wanted a Tutsi Empire covering initially the Horn of Africa and Great Lakes region using Uganda as a base. I went to Ntare School with Museveni. As a prefect, I had a duty to study the behavior of students to recommend those that had leadership qualities. Museveni appeared to me as a restless individual with a mind fixed on something I could not quite understand. Museveni started a student organization while still at Ntare School. He supported the creation of East African integration and federation.

Success will not come to Uganda on a silver platter

For an individual, group or nation lasting success does not come easily. It has to be earned. Throughout my adult life I have observed that those who succeed work very hard, have determination and resilience and usually want to change the status quo: overcome poverty or end autocratic regime etc. They innovate, sacrifice and take risks. Those who take it easy usually don’t get very far. For example, students who miss classes, don’t do home work, complain about teachers all the time have no chance of success. During my school days children from poor families were urged to work very hard and break the chains of poverty and vulnerability. I have also noticed that those who are favored at work fall by the wayside soon after those who favored them leave the scene.

Why Nilotic Bahororo and their cousins don’t marry Bantu women

In the article on “Who are Bahororo?” it was mentioned that men do not marry Bantu women. Some readers have asked me to elaborate in order to understand why they don’t. Although Bahororo (Batutsi from Rwanda), Bahima and Batutsi cousins speak Bantu language, they are ethnically different from Bantu people, hence the use of Nilotic Bahororo and their cousins in the heading. At one time it was erroneously believed that Bahororo and their cousins were white people, but scientific studies have demonstrated conclusively and definitively that they are black people and darker with thicker lips than Bantu people – no disrespect is intended (J. D. Fage A History of Africa 1995 & Jean Hiernaux The People of Africa 1975). Although Bahororo and their cousins do not marry Bantu (Bairu and Bahutu) women they use them frequently for sexual pleasure and even produce children together. More references will be provided for those who would like to read more on the subject. Many quotations will also be used to avoid misinterpretation of authors’ messages.

Ugandans are dancing to NRM music whose composer they don’t know

Recently I had a serious conversation with a fellow Ugandan who is a staunch supporter of the National Resistance Movement (NRM) government under the leadership of President Museveni. I told him that I do not know who sets policy in Uganda since 1986 when the NRM government came to power. I asked him to help me understand the policy making process and the key players. He paused for a while, closed his eyes, ran fingers through his short hair and finally began to talk. He said that Ugandans since 1986 are like people who dance to music without knowing the composer and the meaning of the music until very late. He added that what he was saying was similar to the invisible hand which economists follow enthusiastically until later on when they realize that it did not delivering as expected. I asked him to elaborate on the respective roles of the presidency, cabinet and parliament in policy formulation and key players in each organ.

Why imposed foreign ideas don’t work

When you force a square peg into an object with a round hole you won’t succeed.

You damage both objects or one gets more damaged than the other. Similarly, when foreign projects or ideas, however altruistic or technically sound, are imposed especially quickly on different cultures, chances are they will not succeed and people in the receiving cultures might get hurt in the process. Foreign ideas such as indirect rule, modern birth control and structural adjustment programs that have been imposed on recipient populations have generally run into difficulties and caused suffering.

More often than not people hesitate to accept new ideas for rational reasons. For example, subsistence farmers are generally hesitant to replace old with new seeds for fear that if something goes wrong they might starve. Peasant farmers hesitate to sell their land and start business in towns for fear that business failure might spell disaster for the entrepreneur and his/her family. Poorly educated workers generally hesitate to look for another job especially during economic hard times because should they fail in the new job, they may not get another one or do so quickly. So they stick with what they have regardless of low pay and/or unsatisfactory working conditions.
