NRM plans to limit the right to have children in Uganda

Greetings: fellow Ugandans at home and abroad, friends and well wishers.

By popular demand I have been asked to address the issue of NRM plan to limit population growth by legislation violating the right of Ugandans to have the number of children they need.

The subject was discussed on London-based Ngoma Radio on January 13 but it wasn’t exhaustive.

As a demographer, I have written and spoken a lot about population issues including birth control which is also referred to as family planning or reproductive health. Whichever word you use ultimately family size will decline.

Having children is a human right and coercive methods should not be used to limit it. Instead, information and facilities should be provided to enable couples decide on their own.

Until the story broke, NRM’s position was that Uganda still has plenty of arable land, meaning that more people could be accommodated. The president called on Ugandans to produce as many children as they needed and he would educate them for free. Based on this assurance, some leaders went ahead and expanded maternity wards or built new ones to cater for an increase in the number of pregnant women. Men were urged to do their job. If the law passes they can’t do it freely anymore as their leaders had suggested.

United Democratic Ugandans (UDU) commends the wives and children of police officers who exercised their right through a demonstration in Kampala demanding payment of delayed salaries of police officers in order to restore electricity to their homes. We mourn with parents and relatives the four children who lost their lives in accidents related to illegal electricity connections. May the Lord rest their souls in eternal peace!

These accidents and demonstrations represent external manifestation of long and deep suffering of the people of Uganda. If police officers in Kampala can’t be paid on time, imagine what is happening to those in remote places. This is a clear reflection that NRM has failed the people of Uganda. It is also a clear sign of lack of development.

Development means that the benefits of economic growth are equitably shared so that every household meets basic needs of food, shelter, clothing, safe drinking water and electricity, etc. When that doesn’t happen, as in Uganda, there is no development. Thus, those in Uganda and abroad that praise NRM government for success in development are probably confusing economic growth of Gross National Income (GNI) and per capita income with meeting basic human needs.

When a president refuses to feed children, Uganda should demand answers

We have a president who came to power in 1986 advocating what Ugandans wanted to hear and he said it all loud and clear. He said that under his brief administration (because he had more important things to do at community and Pan-African levels) he would end the suffering of all Ugandans children included. In his eagerness to drive the point home, he blamed all previous regimes for failure to take good care of the people of Uganda. The welfare of children was a recurrent theme in his speeches as was the empowerment of women including through reduction in maternal mortality. One of the themes he stressed with implications on children was food and nutrition security. He talked clearly about balancing agricultural production for domestic consumption and export markets. Museveni knew that all parents regardless of their status want good education and health for their children. And he knew that they know that children need to feed adequately in order to study well and stay healthy. So when Museveni talked about the welfare of children including good education, healthcare, decent shelter and clothing including shoes and food and nutrition security he endeared himself to the people of Uganda particularly women who take care of children most of the time.

Highlights of modern education in Uganda

There is consensus that the future of Uganda lies in education, yet very little is being done to fulfill the dream. Last week we talked about the negative impact of malnutrition on education. This time we are going to discuss the origin of modern education and how it has developed to the present.

Modern education was started by missionaries. Ugandans were provided with literary knowledge to be able to read the bible. In 1901, the Catholic chiefs in Buganda requested a revision in education to prepare children for a wider and changing world. Boarding schools were proposed. The first schools along these lines were started at Namilyango in 1901, Mengo High School in 1903, Gayaza High School in 1905, King’s College Budo in 1906 and Kisubi in 1906. They taught English grammar, reading, mathematics, geography, music and games. The majority of these schools were for sons and daughters of chiefs. Many children could not go to school because schools were not available or were expensive. Government financial support was very small.

However government provided schools for Asians, Goans and white children as well as Makerere to teach mechanics and carpentry and a few centers for training medical workers. Girls were initially educated so that sons of chiefs could have enlightened wives.

Why has Museveni’s birth place issue resurfaced?

Without realizing it, Uganda has entered two somewhat related phases: the enlightenment phase and the dialectics phase. The enlightenment phase involves reasoning: asking questions and demanding convincing answers. The dialectics phase means that Ugandans are scrutinizing Museveni statements like never before to demonstrate that the truth of his intentions is in that he does not say. In other words, Ugandans are trying to make the absent the present because the greater part of the truth is in that which is absent.

Based on his actions during and since the guerrilla war a rapidly increasing number of Ugandans have concluded that Museveni is a foreigner whose intentions are to marginalize indigenous Ugandans economically, demographically and politically working in close cooperation with foreigners especially Britain, Uganda’s neocolonial master.

The following harsh actions (some of them repeated for easy reference) taken by Museveni are used as illustrations that only a foreigner can impose on a people he does not belong to.

As father of the nation Museveni has failed Uganda children and must go

In my culture – and I believe in all cultures – parents have three principle responsibilities: to feed their children adequately so that they do not fall sick; prepare them for successful adulthood; and preserve land for them. I watch movies about wild life a lot. What is common among all creatures – birds and animals alike – is that they make sure their young are fed well and protected against danger; the young are taught how to survive and succeed in a dangerous environment on their own and cared for when need arises; and protect the territory for present and future generations. Recently I watched a movie in which a lion strayed into monkeys’ territory. All the monkeys – young and old, male and female – gathered around the lion and harassed her until she left the area. The monkeys re-conquered their territory with great joy!
