Population growth is scapegoat for Uganda’s damaged environment

Since Amin time, population growth has been blamed for Uganda’s problems including environmental degradation in rural and urban areas. There is a rumor that NRM government is about to introduce to parliament a bill limiting family size to three children. This is a blatant violation of human right of couples to decide how many children they wish to have when to have them and how to space them. What the government can do is to facilitate and create conditions to enable Ugandans take informed decisions but not to force them especially by some leaders who have more than three children. It doesn’t make sense to force Ugandans to limit their family size when the government wants to eliminate Uganda borders so that other people from East Africa and beyond come is as they like. These are contradictions and one wonders what the overall goal is as far as Uganda population is concerned. Many countries are protecting their borders to eliminate or limit immigrants but in Uganda and Rwanda they want to abolish national borders. Uganda isn’t going to solve other people’s problems to its detriment. Uganda hasn’t benefited from the East African community in terms of trade, labor and population mobility as we discussed yesterday.

I have been a leader since grade three

There is consensus that Uganda is suffering a leadership crisis in NRM and opposition parties, causing Uganda to go silent political issues and to decline economically, socially and ecologically. That there wasn’t a public outcry over the mysterious death of a twenty four year old Member of Parliament and death of a pregnant woman at Mulago Hospital signifies a serious leadership deficit. The public is asking where opposition leaders are. This concern was expressed on Ngoma Radio program that ran on January 13, 2013 from 4 to 6 o’clock, London time. There is therefore a search for leadership to lay a foundation for a better Uganda for all citizens. But what constitutes a good leader?

It is recognized that a good leader should at least have discipline and trust; lead by example and ability to bring and keep people together to solve common problems and take care of the interests of all members of society.

Out of concern for the decadence that has engulfed Uganda, I have humbly offered my services to serve because I believe I have something to offer to solve the challenges we face as a nation. I have experience accumulated over many decades. And experience counts a great deal. Let me illustrate.

Why do relatives fight one another?

Upon realizing that Batutsi are Nilotic people one fellow Ugandan wondered why then have Nilotic people been killing each other in Uganda. I replied briefly that the fight has been over power. Power doesn’t recognize relatives when relatives face each other. When relatives have a common opponent from another group (Obote and Ibingira versus Kakonge), relatives come together. When that opponent is out of the way (Kakonge out) relatives turn against each other (Obote and Ibingira). Before elaborating on Nilotic rivalry in Uganda politics, let us look at two examples of relatives fighting and replacing each other in England and Burundi respectively.

1. The War of the Roses (1455 – 1485). For thirty long and bitter years, two noble families in England: the House of York (whose badge was a white rose) and the House of Lancaster (whose badge was a red rose) fought a bitter civil war as a result of conflicting claims to the English throne. Many nobles and others died in the war. In the end the House of Lancaster defeated the House of York. Henry Tudor was crowned king of England as Henry VII. Henry VIII and Elizabeth I belonged to the Tudor family that ruled from 1485 to 1603. Because Elizabeth had no children (she never married), she was succeeded by James Stuart her distant cousin who became king of England as James I.

Federalism is about improving society through power sharing

The October 27, 2012 London conference on federalism in Uganda could not have been organized at a better time. It has given us the opportunity to examine the system under which Uganda has been governed for the last fifty years, the benefits and deficits associated with it and how to proceed in the next fifty years.

One thing should be made clear at the outset: the conference is about federalism which is a system of governance by sharing power between the central and local governments. Following consultations, my understanding is that the conference isn’t about kingdoms. However, fellow Ugandans who still have doubts should seek clarification from the organizers of the conference.

Since the launch of the Republic Constitution in 1967, Uganda has been governed under a unitary or centralized system of government that has concentrated power in the executive branch of government at the expense of legislative and judicial branches and local governments. Presidents in Uganda from Obote I to Museveni have governed like European absolute rulers including the Stuarts of England, the Bourbons of France and the Czars of Russia.

The causes and outcomes of the French Revolution

The article has been written upon request to provide an easy-to-read account of what caused the French Revolution and its consequences focusing on those areas of relevance to today’s Uganda. Because of this narrow scope, the coverage will be selective. The revolution was a manifestation of what had been going on for many years dating back to the death of Louis XIV in 1715. He left the country saddled with financial difficulties because of expensive wars and extravagant lifestyle at his royal court. Louis XV and Louis XVI made the situation worse, undermining and ultimately causing the Old Regime to be abolished during the French Revolution of 1789-99. The enlightenment thinkers’ ideas and American Revolution influenced and enhanced the course of events.

In Europe the 18th century was characterized in large part by radical intellectual thinkers known as philosophers who challenged the way people thought about government and society dominated by tyranny, injustice, superstition and intolerance. They wanted a world based on reason, tolerance and equality and in which people knew their rights and freedoms. They railed against moral decadence and inequality. They pointed out that man had been born free but was in chains everywhere. The philosophers examined the shortcomings of royal absolutism and called for limited monarchy, separation of powers between the executive, the legislature and the judiciary as well as representative government. They underscored that if the contract between the people and the government had been breached the people had the right to remove that government from power. These ideas contributed to the American Revolution which, in turn, had a direct influence on the French Revolution.

Freedom and prosperity will be earned by Ugandans

We have a saying in my culture that a child who does not cry, never gets fed. Those who have taught know that attention of teachers goes disproportionately to students who raise their hands in class or follow the teacher after class with questions. In a world with so many problems, attention is being directed to hot spots. Those who remain silent regardless of the extent of suffering will be sidelined. Going to church to seek God’s help is necessary but not sufficient. Calling for outside help is fine but you have to demonstrate what you have done. From time immemorial, freedom and prosperity have been earned by individuals, communities and nations through sweat and sacrifice. By and large those who succeed work the hardest and longest and sacrifice a lot. They reject what they don’t like and go for what they want. The poll tax was dropped in England in the 14th century because the peasants opposed it and revolted. The poll tax was again rejected in the 20th century because the British opposed it and removed from office the champion who wanted to reintroduce it. The English civil war was waged against the excessive demands and behavior of the king. So was the French Revolution. Americans rejected taxation without representation. So the descendants of these people know the value of fighting for rights and freedoms. History is full of examples in all places on earth that unless you raise your voice and show your presence, you will not get heard and noticed. So the message for Ugandans is clear: organize, raise your hand and your voice, show your presence in the streets and wherever you are sit in front of targeted embassies or capitals peacefully and if necessary silently with placards conveying the message to get international attention! Ugandans in London have been doing an excellent job of demonstrating and we congratulate them. But don’t relax. Others should emulate this noble show of determination to make change happen at home. Museveni (the name will be used in official capacity with no personal criticism) is sensitive about Uganda’s image abroad which is already damaged. That is why he is skipping important conferences. He is afraid of demonstrations and reporters’ questions about rigged elections and when he will step down. In our struggle we should aim at involving everyone willing to cooperate including NRM members because the changes we are seeking will benefit everyone.

My philosophy about Uganda

A lot has been written and said about me directly and indirectly. Given my frank involvement in Uganda’s political economy discourse, it would have been unusual for my views to remain unchallenged. I have already informed readers what triggered my interest in research and writing about Uganda in the context of the Great Lakes region. I began research in the early 1970s and my first book was published in 1997. In doing so I was guided by my faith to tell the truth and be on the side of voiceless, powerless and vulnerable people. In order to empower the voiceless, one has to understand why they are voiceless in the first place. That is why I spent many years doing research using primary and secondary sources. I obtained invaluable information through personal contacts, at times travelling by bus many times between Kampala and Rukungiri. I have done my research in a historical context, not from 1986 when NRM government came to power as some commentators have implied. I have given credit where it is due and criticized where it is the right thing to do. I have credited and criticized administrations in Uganda especially British, UPC and NRM. My belief is that to solve a problem you have got to get to the root cause and the agent that caused it otherwise you will treat symptoms and you will never get the work done satisfactorily. As a result of frank and manner of presentation of research findings some people have labeled me radical, assertive, sectarian and impatient. Let me explain what each one of these words mean from my perspective and why I feel the way I do.

What we have learned about Obote and Museveni leadership

It is now recognized that the quality of a leader and development perspective can make or break a nation. This matter came up in one of the discussions at the United Democratic Ugandans (UDU) conference in Boston in October 2011. Requests were made for a study of the background and leadership qualities of Obote and Museveni and draw lessons that might help in selecting future leaders.

Obote was born in Lango. Museveni’s birthplace has remained unclear, raising many questions. Obote and Museveni have a common ancestry of Nilotic and Luo-speaking people (sometimes referred to as River and Lake people) who entered what later became Uganda from Bahr -el-Ghazal in South Sudan, not from Ethiopia as originally suggested. Obote was a member of the Oyima group; Museveni is of the Batutsi/Bahororo group. Ipso facto, Obote and Museveni are distant cousins.

Museveni and Obote have played high politics in Uganda rising to the level of head of state and government and commander in-chief of Uganda’s armed forces.
