Ugandans have a right to know who their representatives are

To understand why majority Ugandans are getting poorer, jobless, hungrier, sicker, landless and are about to lose national sovereignty as borders are eliminated as suggested recently by the president of Rwanda when he met with a high powered Uganda delegation in Rwanda, one needs to know the origin of the core group of NRM and its motives to enable Ugandans to take informed decisions. To tell this story requires boldness because the risks are very high. But the story has to be told for Ugandans to read, discuss and decide on the way forward.

The original group led by Museveni formed some sort of association at Ntare School in the early 1960s, soon after independence in 1962. This group was motivated by the desire to regain domination of politics in the Great Lakes region. The independence of Congo (home of Banyamulenge or Batutsi from Rwanda), Burundi, Rwanda and Uganda introduced fundamental changes in the minority pastoralist and majority agriculturalist relations. The minority pastoralists who had dominated the agriculturalists for centuries were defeated during pre-independence elections based on majority rule. The association was formed to map out a road map to return Batutsi to power in Rwanda and regain domination in Ankole politics initially and Uganda and East Africa subsequently. The group launched an attack on UPC for rigging Ankole elections in order to gain the support of Catholic Bairu DP supporters. It also attacked UPC for lack of interest in the East African Community (EAC) project. Protestant pastoralists deserted UPC which they could no longer dominate and joined DP which they dominated. You need to remember that politics in Ankole is dominated more by religion than ethnicity. Museveni planted a seed among DP supporters in Ankole which would help him to mobilize Catholics throughout Uganda during the 1981-85 guerrilla war.

Why has Museveni divided up Uganda into many districts?

One of the outcomes of UDU conference in Boston in October 2011 was recognition that there is an acute shortage of information about Uganda’s history, its place in the Great Lakes geopolitics and domestic political economy. It was decided that one of the main follow-up activities of UDU secretariat be civic education within the framework of the National Recovery Plan (NRP). I have consistently argued that:

1. You have got to identify the root cause(s) of the problem before attempting a solution;

2. You have to present research findings as truthfully and honestly as possible;

3. You have to study the actions of actors dialectically by looking for that which is not said because that is where the main motive is likely to be located;

4. You should not shy away from telling the truth for fear of hurting someone’s feelings. For instance, a doctor would do a disservice if he treated a patient with a sexually transmitted disease without disclosing the cause of the problem to avoid hurting feelings. The right thing is to tell the truth and ask that the partner also comes in for treatment so that the disease is cured once and for all, assuming that the two partners won’t engage in extra relations.

Revolutions succeed when the people are galvanized

There is sufficient evidence in time and space to confirm that when people are sufficiently galvanized and fully understand the causes of their pain, and who is benefitting from their sweat, they will revolt spontaneously. They only need a spark such as the enforcement of poll tax in England that led to a countrywide spontaneous revolt in 1381. In Rwanda, the Social Revolution of 1959 was sparked by Tutsi youth assault on a Hutu sub-chief. The introduction of Afrikaans in Black schools sparked student unrest that enhanced the demise of apartheid system in South Africa. The eviction of a dissident priest from his residence sparked a revolution that ended communist rule in Romania.

Galvanization of people takes place inside and outside the country. Archbishop Desmond Tutu galvanized Black South Africans from home. Oliver Tambo did so in exile. Civic organizations such as Solidarity in Poland and Charter 77 in Czechoslovakia galvanized their citizens from home. Radio Free Europe made a significant contribution to the 1989 Revolutions in Eastern and Central Europe from outside. In turn, the 1989 Revolutions influenced the introduction of multi-party politics in Africa.

NRM limiting Uganda family to three children

There are reports including on Ngoma Radio that NRM government plans to limit children per couple to three. The argument is that land is limited and there is no room for more people. There is something fundamentally wrong with this approach. Here are some thoughts. Details of my work are posted at www.kashambuzi.com

1. UK which has the same geographic size as Uganda has twice the population size of over 60 million.

2. Netherlands which has one of the highest population densities in the world is cultivating less land than before because productivity is very high.

3. Uganda needs to increase agricultural productivity and reduce extensive agriculture of clearing more land for crop cultivation and ranches. Also Ugandans should be trained for work outside agriculture so there is less pressure on the land.

4. Uganda statements are contradictory. On the one hand NRM preaches that Uganda has surplus arable land and is encouraging a liberal immigration policy to bring in more people from outside. East African economic integration and political federation will allow more people to move into Uganda. It doesn’t make sense to restrict Uganda families to three children when we are encouraging others to come into Uganda especially from neighboring countries of DRC, Burundi and Rwanda.

The trio that has sunk Uganda’s economy deeper into the ground

UDU has done exactly what it was mandated to do at the Boston conference: (1) conduct civic education; (2) strengthen diplomatic networks and (3) keep an eye on Uganda’s political economy. I have been privileged to serve as UDU Secretary General and spokesperson on the three mandates.

Civic education has been conducted through the media and Joe Magandazi and Dorothy Lubowa have been very active. Dennis Nyondo has served very well as publicity secretary. There are others who are compiling a list of capable Ugandans in preparation for creation of a transitional government to avoid a repeat of what happened after formation of a transitional government in Moshi in 1979. Their names will be withheld for now because of the sensitive nature of their work. We are grateful to Ugandans at Heart Forum for accepting our articles and comments. We are also working very closely with the leadership of Uganda Federation Confederates. We want all Ugandans to know UDU thinking and what we shall do after NRM has exited. The idea of a transitional government of all stakeholders including NRM appears to be gathering support pretty fast. Uganda belongs to all Ugandans and every group must be represented. Inclusiveness and peaceful resolution of problems in a win –win atmosphere are principal elements of UDU’s philosophy.

Comments on Robert Response on Gt. Lakes developments

I am basically a researcher and writer. In doing so, I provide well researched information as a basis for discussion on the way forward. My focus of research and writing is on the Great Lakes region. As such you cannot avoid writing about inter-ethnic conflicts which have been of a zero-sum game: “I am in power and you are out”. I am trying to create space for dialogue so that we engage in a win-win discussion to permit all people in the Great Lakes region to live in peace, freedom and dignity. And what’s wrong with that?

Apart from 1959 to 1994, the history of Rwanda since the 15th century is one of Tutsi dominating, exploiting, impoverishing and marginalizing Hutu people. When Kayibanda became leader of his Hutu party in the 1950s, he approached Tutsi and suggested power sharing in a win-win arrangement. Tutsis refused because to them power sharing with Hutu is impossible (Kagame dismissed the Hutu president, prime minister and other ministers whom he used when he captured power in 1994 before he was able to control Hutu population).

Why are Baganda complaining of impoverishment and marginalization?

UDU premise is finding and telling the truth about Uganda and Ugandans in order to identify problems and recommend solutions that will benefit all. In our culture we have a saying developed before refrigeration became available that if you hide meat from fire it will rot. Either you roast or boil it.

When confronted with a difficult situation, we Ugandans have developed a habit of brushing sensitive issues under the carpet/rug hoping time will provide solutions. We especially politicians have therefore developed a tendency of saying what the audience wants to hear or skipping vital issues to earn popularity.

There is ample evidence that if discussions before independence had been genuine, Uganda would have avoided the situation we are in. But because they were rushing our negotiators made some blunders. They avoided the issue of the head of state and we ended up with a Governor-General which delayed the problem. They avoided the right solution to Amin problem and we all know what we got from him. They avoided the issue of ‘Lost Counties” and we know what happened and what still lingers on. The colonial administration simply handed over the problems it created.

Uganda must end the culture of war

The history of Uganda has been defined by war than peace. Accordingly, Uganda has no culture of resolving disputes by peaceful means. Ugandans will fight over virtually everything, cattle and land included. The skeletons of war are everywhere and are piling up. The people of Rukungiri, my home district, still remember the devastating Kagogo war. Wars between Buganda and Bunyoro are too well known to be repeated here. Religions that had been invited to protect Uganda ended up fighting each other and tearing some parts part. Colonialism could not be established in all parts of Uganda except through the barrel of the gun which left Bunyoro devastated to this day. Kings and chiefs were overthrown, exiled or jailed.

Why have Ugandans continued to support NRM?

There is a general agreement even among staunch supporters of NRM that things have got worse for the vast majority of Ugandans (even the wealthy ones are worried about the mushrooming clouds of serious potential insecurity and instability). Yet election after election NRM is winning. Is it because the opposition parties have not offered a convincing alternative in terms of leaders and/or policies? Or is it because elections are grossly rigged or a combination of both? Notwithstanding, why is it that in the most recent by-elections FDC and DP are defeating NRM even in the latter’s back yard? One may venture to suggest that Ugandans are beginning to understand that their suffering is caused directly by deliberate NRM policies. What are these policies that have contributed to endemic suffering? Here are some of them.

First, when NRM took over power in 1986 it introduced a new Uganda shilling to replace the old one. To get the new shilling every Ugandan who had money in the bank and/or in the house lost 30 percent as service charge – a decision that was taken against professional advice. The government also knocked off two zeros from the old shilling, meaning that for every 100 old shillings you got one new Uganda shilling. A combination of these two deliberate policy decisions constituted a significant loss of purchasing power especially for retired citizens.
