Museveni plans to tutsify Uganda will fail

Museveni thought Ugandans would never discover his motive of tutsifying Uganda which he would use to create a Tutsi Empire. He blocked avenues of opposition by becoming Chairman of NRM, President of Uganda; Head of Uganda government; Chairman of the National Economic Council; Chairman of the Military Council and Commander in Chief of the Armed Forces. He appointed Tutsi to key and strategic positions in the government (foreign affairs and finance ministries in particular) and security forces especially the military. In his first government, he appointed the late Fred Rwigyema a Tutsi refugee as deputy commander of the army and minister of state for defense. Paul Kagame another Tutsi refugee was made deputy director of intelligence and counterintelligence with vast powers. Other key appointments were based on loyalty than competence allowing Museveni to dominate the national, regional and international stage as Uganda spokesperson and only Ugandan with a vision for Uganda development. He has treated the opposition as nothing but a gang of saboteurs and liars.

Plan C of Tutsi Empire might work after all

Plan A of the first phase was to capture Uganda, Rwanda, Burundi and DRC by military means. It succeeded in capturing and retaining Uganda and Rwanda. The military solution was halted by Angola, Namibia and Zimbabwe troops.

Without abandoning the military solution, the leaders then moved onto Plan B of getting the Empire through the East African federation via the political route. This seemed slow.

Without abandoning the military and political East African solutions, the leaders then moved onto Plan C which is a combination of military and political strategies. Instead of going for the entire DRC they chose to capture Eastern DRC by military means. The region is now in imminent danger of being lost.

Rwanda and Uganda delegations met a few months ago and decided to abolish national borders among East African states probably starting with the border between Uganda and Rwanda. The two presidents may soon instruct their rubber stamp parliaments to pass legislation merging Uganda with Rwanda under a new name possibly The Republic of Rwaganda.

UDU – Mission and progress report

As 2011 draws to a close, it is appropriate to issue a press release restating the mission of the United Democratic Ugandans (UDU) and reporting activities that were undertaken from July to December 2011.

By popular demand at home and abroad an umbrella organization named United Democratic Ugandans (UDU) was established on July 9, 2011 at a conference hosted by Ugandans to the Rescue in Los Angeles, California, USA.

The mission of the umbrella organization is to harmonize activities of political parties, organizations and individuals at home and abroad opposed to the NRM system and speak with one voice for efficiency and effectiveness.

Conference participants came from the United States, Europe and Canada. Participants came from all regions of Uganda (central, eastern, northern and western).

The conference was convened to establish an umbrella organization; adopt a name for it; elect committee members; and adopt a work plan.

The umbrella organization was established by acclamation. Regarding the name of the organization, many proposals were submitted, followed by voting. United Democratic Ugandans (UDU) got the highest votes and was adopted as the name of the organization.

NRM policies are ruining Uganda

Let me start with this statement by way of clearing the air. Some have raised questions, even written to me, about my motive for writing so much in so short a time: who is behind it, who are my research assistants and who is funding it? Some have even suggested that I am driven by a desire to unseat NRM government and President Museveni in particular; that I am too radical, too assertive, too sectarian.

Let me make it very clear and hopefully for the last time. Because I was uncomfortable with the way geography, economics, population and history were taught in senior secondary school and at the undergraduate university level – because what they taught did not match the situation on the ground where I was born and raised in southwest Uganda – I decided very early that I was going to study in a multidisciplinary fashion and do multidisciplinary research in order to understand the interconnections and correct distortions in those subjects. It is therefore not by accident that I studied geography, demography (population), economics, international law, international relations, sustainable development and world history. And because I did not want to be influenced by anybody in one way or another, I never asked for or accepted sponsorship, or mentor or research assistance. So I have worked alone to this point.

Uganda in deep crisis; needs intensive care attention

Admitting failure is a sign of wisdom and maturity and represents flexibility to look at the situation objectively with a view to identifying the real causes of the problem and provide appropriate solutions. Uganda’s economy had been sick for quite some time but it slipped into a comma in 2011 in part because of the global crisis but more critically as the result of reckless practices during the election campaigns. But the NRM government has refused to accept the obvious hoping presumably that time will correct the situation and return Uganda to normalcy. The author wrote to the president, speaker, prime minister, leader of the opposition and minister of finance advising that Uganda’s economic health was faltering, needing urgent attention. The advice was ignored, not even acknowledged.

To appreciate Uganda’s problems one has to go back to the 1987 decision by NRM government to abandon the ten point program in favor of ‘shock therapy’ structural adjustment program (SAP). The foreign advice NRM received and adopted is similar to what was imposed on Bolivia. During the 1980s and 1990s, Bolivia like Uganda, was a poster child for Washington Consensus market doctrine. Bolivia swallowed shock therapy neo-liberalism whole. Using privatization as an illustration, Bolivia sold off the airline, trains, phone and electric companies, public water system of Cochabamba City and gas and oil fields.

How Museveni sold Uganda to UK in exchange for protection

During the interim period between the fall of Amin in 1979 and the 1980 elections which he lost, Museveni realized that he was unpopular at the national level and in his home area. He concluded that his ambition of becoming president would be achieved through the barrel of the gun and close collaboration with and guidance by foreign powers especially Britain.

Museveni planned and executed the guerrilla war with British support. Much financing was provided by Tiny Rowland, chairman of Ronrho, publicity was directed by William Pike of BBC while political backing was led by Linda Chalker. One commentator observed that “Museveni is not acting on his own. His links to the British royal family run through two interlinked personages: Lady Lynda Chalker, Minister of Overseas Development and a favorite of Lady Margaret Thatcher, and Tiny Rowland, chairman of Lonrho, who reportedly introduced Chalker to the higher echelons of London society. The on-the-ground British case officer for Museveni is reportedly one William Pike (Mike) Pike, editor of New Vision, a daily financed by Rowland. Pike is believed to report directly to Chalker.

Why imposed foreign ideas don’t work

When you force a square peg into an object with a round hole you won’t succeed.

You damage both objects or one gets more damaged than the other. Similarly, when foreign projects or ideas, however altruistic or technically sound, are imposed especially quickly on different cultures, chances are they will not succeed and people in the receiving cultures might get hurt in the process. Foreign ideas such as indirect rule, modern birth control and structural adjustment programs that have been imposed on recipient populations have generally run into difficulties and caused suffering.

More often than not people hesitate to accept new ideas for rational reasons. For example, subsistence farmers are generally hesitant to replace old with new seeds for fear that if something goes wrong they might starve. Peasant farmers hesitate to sell their land and start business in towns for fear that business failure might spell disaster for the entrepreneur and his/her family. Poorly educated workers generally hesitate to look for another job especially during economic hard times because should they fail in the new job, they may not get another one or do so quickly. So they stick with what they have regardless of low pay and/or unsatisfactory working conditions.

International assistance as development, bribe or punishment

In this article I am referring to multilateral-to-government and bilateral or government-to-government development assistance. I have spoken and written that when development assistance is given, received and used strictly for development purposes it produces tangible outcomes that improve human quality and accelerate growth and development.

For example, assistance that was given to Uganda between October 1962 when the country became independent and December 1970 before Obote’s regime was overthrown in a military coup in January 1971 was put to good use in institutional and infrastructural capacity development.

Unlike in the past when health services were concentrated in towns, under Obote I regime, quality hospitals, clinics and staff houses were concentrated in rural areas. Doctors, nurses and midwives were trained, paid well and retained in Uganda. Because there was no need for moonlighting and corruption to make ends meet, patients received good services. Private health services were subsidized to reduce charges. Primary health care received a boost in immunization, safe drinking water, sanitation, general hygiene, housing and food and nutrition security.

In the area of education, quality schools and teachers houses on school premises were constructed again mostly in rural areas, teachers were trained, well paid and sufficient instructional materials provided.
