Together we shall succeed

Greetings to you all: fellow Ugandans at home and abroad, friends and well- wishers.

I am glad to be back on Radio Munansi to continue the discussion of issues in Uganda’s political economy under the theme “Together we shall succeed”.

I mentioned political economy to signify that political decisions determine economic direction and economic forces affect politics. Thus, politics and economics are inter-linked.

I also chose the theme “Together we shall succeed” because I honestly believe that by working together we have a better chance of unseating NRM whose record of failure is there for all to see. I have been thrilled to see that the idea of working together has been received warmly by fellow Ugandans on face book among others.

Since the beginning of 2011, I have been active in Uganda politics. I have told you who I am, where I was born and grew up, where I was educated and what I have done in my career. I presented my profile in three parts which are posted at www.kashambuzi.com for easy reference.

Whose idea is East African integration and federation?

East African economic integration and political federation is again very much in the air. This time it is neither the British nor Tanzanians pushing but Ugandans with Museveni as champion. Museveni has made it his top priority. He is not only pushing very hard but he has reversed the order putting political federation ahead of economic integration. It is like building a house starting with the roof! Some commentators are beginning to wonder what has triggered this rush in Uganda’s state house. Before examining Museveni’s rush, let us briefly examine the background to East African economic integration and political federation.

The idea originated in London. Since the Second World War, one of long-term ambitions of London had been the achievement of closer integration of its East African territories in a federal arrangement or political union probably under the leadership of Kenya (Butler 2002). To this end the three colonial territories developed common economic structures, a common market and a common currency. Britain hoped that by creating East African High Commission and the East African Common Services Organization the three territories would unify or federate into one larger nation (Grenville 1994). In the early 1950s, the colonial office intimated that it might consider an East African federation (Diamond and Burke 1966).

Is it a crime for Uganda citizens to request background information of their leaders?

     
       
           

Things that citizens of other countries take for granted such as the right to know the background including birth place of their leaders have become taboo in Uganda. Uganda sits at the center of Africa and has acted as a magnet attracting many people particularly from the Horn and Great Lakes regions of Africa. Because of colonial history whose impact is still felt, Uganda has in its midst people from other countries and continents. Demanding to know who they are, how they got into the country, what they are doing and what future plans they have is a normal thing without sectarian content. Simple questions have been turned into a political matter with potential for instability. Refusing to answer these questions will only lead to more suspicions.

People have come into Uganda for different reasons. The Nubians entered what later became Uganda in search of temporary shelter when they were cut off during a rebellion in Sudan in the 19th century. They stayed and were later hired by Frederick Lugard to break colonial resistance with brutal force.

Ugandans are dancing to NRM music whose composer they don’t know

Recently I had a serious conversation with a fellow Ugandan who is a staunch supporter of the National Resistance Movement (NRM) government under the leadership of President Museveni. I told him that I do not know who sets policy in Uganda since 1986 when the NRM government came to power. I asked him to help me understand the policy making process and the key players. He paused for a while, closed his eyes, ran fingers through his short hair and finally began to talk. He said that Ugandans since 1986 are like people who dance to music without knowing the composer and the meaning of the music until very late. He added that what he was saying was similar to the invisible hand which economists follow enthusiastically until later on when they realize that it did not delivering as expected. I asked him to elaborate on the respective roles of the presidency, cabinet and parliament in policy formulation and key players in each organ.
