Personal remarks

When I officially joined Uganda politics, I made a statement regarding three principal areas.

First, I joined politics to acquire and use power. Some acquire power to enrich themselves, their families and their kith and kin as we have seen in Uganda. Some use it to improve the standard of living of their fellow men and women. I belong to the latter group. The deterioration of ecological and human condition especially of women and children in Uganda is so shocking that it compelled me to do something about it. I have realized as have many others that talking and writing is necessary but not sufficient. I have already written ten books and created a blog www.kashambuzi.com to share information with a wider readership. Ugandans are now sufficiently informed about the causes of their dehumanizing condition. Action is now needed but we can’t act without taking power from those that have caused the suffering.

In Uganda land is a vital asset, source of wealth and symbol of prestige

We are writing these stories not because we are driven by radicalism or assertiveness as some people have suggested but because we want to save a bad situation from getting worse. For those who care to know two worrying developments are taking place in Uganda – land grabbing by foreigners and inferior education for indigenous population. These developments are reminiscent of the recently ended apartheid system in South Africa where the indigenous black population lost most of the land to the minority white population and got inferior education. It took almost one hundred years of struggle, abandoning education, loss of lives and long term prison sentences from 1912 to end this unjust system but the effects are still being felt. Let us examine the land issue as it relates to Uganda.

When we were growing up in poor families in southwest Uganda we were told again and again that our future was in education and not in tilling the land, a profession left for those who failed at school. To drive the point home we were punished at home and at school for whatever wrongdoing by doing agriculture work in school or family gardens. So Ugandans developed a dislike for agriculture and by extension land ownership. Educated people distanced themselves from rural areas and most would not even think of investing a small portion of their income in agriculture or rural development. Village life was something to be avoided.

In politics there is no permanent situation

Reading stories about broken promises between NRM and Buganda that were reached during the bush war in Uganda (1981-86) has reminded me what I learned in international relations classes: in politics there is no permanent situation and the enemy of your enemy is your friend. When the common enemy is gone as Obote did in 1985 the situation changed. And Baganda should have known that and adjusted accordingly.

During the Cold War Mobutu Sese Seko was an enemy of Communism which was the enemy of capitalism. Therefore Mobutu and capitalist Belgium, France and USA became friends throughout the Cold War period because they had one common enemy – Communism. With Communism out of the way in 1990 the situation changed. Mobutu who had been protected twice against rebel attacks and was showered with foreign assistance and diplomatic niceties was left to fend for himself when Angola, Rwanda, Burundi and Uganda forces attacked in 1996. Mobutu was defeated, fled the country and died in exile. His own trusted troops attempted to assassinate him at Kinshasa and Gbadolite airports when they realized that the situation which had kept them together had changed. He narrowly escaped in a cargo plane, fled the country and died in exile a few months later.

I have just completed thirty days of listening and hearing stories of people from all walks of life in the Great Lakes Region. I spent three weeks in DRC, one week in Burundi and some hours in Rwanda. I have read quite a lot about the historical relations between Hutu and Tutsi people including the tragedies of 1972 and 1994 in Burundi and Rwanda respectively. Until this visit to the region my contacts had been with the elite from the region and around the world familiar with the history of the region. But I had never had the opportunity to listen and hear the views of the ordinary people. During these thirty days I made every effort to listen in formal and informal meetings (I learnt a lot more in informal meetings with individuals), ask questions, seek clarifications, probe as much as possible and repeat the same questions with different groups in order to get a consensus, noting the differences as well. Like a good medical doctor, I wanted to get to the root cause of the problem.
