“Why have you turned against Batutsi?”

While in London to attend the federal conference in late October 2012 where I presented two papers and prepared a summary report of the conference, I bumped into a compatriot on Oxford Street. We discussed a wide range of issues pertaining to the sad situation in Uganda. He thanked me for writing a book on “Uganda’s Development Agenda in the 21st Century” including a chapter in which I praised Batutsi for the help they extended to me. He paused as if he was trying to say something that didn’t fit into the trend of the discussion thus far. He looked around and finally said “Why then have you turned against Batutsi?”

I told him I was not against Batutsi as human beings. I was against the destructive policies of the current generation of Batutsi in power in Uganda. And I am doing so to help them refocus the trajectory onto the right development path.

For easy reference (and against my principle of refraining from mentioning names), I am listing some Batutsi people in Rujumbura County of Rukungiri district who helped me (a Mwiru) while I was growing up. Some or their relatives are still alive and you can ask them to confirm or deny my story.

No Ugandan will be left behind

As Secretary-General of United Democratic Ugandans (UDU) I have received comments about the work we are doing which is appreciated. The National Recovery Plan (NRP) has received high marks as a comprehensive, well thought-out and balanced document with clear action-oriented recommendations. But some Ugandans wonder whether or not this isn’t going to be another document that will be discarded like the ten-point program or benefit a few people. The NPR unlike the ten point program (TPP) will not be discarded. Instead, it will survive and serve everyone for the following reasons.

First, the ten point program though ideally excellent was written out of context of what was happening in the early 1980s. It did not fit into the global neo-liberal development model of structural adjustment that began in the early 1980s. To get international assistance which NRM needed very badly governments had to meet the requirements of structural adjustment program (SAP) which conflicted with those of TPP, causing the TPP to be discarded. The NRP has been written within the context of the new development model of public and private partnership that replaced the neoliberal model in 2009.

“When thunder is wet, it’s mistaken for a dove”

For general information I have read world history from the earliest to the present. I also watch movies about nature. One thing is common to all creatures. They all defend their territory – broadly defined – and protect their young. When conditions are right all creatures live in peace with one another – they are peaceful like doves. But when disturbed disproportionately, all creatures strike like thunder, witness the French Revolution. Ugandans are no exception.

Sad events in Kenya in the 1950s and 2007 and in Rwanda in 1959 and 1994 should serve as a wakeup call that when people long considered docile are very disturbed and fear suffering heavy losses they can switch from dove to thunder behavior – with heavy destruction in the end.

The African National Congress (ANC) of South Africa had vowed to effect political change and gain majority rule by peaceful means. But after the bloody shooting at Sharpeville in 1960 in which many peaceful demonstrators were killed and others injured ANC changed from dove to thunder tactics.

Leadership qualities

Every organization, be it a family, village or nation must have a leader. A leaderless society cannot hope to survive for long. Even animals and poultry have leaders. You can have a good or a bad leader. I will talk about the qualities of a good leader.

1. A leader must be a servant and not master of the people. The leader must have a vision or ideas about how to lead the people to greater heights in economic development, health and happiness. In crafting ideas, the leader should carefully look at the past because it impacts the present. In doing so the leader must ensure that the past is still relevant to the present. If not the past or old ideas should be repackaged to incorporate new developments.

The right thing

As a last resort, the people of Uganda – like people elsewhere – have the right to rebel against the dictatorial regime of Museveni who believes in Social Darwinism. Museveni is falsely convinced that Bahororo people were created with exceptional natural qualities including monopoly on military aggressiveness to rule by divine right and exploit other Ugandans with impunity. That is why he can hire his family members and other Bahororo people in key, strategic and lucrative areas without shame. Museveni does not believe in elections. For him elections are a western requirement to get foreign aid. According to him, elections will never remove Bahororo people from power! The 2011 elections confirm Museveni’s determination to rule Uganda. He openly rigged the 2011 elections largely by disenfranchising indigenous Ugandans and bringing in foreigners to vote for him and his NRM candidates from presidential to the lowest electoral office in the land.

Although Museveni claims he has read history, he appears not to have drawn the right lessons. There is sufficient evidence that rulers who believe in the divine right and military supremacy and impoverish and marginalize their subjects end up defeated.

Museveni has behaved like a colonizer of Uganda

What we are witnessing is that Ugandans have entered a new phase – a phase where they are asking questions and demanding convincing answers and analyzing issues dialectically to make the absent be the present because the greater part of the truth is in that which is absent, hence examining Museveni’s restoration and expansion of colonial policies.

When Museveni came to power in 1986, he preached what Ugandans wanted to hear – improve education and healthcare, balance production for domestic consumption and export, transform the economy from agriculture to industry and export manufactured products instead of raw materials etc). However, in practice, Museveni has behaved like a colonizer, making many people feel – rightly or wrongly – that he is Rwandese colonizing Uganda with connivance especially of Britain that has supported him even before he became president. Before comparing Museveni policies to those of the colonial regime, let us briefly examine what the British colonizers found at the time of colonization, how it was destroyed and replaced by colonial policies, what Obote and UPC did to undo colonial policies and then examine how Museveni has returned Uganda to the colonial period.

Why was Uganda’s 48th independence anniversary marked by virtual silence?

Many are wondering why October 9 (2010), Uganda’s 48th independence anniversary came and went like any other day. It happened that way because there was virtually nothing to celebrate. Independence anniversaries are about celebrating achievements, not mourning failures. A number of factors explain this silence.

Until the abandonment of structural adjustment in 2009 as a failed strategy, NRM government boasted that it had created conditions for high economic growth (although the rate was lower than the real GDP growth rate of 7-8 per cent a year required as a minimum to achieve the MDGs especially halving extreme poverty between 1990 and 2015), low and stable inflation rate, export diversification, privatization of public enterprises, controlling and reversing HIV & AIDS, providing universal primary education and maintaining peace, security and stability. External sponsors of these programs praised Museveni and his NRM government for achieving stability. Thus, NRM government and its external supporters felt they had done their work – and done it very well. The rest would be performed by the private sector as the engine of growth under able guidance of the invisible hand of market forces and trickle down mechanism. Maintaining macroeconomic stability was left in the hands of the Ministry of Finance and Central Bank.

The creation of a new Mpororo kingdom is progressing methodically

I know there are a few Ugandans like Ms. Phionah Kesaasi who will call me all sorts of names and unfairly accuse me of trying to incite the public with ‘genocidal outcomes’ after they have read this article.

When I constructively criticized NRM’s extreme version (shock therapy) of structural adjustment program and stressed that it would hurt the majority of Ugandans, many in the NRM government and secretariat labeled me a saboteur bent on discrediting the NRM government. My views were ignored and I was ostracized. After more than twenty years the program has been abandoned in disgrace when the failures as manifested for example in the diseases of poverty could no longer be hidden in cooked statistics of economic growth, per capita income and macroeconomic stability. The World Bank, IMF and subsequently the government apologized but too much damage had already been done. Some of the individuals who criticized me have apologized while others have just avoided me.

Now I am going to write on yet another ‘hot potato’ subject – the subtle processes being methodically conducted to create a new Mpororo kingdom or district that may combine Ntungamo and Rukungiri districts and possibly other neighboring areas. Hopefully Ugandans and their friends will reflect carefully on the message contained in this article and act accordingly.

Why it is hard to forget the ill-treatment of Bairu in Uganda

Some of the readers of my article on “Why Bahima will not marry Bairu women” and Ms. Phionah Kesaasi’s response titled “Bahima-Bairu theory is short on evidence” have advised that we forget Bahima-Bairu antagonism and move on. Others including Kesaasi have wondered “why a highly educated man like Kashambuzi” should spend time on minor issues like intermarriage. Here are some reasons why I have difficulties forgetting the past which has crept into the present.

First, in 1863, John Hanning Speke, a British explorer, wrote that he was told by Bahima (Wahuma) that all the people who occupied their land bordering Victoria Lake were given the name of Wiru (Bairu) or slaves. Bairu had to supply Bahima with food and clothing etc. Speke’s book was reprinted in 2006 and has become a text book in schools and universities around the world.

Because of comprehensive intermarriages (both ways) between Bahima and Bairu in Bunyoro, Toro and Buganda the ethnic differences have disappeared and people in these areas are living in relative peace with one another. Sadly in southwest Uganda (in former Ankole and Rujumbura of Rukungiri district where the limited intermarriage has been one way, the inter-ethnic or inter-tribal antagonism has remained very strong – let us be honest about it.
