One of the major complaints at Uganda meetings that I have attended is that participants are never given reports in good time to study them and consult appropriately in order to debate effectively and take informed decisions. Consequently, meetings end up without taking decisions on the way forward.

Given the vital importance of the London Federal Conference, I have decided to publish my preliminary thoughts before the meeting to give Ugandans and others an opportunity to make comments and suggestion especially on points I may have left out for incorporation into the final statement so that everyone participates in this exercise. I have already circulated a draft statement on “What do we know about federal governments?” on Ugandans at Heart Forum, www.udugandans.org and www.kashambuzi.com.

Please let me have your comments and suggestion as soon as possible before finalizing them for the conference.

My presentation is in two parts:

1. Renewing national support for a federalism

Post-London conference philosophy should be fundamentally different from NRM’s

NRM came to power at the height of the Washington Consensus ideology based on market forces, laissez-faire capitalism, economic deregulation, macroeconomic stability and trickle down mechanism, etc. Government was seen as part of the development problem and not the solution.

The Washington Consensus was declared over at the G20 Summit in London. Since then the economically troubled world with high unemployment and slow economic growth has been influenced largely by a return of Keynesian model of demand management. Governments have returned to stimulate the economy working strategically in partnership with the private sector and civil societies and addressing imperfections of the market mechanism including deregulation.

Although NRM government abandoned the Washington Consensus or Structural Adjustment in late 1997 and replaced it with a five-year development plan, implying an active but strategic role of the government in the economy, in practice the government has continued to implement many of the Washington Consensus elements.

1. There is no doubt that we had a fruitful discussion yesterday. It was substantive, participatory and action-oriented and I learned a lot. I hope we shall maintain this momentum and spirit after the elections.

2. At the end of the debate yesterday someone contacted me and suggested that since my complaint was about Uganda policies, I should address the NRM government and not Museveni. I responded that in Uganda there is no government as such. Museveni is the government and the government is Museveni. Therefore it is appropriate to use Museveni as our point of reference.

3. Let me summarize and amplify a bit what I said yesterday in my native language for those who did not understand since this was my first oral communication with Ugandans and our friends in Uganda and abroad.

4. We must all understand as clearly stated in Article I of the Universal Declaration of Human Rights that “All human beings are born free and equal in dignity and rights. They are endowed with reason and conscience and should act towards one another in a spirit of brotherhood”.

I come from Rujumbura County of Rukungiri district in southwest Uganda.

I want to thank the organizers of this event especially Mr. James Semakula for inviting me to participate in this conversation (February 5, 2011) which is taking place at a critical juncture in Uganda’s history. Ugandans are more enlightened about their rights and the role of government which is to serve the people and not be their master. Ugandans understand that elections create a contract between the government and the people. When that contract is not implemented as agreed there are repercussions.

I have a short introductory message which I will deliver in my native language and then revert to the English language for the balance of this event. Here is the message addressed to all Ugandans.

1. Abanya Uganda mwena nimbaramusya kandi nimbendeza omwaka murungi.

2. Omwaka ogu nogwomutano. Ebiro 18 Okwezi oku nimuza kuronda abarabebembere emyaka etano yomumaisho omu mataunu, omumadisiturikiti, omurukiiko rwensi yona (parliament) ahamwe na President. Omumyaka etano mwine eizoba rimwe ryonka okuronda abebembezi. Nahabwekyo mureebe ngu mwaronda abantu buzima abarabakorere mukatunguka.

Kashambuzi is theoretical and ignorant

In her response to my article in Observer (Uganda) titled “Why Bahima men will not marry Bairu women”, Ms P. Kesaasi reduced me to a theoretical and ignorant individual regarding the history of and current events in the Great Lakes Region. She challenged me to produce evidence or lock up my pen and drafting pad.

I have studied the Great Lakes Region in particular Burundi, Eastern DRC, Rwanda and South West Uganda for over forty years. I have written three books on the region: (1) Uganda’s Development Agenda in the 21st Century and Related Regional Issues (2009); (2) Rethinking Africa’s Development Model (2009), and (3) For Present and Future Generations: Using the Power of Democracy to Defeat the Barrel of the Gun (2010). Symbiotic or antagonistic interethnic relationships

Why it is hard to forget the ill-treatment of Bairu in Uganda

Some of the readers of my article on “Why Bahima will not marry Bairu women” and Ms. Phionah Kesaasi’s response titled “Bahima-Bairu theory is short on evidence” have advised that we forget Bahima-Bairu antagonism and move on. Others including Kesaasi have wondered “why a highly educated man like Kashambuzi” should spend time on minor issues like intermarriage. Here are some reasons why I have difficulties forgetting the past which has crept into the present.

First, in 1863, John Hanning Speke, a British explorer, wrote that he was told by Bahima (Wahuma) that all the people who occupied their land bordering Victoria Lake were given the name of Wiru (Bairu) or slaves. Bairu had to supply Bahima with food and clothing etc. Speke’s book was reprinted in 2006 and has become a text book in schools and universities around the world.

Because of comprehensive intermarriages (both ways) between Bahima and Bairu in Bunyoro, Toro and Buganda the ethnic differences have disappeared and people in these areas are living in relative peace with one another. Sadly in southwest Uganda (in former Ankole and Rujumbura of Rukungiri district where the limited intermarriage has been one way, the inter-ethnic or inter-tribal antagonism has remained very strong – let us be honest about it.
