“If things change, I change my opinion” – John Maynard Keynes

In Uganda things have changed in the political, economic, social and environmental areas since NRM came to power in 1986. The leaders whether under pressure or voluntarily genuinely changed their opinion to match the changes that had taken place in Uganda and at the global level. In 1987 they abandoned the ten point development model and replaced it with a fundamentally different model of structural adjustment which came into force in May 1987. In 2009, structural adjustment model was declared dead. In line with the global economic wind of change, NRM government announced it had changed its opinion and abandoned structural adjustment and replaced it with Five Year National Development Plan (NDP). But there was no fundamental change in content. The core elements of structural adjustment remained intact – macroeconomic stability and limited state intervention in Uganda’s economy. This was a tactical change to hoodwink Ugandans ahead of 2011 presidential and parliamentary elections. So, one can fairly conclude that since 1987 while things have changed considerably government opinion and practice have remained virtually intact. Is it possible for NRM to change its opinion commensurate with the changes that have taken place since 1987? It is unlikely and this is why, beginning with the president.

If Museveni did it, so can we

As readers and friends know by now, I am not in favor of removing NRM military dictatorship by force in the first instance. I have used the phrase “in the first instance” to mean that if non-violent methods fail or NRM uses excessive force to crush civil resistance then Ugandans have a right to use defensive force as a last resort. So contrary to critics, I am not ruling out military force and training should continue. But military force should not be used in the first instance. That is the difference: peaceful means should come first and military last if absolutely necessary. Further, the principle objective of regime change must remain the same. But removing NRM system does not mean that all known NRM supporters will be thrown into the ocean with stones around their necks so they drown. No: only those who have committed crimes against humanity will be dealt with according to national and international laws. Those innocent NRM supporters have nothing to fear. In fact they should join with us in the opposition to speed up NRM exit and form a transitional government of all Ugandans to prepare for free and fair multi-party elections.

Museveni’s use of force has become counterproductive

There is consensus that Museveni is a leader guided by a unique philosophy based on the use of force and fear, dependence on foreigners and regional focus that has made his presidency counter-productive, calling for his defeat in 2011 elections. Museveni’s defeat is very important for Uganda, neighboring countries and development partners in order to avoid heavier losses in the future. Thick clouds are gathering on the political horizon and if they are not dissipated quickly they could unleash a very destructive storm. If preventive steps had been taken Ethiopia and Zaire could have avoided the adverse impact of 1974 and 1996/7 events respectively. To prevent the possibility of such events occurring in Uganda, we need to adopt a preventive strategy because it is always cheaper than cure. We should at all times avoid emotions about what Museveni has done for or against us. We should be guided only by considerations of dignity, liberty/freedom and equality of all Ugandans. We should seek and tell the truth because a diversion will be catastrophic. For easy reference let us review the rationale behind Museveni’s philosophy.
