Uganda needs a leader for all Ugandans

Uganda was born and grew up in a divisive atmosphere. The religious wars at the start of colonial rule divided Uganda. Colonial wars in which some Ugandans collaborated with colonial armies to defeat and dismember defeated groups divided Uganda. Indirect rule that favored chiefs that were used to tax, punish, imprison and force commoners to do public work for free divided Uganda. The colonial policy that designated some areas economic growth poles and others labor reserve poles divided Uganda. The colonial policy of recruiting soldiers and police from the northern region by setting the height requirement that discriminated against shorter Ugandans in the south divided Uganda. The colonial administration based largely on districts staffed with officials from the same districts and a relatively detached central government divided Uganda. And the deliberate colonial policy of divide and rule deprived Uganda of national consciousness during the colonial period from 1894 to 1962.

Preparations for independence didn’t help. Uganda National Congress (UNC) which started off as a national party split along regional lines between Buganda and the rest of Uganda. Uganda Peoples Union (UPU) was formed by members of Legislative Council (LEGCO) outside Buganda to challenge Buganda. The non-Baganda UNC and UPU groups formed Uganda People’s Congress (UPC). UPC was overwhelmingly a Protestant party. Catholics formed their own party, the Democratic Party. So Uganda was divided along religious lines as we prepared for independence.

Religion has pivotal role in Uganda’s development

If the NRM government had done what it promised in its ten-point program, we would not be discussing the role of religion in Uganda’s development and politics. But since 1987 when it launched structural adjustment, the government left economic growth and distribution of benefits to market forces and trickle down mechanism and concentrated on building and consolidating security forces and engaging in regional and international ventures. By 2009 the government realized that the economy and society did not do well under structural adjustment and abandoned the model. Economies in success story countries like South Korea and Singapore grew at an average rate of ten percent for decades with state participation. And economic benefits were shared equitably. In Uganda, economic growth has fallen far short of ten percent. And the benefits have disproportionately gone to the few families that were already rich and are boasting in public, leaving the bulk of Ugandans trapped in absolute poverty, unemployment, sickness, functional illiteracy and hunger. Desperate Ugandans are flocking to their churches in search of relief. Therefore religious leaders have an obligation to act including calling on the government to take appropriate action. NRM government, instead of listening and collaborating with religious institutions to find a lasting solution, has begun accusing them of engaging in anti-government subversive activities thereby dragging them into confrontational politics.

Launch of National Alliance for Change

I thank the organizers of this important and timely conference for inviting United Democratic Ugandans (UDU) to the launch of the National Alliance for Change. The conference is taking place so soon after another important conference organized by FDC took place here in the City of London. This is a welcome recognition that when people unite they perform more effectively and efficiently than when they are divided.

Uganda is in a political, economic, social, moral and environmental crisis. It has been described as a failed state under dictatorial leadership. For the last twenty six years Uganda has been driven by wrong drivers, in a wrong bus, on a wrong road. The collapse in 2009 of the economic model pursued by NRM since 1987, the massively rigged elections in 2011 and the current severe economic crisis characterized inter alia by crippling high interest rates, unaffordable and rising prices especially of food and fuel, unprecedented level of youth unemployment, spreading and deepening poverty and the associated moral decay confirm that something is endemically wrong in Uganda’s political economy, calling for change of leadership and launch of a different political and economic development agenda. This is a task that Ugandans themselves have to shoulder with a helping hand from friends and well wishers.

Message to all branches of Uganda security forces

Dear brothers and sisters

As you may have noticed, I have since the beginning of this year (2012), sent messages to Members of Parliament, religious leaders, youth and women. Regardless of our profession, region, ethnic group, faith, age and gender, we are all Ugandans with a common destiny – to live in peace and security, create wealth and enjoy happiness. When this does not happen, we should all come together and find a mutually acceptable solution. Since 1966 Uganda has suffered serious political, economic, social and environmental deficits.

When NRM came to power in 1986, it declared that it was going to end the long suffering of the people of Uganda and even “put back the ‘hair’ on the bald heads of Uganda hills”. These announcements endeared the government to the people of Uganda, friends and well wishers. In response, Ugandans sacrificed and tightened their belts to give all the support the government needed in the early years of its administration. Our friends and well wishers donated generously in money and experts. Notwithstanding these efforts, suffering has spread and deepened and Uganda hills have lost more hair. The suffering of the people of Uganda is everywhere for all to see and cannot be denied. It was adequately summarized during last year’s (2011) Christmas sermons.

It is leadership that counts

In search for solutions to Uganda’s daunting development challenges, I have studied, read and consulted widely in time and space to draw some lessons. I have examined the role of politics and economics, the role of ideologies (capitalism and socialism), the role of democratic and authoritarian leaders and the role of civilian and military leaders etc in the development process.

In economics we were taught that a country’s development would depend on the abundance of the factors of production – abundant labor, abundant fertile land and abundant capital in the form of roads, railways, harbors, machines, telephones and computers etc. Countries that were well endowed would do better than those that were less endowed.

On this basis alone, Uganda being more endowed than Kenya, Ugandans would be ahead of Kenyans in economic growth, transformation and social development. We know this is not the case, at least in terms of life expectancy and trade benefits within East Africa.

North Korea took more natural resources and industries than South Korea at the time of partition but see where South Korea is compared to North in levels of economic growth, transformation and standard of living.

If Museveni is re-elected, Uganda will enter a very delicate phase

Ugandans, development partners and friends must understand fully that Museveni’s goal – and one goal only – is to impose Bahororo hegemony over the people of Uganda through democracy at gun point. Democracy is needed for international recognition of his goal otherwise Museveni would simply use force and impose it. If Museveni is re-elected (I have advocated vigorously that he should be defeated to avoid troubles ahead), he will use the next five years (because time is not on his side) to force a conclusion of his project or lay a solid foundation for his handpicked successor to complete it. His push may provoke resistance that could result in a political and /or military confrontation and possible explosion. To prevent this from happening, we need to disaggregate the components of his power base and understand when, where, why and how his journey began. This is a tough and dangerous job but someone has to do it. I will do it for the future of all Uganda children. Those who have described me as a divider and advised Ugandans to ignore what I am saying are trying to divert your attention from Museveni’s plan for Bahororo hegemony. Bahororo (Batutsi from Rwanda) are people (whose base is in Ntungamo and Rukungiri/Rujumbura in southwest Uganda) that were represented at a meeting Museveni convened at his home in Rwakitura on March 15, 1992. The meeting was convened to agree on a road map for Bahororo hegemony. The report of that meeting and participants has been widely circulated.
