When people can’t take it anymore they revolt

There are examples from time immemorial which demonstrate that when people can’t take it any more they draw a line beyond which they revolt regardless of consequences. The peasants in feudal Europe had been taught by priests that they should tolerate suffering on earth because their rewards were in heaven. But when the burden of food insecurity and taxation among others became unbearable, they revolted. Since Uganda is basically a rural country of peasants, let us look at some examples of peasant revolts in Europe and one example in Kenya. The examples in Europe are drawn from Historical Facts by Robert Stewart (2002).

The Britons revolted against the Roman rule. The most serious revolt came in A.D. 61. One of the British tribes in East Anglia revolted because it was angered by loss of land to Roman soldiers and heavy tribute imposed on them. Thirteen years earlier, they had revolted because they were deprived of their right to bear arms.

In A.D. 220 there were revolts against China’s Han dynasty. The oppression of peasants by landlords and bureaucracy led to a series of revolts that ended the dynasty and left China with no central government for 350 years.

Is intermarriage with Bahororo women part of a political game?

Politics is the art of gaining and retaining power by any means. In the great lakes region (southwest Uganda, Rwanda, Burundi and eastern DRC), intermarriage between Batutsi, Bahororo, Bahima and Banyamulenge (pastoralists) on the one hand and Bahutu and Bairu (cultivators) on the other hand was extremely rare in pre and colonial times. On those rare occasions, a king or chief would give a woman to a good warrior or promising leader from cultivators as his wife. The husband would then be ‘tutsified’ and abandon his ancestral roots. The main purpose of this intermarriage was to deprive cultivators of men of leadership quality. Cultivators would thus remain leaderless and politically powerless.

Before proceeding with the story of intermarriage with Bahororo women, let me explain the relationship between Batutsi, Bahima, Bahororo and Banyamulenge, and the term ‘tutsified’ which appear to have caused confusion in my previous articles.

1. Batutsi is an umbrella word from which Bahima, Bahororo and Banyamulenge spring. According to Gerard Prunier (1995) and Linda de Hoyos (1997) Bahima are a clan of Batutsi.

Why was Uganda’s 48th independence anniversary marked by virtual silence?

Many are wondering why October 9 (2010), Uganda’s 48th independence anniversary came and went like any other day. It happened that way because there was virtually nothing to celebrate. Independence anniversaries are about celebrating achievements, not mourning failures. A number of factors explain this silence.

Until the abandonment of structural adjustment in 2009 as a failed strategy, NRM government boasted that it had created conditions for high economic growth (although the rate was lower than the real GDP growth rate of 7-8 per cent a year required as a minimum to achieve the MDGs especially halving extreme poverty between 1990 and 2015), low and stable inflation rate, export diversification, privatization of public enterprises, controlling and reversing HIV & AIDS, providing universal primary education and maintaining peace, security and stability. External sponsors of these programs praised Museveni and his NRM government for achieving stability. Thus, NRM government and its external supporters felt they had done their work – and done it very well. The rest would be performed by the private sector as the engine of growth under able guidance of the invisible hand of market forces and trickle down mechanism. Maintaining macroeconomic stability was left in the hands of the Ministry of Finance and Central Bank.

The NRM government succeeded abroad, failed at home

When the National Resistance Movement (NRM) government came to power in 1986, it inherited an empty treasury and many problems that needed vast amount of foreign currency. The export sector and tax base had collapsed. The government tried to raise money through bilateral engagement with western governments to no avail. It was advised to reach an agreement with the International Monetary Fund (IMF) first (New African 1987-88). The IMF and World Bank were looking for another African country to experiment stabilization and structural adjustment programs (SAPS) model which had failed in Ghana. Paul Nugent (2004) observed that “…Ghana quietly dropped off the World Bank/IMF list of high performers, to be replaced by other countries like Uganda”.

The signing of a structural adjustment agreement between the IMF and the government in 1987 was of mutual benefit to both parties. It gave the IMF and World Bank the opportunity to introduce a rapid and comprehensive (shock therapy) form of structural adjustment which included inflation control to single digits, balanced budget, economic liberalization and privatization of public enterprises, export diversification and labor flexibility. Donor funds would be released contingent on adherence to the terms of the agreement.

The creation of Rukungiri Municipality has genocidal implications

The Convention on the Prevention and Punishment of the Crime of Genocide was adopted by the United Nations General Assembly on December 9, 1948 and came into force on January 12, 1951.

Article II of the Convention states that “In the present Convention, genocide means any of the following acts committed with the intent to destroy, in whole or in part, a national, ethnical, racial or religious group, as such:

(a) Killing members of the group;

(b) Causing serious bodily or mental harm to the members of the group;

(c) Deliberately inflicting on the group conditions of life calculated to bring about its physical destruction in whole or in part;

(d) Imposing means intended to prevent births within the group”, (Human rights. A

The deliberate demarcation of the area that has been incorporated into Rukungiri Municipality targeted the ethnic group of Bairu people who form the largest group in the area. Their ancestors arrived in the area 3000 years ago. They were joined by Bahororo (Batutsi from Rwanda via the short-lived Mpororo kingdom) around 1800. The latter were militarily strong, crushed indigenous resistance and have dominated them politically, economically and socially since then against increasing resistance as Bairu begin to understand their human rights.

Politics of intimidation and donor acquiescence won’t deliver democracy

Opposition members who lost the 1980 Uganda elections waged a guerilla war because UPC had not only intimidated voters and rigged the results but also used government resources and institutions and benefited from foreign support. Although not free and fair, the Commonwealth Observers declared the voting process and results satisfactory. UPC came to power for the second time.

In justifying what sparked the guerilla war, NRM observed that Obote and Muwanga allocated seats to their party cohorts even in areas where UPC candidates had scored less that ten percent of total votes cast. It added that besides Tanzania’s support, UPC used its control of national radio, the army, police and other state machinery to rig the election. This illegal action imposed an unpopular minority clique on the people of Uganda, leaving them no option but to take up arms in defense of people’s democratic rights.

In 1986, the rebels led by NRM came to power through the barrel of the gum with foreign fighters amounting to about 25 percent of NRM rebels and foreign backers. Because of its minority status, NRM with acquiescence of the international community delayed elections until 1996.
