Another promise about to be broken in Uganda

It is reported that the president of Uganda and minister of defense have announced the possibility of a military coup against the constitution and government of Uganda. This has been prompted by the forces of democracy that are gathering speed and demanding answers about NRM wrong doing since before it came to power. Allegations that Museveni’s National Resistance Army (NRA) committed war crimes and crimes against humanity in the Luwero Triangle and Uganda People’s Defense Forces (UPDF) committed war crimes and crimes against humanity in Northern and Eastern regions of Uganda together with other wrongdoing in the political and human rights fields are becoming too much for the authorities to handle.

Through civic education conducted by United Democratic Ugandans (UDU), other organizations and the media, the people of Uganda and the rest of the international community are beginning to understand the gravity of wrong doing committed in Uganda by the NRM. The struggle for democracy and respect for human rights and fundamental freedoms is beginning to bear fruit.

No Ugandan will be left behind

As Secretary-General of United Democratic Ugandans (UDU) I have received comments about the work we are doing which is appreciated. The National Recovery Plan (NRP) has received high marks as a comprehensive, well thought-out and balanced document with clear action-oriented recommendations. But some Ugandans wonder whether or not this isn’t going to be another document that will be discarded like the ten-point program or benefit a few people. The NPR unlike the ten point program (TPP) will not be discarded. Instead, it will survive and serve everyone for the following reasons.

First, the ten point program though ideally excellent was written out of context of what was happening in the early 1980s. It did not fit into the global neo-liberal development model of structural adjustment that began in the early 1980s. To get international assistance which NRM needed very badly governments had to meet the requirements of structural adjustment program (SAP) which conflicted with those of TPP, causing the TPP to be discarded. The NRP has been written within the context of the new development model of public and private partnership that replaced the neoliberal model in 2009.

NRM government is about to make another policy mistake

The introduction of structural adjustment program (SAP) in Uganda in 1981 coincided with the launch of a guerrilla war by the military wing of the National Resistance Movement (NRM) against an elected government of Uganda. Political economy analysts in the NRM carefully studied the impact of SAP conditionality in Uganda and Ghana. They concluded that the SAP model sponsored by the IMF and the World Bank was not suitable for Uganda. They drew up an alternative political economy model of a mixed economy based on private and public partnership. The model was published in 1985 as a ten-point program. It was a consensus blue print that was carefully prepared by Ugandans in consultation with a wide range of stakeholders. Thus, it was a home grown program.

Poverty and wealth distribution in the Gt. Lakes region is not an act of God

Some years ago I attended a panel discussion on poverty in Geneva, Switzerland. One of the panelists argued that in any community in time and space you will find a group of poor and another of rich people living side by side. This happens, the panelist argued, because those who become rich exploit, marginalize and impoverish those who ultimately become poor. This argument has presented an analytic framework for understanding the co-existence of poverty and wealth in the great lakes region (Burundi, Rwanda and southwest Uganda).

By way of introduction, by and large, in colonial Africa the whites became rich while the Africans became poor because the whites occupied the best land, got the best education and the best jobs and received government assistance in their development efforts. On the other hand, Africans were pushed onto marginal land, prevented from growing export crops, became cheap laborers, lacked good education and could not get good jobs. In areas where Africans as in Uganda were allowed to own land and grow export crops, they obtained low prices and were heavily taxed.
